The Natural Resources Department of The Confederated Tribes of Grand Ronde, in cooperation with Oregon Youth Conservation Corps, seeks two youth crew leaders and 14 youth crew members for its Sum mer Youth Crew program. These positions are designed and funded for the purpose of providing enhanced opportunities for youth andor students. Youth Crew Leader F&W Intern $10.50-$13.00hour. Monday-Friday, 8:00-4:30 Approximately 14 weeks, starting June 11, 2004 (flexible) Duties: Supervise and provide leadership to a seven-person sum mer youth work crew for eight weeks and assist the Fish and Wildlife Department for four to six weeks. Projects may include stream and riparian restorationenhancement, trail and park maintenance and construction, native vegetation plantings, habitat enhancement moni toring, and other natural resource and community projects. Qualifications: Desire to work with youth and in natural resources. Must be in good physical condition and be able to work in rugged outdoor terrain. Experience in the proper use of hand tools. Good communication skills. Requirements: Work boots, valid Oregon Driver's License, safe driving record. Must successfully complete pre-employment back ground check and drug test. Qualifications: Must be 16-19 years of age. Must have the abil ity or experience to safely and properly use hand tools. PROPOSED PUBLIC SAFETY ORDINANCE AMENDMENTS The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed amendments to the Public Safety Ordinance. The first reading of the proposed amendments was made at the April 21, 2004, Tribal Council Meeting. The purpose of the amendments is to address issues that routinely arise regarding use of Tribal Lands for campaigning activities, such as signs, distributing campaign materials, emails, etc., and public demonstration activities, such as protests and pickets. The proposed amendments provide instruction on permissible campaigning and public demonstration activi ties on Tribal Lands to ensure such activities are done in a manner which protects the peace, health, safety, welfare, and economic security of resi dents and visitors to Tribal Lands. The proposed amendments include, but are not limited to, the following: Establish a policy on campaigning activities on Tribal Lands and provide that it is a violation of the Public Safety Ordinance to do any of the following activities regarding campaigning: (1) solicit or distribute campaign mate rials or petitions on Tribal Lands used for commercial or governmental purposes during normal business hours, with the exception of any govern ment sponsored candidate forum or during the annual pow wow; (2) use Tribal resources, including equipment such as telephones, voicemail, e mail, fax machines, computers and printers to solicit or distribute cam paign materials or petitions; (3) erect or maintain a political sign on Tribal Lands used for governmental or commercial purposes, or the common ar eas of Tribal Lands used for residential purposes; (4) erect or maintain a political sign on Tribal Lands used for residential purposes without the permission of the occupant of the premis es on which the sign is located; (5) erect or maintain a political sign on Tribal Lands used for residential pur poses earlier than the date of nominations for Tribal Council and later than ten days after the election. Establish a policy on public demonstration activities on Tribal Lands which includes a permit requirement and the designation of a public dem onstration area and provide that it is a violation of the Public Safety Ordi nance to engage in activities that block or interfere with traffic or access to Tribal buildings, that harass Tribal Representatives or visitors, incite vio lence, or threaten or cause physical harm to any person or property.
