Graham Robert Duane Graham, 64, formerly of Grand Ronde, died August 2 in Hebo. He was born July 9, 1939 in Grand Ronde. He never married and was an itinerant worker with many friends from Or egon to Florida, which was his usual route until recently because of ill health. He served in the U.S. Army and was a member of the Confederated Tribes of Grand Ronde. Survivors include two sisters, Charlene Freeman of Grand Ronde and Gail Yarbrough of Beau mont, Texas; two brothers, Andrew Graham and Leslie Graham, both of Grand Ronde; significant other, Debbie Simmons of Hebo. Ser vices were at Adamson's Funeral Home in Sheridan with private burial at the Tribal Cemetary in Grand Ronde. Joseph A. Mercier Joseph A. Mercier, 80, of Grand Ronde, died August 2 at Oakwood County Place in McMinnville. He was born to Arthur Joseph and Agness Leno Mercier on Dec. 10,1922 in Grand Ronde. He was raised and schooled in Grand Ronde and also attended school in Taft. He married Blandine Holmes in February of 1942. She died in 1966. He entered the Army during WWII on February 24, 1943 and served until December 15, 1945. He was a Rifleman and For ward Scout. He received 17 Arrowheads, one for each time he hit the beach under fire. He served in New Guinea and the Southern Philippines and earned several citations: Asiatic Pacific Service Medal, Victory Medal, Bronze Arrowhead Medal, Bronze Star Medal, Philippine Liberation Medal with one bronze star for good conduct. He married Frances Barber on June 28, 1968 in Vancouver, Wash ington. He spent most of his life logging, ran his own logging com pany and was also a small motor repairman. He loved fishing, hunt ing, swapping cars and attending garage sales. Survivors include his wife, Frances Mercier; sons, Jeffery Mercier of Grand Ronde and Bob Mercier of Willamina; daughters, Bonnie Tom of Grand Ronde and Carol Olson of Salem; brother, Hubert Mercier of Grand Ronde; six grandchildren and 18 great grandchildren. He was pre ceded in death by two brothers and a sister. ENVIRONMENTAL ASSESSMENT COMPLETED AND FINDING OF NO SIGNIFICANT IMPACT ISSUED FOR THE PROPOSED DAVIDSON THIN LOGGING UNIT GRAND RONDE TRIBAL TRUST PROPERTY The Environmental Assessment (EA) and a Finding Of No Signifi cant Impact (FONSI) have been issued for the proposed Davidson Thin Logging Unit, located on Tribal Trust property in Polk County, Or egon. The EA discloses the issues relating to the environmental re sources affected by the Proposed Action and alternatives to the Pro posed Action. The EA further discloses the analysis of the likely envi ronmental consequences of the Proposed Action and alternatives to the Proposed Action. The FONSI discloses the alternative selected by the responsible official and gives supporting reasons for this selection. The Preferred Alternative, Alternative A, would commercially thin (partial-cut) 53.9 acres of Douglas-fir, red alder, and other conifer and hardwood timber. The Preferred Alternative would harvest approxi mately 552,000 board feet of timber from 53.9 acres of thinned area, and construct approximately 2,935 feet of temporary dirt road into the area. The EA and FONSI are available for public review and comment for a period of 15 days beginning the first day after publication of this notice. Based on the allegations set forth in the Petition for Change of Name filed by the Petitioner in the above entitled case and its supporting affidavit, THE COURT FINDS: 1. The Petitioner is over 18 years of age; 2. The Petitioner is an enrolled member of the Confederated Tribes of the Grand Ronde Community of Oregon; 3. The Petitioner has not petitioned and been granted a change of name by the Tribal Court within the past twelve (12) months; 4. Petitioner has been using the name Anthony Joseph Lane his entire life and all credit was obtained under such name. Based on the foregoing findings THE COURT DECREES: 1. That the name of the Petitioner be changed from Anthony Joseph Lawe to Anthony Joseph Lane : 2. That the Clerk of the Tribal Court shall cause a copy of this Order to be published in the Tribal Newsletter; 3. That the Clerk of the Tribal Court shall submit a certified copy of this order to the Tribal Enrollment Office; 4. That the Petitioner shall surrender all old Tribal Identification cards bearing Petitioner's former name to the Tribal Enrollment Office prior to the Enrollment office issuing Petitioner new Tribal Identification cards bear ing the Petitioner's new name; 5. That within sixty (60) days from the date of this order the Tribal Enroll ment staff, and if necessary the Tribal Enrollment Committee, shall cause new Tribal Identification cards to be issued to Petitioner showing the new name of the Tribal member and shall change the official membership roll and all official enrollment records of the Tribe to reflect the Petitioner's new name as stated in this Decree; 6. That the Nevada Department of Vital Statistics is authorized to issue a new birth certificate to Petitioner in such form as to indicate that his name is Anthony Joseph Lawe.
