Bob Haller moved, Valorie Robertson seconded, to adopt Resolution No. 191 03 appointing Shelby Olson Rogers to the Education Committee, for a term expiring on Decem ber 31, 2004. Discussion followed. Reibach moved, Valorie Sheker-Robertson seconded to adopt Resolution No. 192 03: 1) authorizing the Tribal Chairwoman to execute the sub grant ap plication for $3,000 from the State's HP STD Pregnancy Preven tion Program and 2) authorizing Tribal funding of indirect costs for this grant pro gram. June Sell Sherer moved, Ed Larsen seconded to adopt Resolution No. 193 03 ap proving salary of Richard Kline, Interim General Manager of Spirit Moun tain Gaming, Inc., as recommended by Spirit Mountain's Board of Direc tors. Val Grout moved, Valorie Robertson seconded to adopt Resolution No. 194 03 approving the salary of Steve Doyle, Chief Financial Officer of Spirit Mountain Gam ing, Inc., as recommended by Spirit Mountain s Board of Directors. Bob Haller moved, June Sell Sherer seconded to adopt Resolution No. 195 03: 1) authorizing payment of $5,000 to cover Tribal membership dues and 2) appointing Jan D. Reibach as NCAI Delegate and Reyn Leno as NCAI Alternate, instructing them to become members in good stand ing with NCAI in order to fulfill their responsibilities as official del egates to NCAI and each will continue in this capacity for a period of one year from the date of the appointment. Motion carried 6 0 1. Council member Jan D. Reibach abstained. B Spirit Mountain Community Fund Board of Trustees Appoint ments. 1. The committee recommends the Tribal Council adopt a Resolution No. 196 03 appointing Tribal Council member Jack Giffen, Jr. to fill the position as Trustee to the Spirit Mountain Community Fund Board. Motion carried 6 01. Council member Jack Giffen, Jr. abstained. 2. The committee recommends the Tribal Council adopt a Resolution No. 197 03 appointing Tribal Council member Ed Larsen to fill the posi tion as Trustee to the Spirit Mountain Community Fund Board. Reibach moved, Valorie Robertson seconded to adopt Resolution 199 03 approving the move of $82,560 from the Land Acquisition Contingency Budget to create a budget for the 20th Tribal Restoration Celebration. Discussion followed. Motion carried 7 0 0. B MOA with Oregon State University Dept. of Forestry. Val Grout moved, June Sell Sherer seconded to adopt Resolution No. 200 03: 1) approving a memorandum of agreement between the Tribal Coun cil and Oregon State University, and 2) authorizing the Tribal Council Chairwoman, with the assistance of the Tribal Attorney's Office, to finalize and execute said memo randum of agreement. Motion carried 7 0 0. B 2003 Gaming Per Capita Payment Date Declaration. June Sell Sherer moved, Bob Haller seconded to adopt Resolution No. 201 03 de claring December 11, 2003, as the Payment Date for purposes of the 2003 per capita distribution and directing the Finance Officer, in accordance with Revenue Allocation Plan, to raake the per capita payment for 2003 on or before the Payment Date. Motion carried 7 0 0. B Enrollment ICW Emergency Determination. June Sell Sherer moved, Bob Haller seconded to adopt Resolution No. 202 03 approving Tribal membership for a minor who is numbered 5359, because, based on the investigation and recommendation of the Enrollment Staff, the minor meets the eligibility requirements for applicants who are served by an ICW agency, and found to be eligible for emergency determination as defined in the Enrollment Ordinance and Tribal Constitution. Motion carried 7 0 0. B Enrollment Infant Determination Approvals. Val Grout moved, Ed Larsen seconded to adopt Resolution No. 203 03 approving Tribal membership for minors numbered 5360 through 5363, because, based on the investigation and recommendation of the Enrollment staff, the minors have been found to meet the eligibility requirements for infant determi nation of Tribal membership approval as defined in the Enrollment Ordi nance and Tribal Constitution. Motion carried 7 0 0. B Enrollment ICW Emergency Determination. Valorie Sheker Robertson moved, June Sell Sherer seconded to adopt Resolution 204 03 approving Tribal membership for a minor who is numbered 5364, because, based on the investigation and recommendation of the Enrollment Staff, the minor meets the eligibility requirements for applicants who are served by an ICW agency, and found to be eligible for emergency determination as defined in the Enrollment Ordinance and Tribal Constitution.
