Take a walk into the legends of Native
American history with this new mini-series
on ABC. Premiering on December 28 & 29,
this inspiring film is the journey of an Eld
erly man and his grandson.
This film begins with a troubled teen,
Shane Chasing Horse (Eddie Spears), be
longing to a local Native American street
gang, who sets out with his grandfather, Pete
Chasing Horse (August Schellenberg), to the
All Nations Cer-
emony in New
Mexico. Trying
to avoid trouble
with the gang,
Shane agrees to
accompany his
grandfather on
what turns out to be a very spiritual ride.
Driving from South Dakota, there are legends
to be told and lessons to be learned. Pete tells
Shane these stories in hopes that Shane will
learn from them and pass them on as did the
generations before him. Shane, unsure of the
truth behind his grandfather's stories still
learns lessons about his grandfather, his heri
tage, as well as himself.
According to ABC, the lessons are moving
and inspirational and the real beauty of the
film is Shane's final reaction to the words of
his grandfather.

B Elders' Christmas Dinner December 18, 2003 from 6 to 9 p.m. It will
be held at the Spirit Mountain Casino. If you think someone signed you up,
please call to confirm your attendance. Call 503-879-2019 for this event.
Elders' Shopping Trip December 15, 2003. Departure time will be at
10 a.m. from the Grand Ronde Community Center. Return to Grand Ronde
at 5 p.m. Lunch on your own. People going on the trips will determine the
shopping destination. Call 503-879-2019 if you have questions.
An Elder Survey will come in the mail before the first of the year. It will
ask for insurance information, if you have done long term heath care plan
ning, the type of long care arrangements that you may be interested in,
etc. Please take time to fill the survey out as it will help with the Tribe's
planning agenda and the priorities.
B Basket Making Class will take place after the first of the year as every
one is busy now with holiday plans.
B Tribal Jackets for the Elders fact finding on price, colors, materials
and styles is still in the works. The goal for the design of the jackets is to
be done in the spring of 2004. When completed the design and cost infor
mation will be made available to the Tribal Elders.

Proposed Election Ordinance Amendments
The Tribal Council, in consultation with the Election Board and the
Tribal Attorney's Office, has proposed amendments to the Election
Ordinance. The first reading of the proposed amendments was made
at the October 22, 2003, Tribal Council Meeting.
The purpose of the amendments is to make various technical and
substantive changes to the Ordinance to improve the efficiency of the
election process. The proposed amendments include, but are not lim
ited to, the following:
1. Moving the nominations of candidates for Tribal Council
elections from the regular General Council meeting in May to a
special General Council meeting held on the last Sunday of June.
This proposed amendment would shorten the time period between nomi
nations and the mailing of the absentee ballots. The absentee ballots
would continue to be mailed 45 days before the date of the election.
2. Providing that the Election Board shall distribute a copy
of the Election Ordinance, Constitution, and Voters Address
List to candidates at the General Council Meeting at which
nominations are accepted (the special General Council meet
ing in June). This proposed amendment is in response to the short
ened period of time between nominations and the mailing of the ab
sentee ballots described above. Under the current Ordinance, the
Election Administrator mails the candidates these documents at a later
date following the nominations.
3. Modifying the automatic recount provision to enable the
Election Board and the Election Administrator to conduct the
recount immediately following the original counting of the
ballots. This proposed amendment would enable the Election Board
and the Election Administrator to conduct an automatic recount im
mediately following the original counting of the ballots. The auto
matic recount provision is triggered when there is a difference of lper
cent or less in the number of votes cast for the third and fourth place
candidates in a Tribal Council election. Under the current Ordinance,
the automatic recount procedure follows that for recount requests,
which delays the results of the election and incurs greater costs. With
this amendment, a candidate in a Tribal Council election would still
have the option of requesting a recount in accordance with the cur
rent provisions of the Ordinance.
4. Modifying the role of alternates to enable alternates to
the Election Board to observe election functions and perform
incidental tasks at the request of the Board and under the
supervision of a Board member. This proposed amendment would
enable the alternates to the Election Board to gain experience with
the election process in case they are selected to serve in the place of a
Board member who is disqualified from serving or otherwise unable
to serve in an election.

invites comment on the proposed amendments. The proposed amend
ments will be discussed at the General Council Meeting on De
