4:00 p.m. Meeting was called to order by Tribal Council Chairwoman, Cheryle
Kennedy. A quorum was present.
Present was Bob Haller, Cheryle Kennedy, Reyn Leno, Ed Pearsall, Jan D.
Reibach and Valorie Sheker-Robertson.
Excused was Val Grout, Ed Larsen and June Sell-Sherer.
Invocation was done by Jan D. Reibach, Tribal Council member.
PREVIOUS MINUTES - APPROVE & AMEND
B Jan D. Reibach moved, Valorie Sheker-Robertson seconded to approve the
May 14, 2003, Tribal Council meeting minutes as presented. Motion carried
5-0-0.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
B Education Trust Fund 2003 Scholarship Selections Approval. Ed
Pearsall moved, Valorie Sheker-Robertson seconded to adopt a motion approving
the Tribal Education Committee's recommendations for Education Trust Fund
Scholarship selections for 2003-04. Motion carried 5-0-0.
B HeadStart COLAQuality Application. Jan D. Reibach moved, Valorie
Sheker-Robertson seconded to adopt a motion authorizing the submission of an
application for supplemental funding to be used for HeadStart COLAQuality.
Motion carried 5-0-0.
B Purchase and Sale Agreement. Bob Haller moved, Jan D. Reibach sec
onded to adopt Resolution No. 1 12-03:
1) approving the Purchase and Sale Agreement between the Tribe and
The Church of God of Prophecy of Oregon, Inc. for the purchase of real
property located at 24702 SW Grand Ronde Road in Grand Ronde, Oregon,
as presented by the Land Management Department staff,
2) authorizing the Land Department Manager, with the assistance of the
Tribal Attorney to negotiate, finalize and execute the agreement, and
3) authorizing the Tribal Council Chairwoman to execute all documents
required for closing of property purchase. Motion carried 5-0-0.
B Oregon Cultural Trust Grant Agreement. Ed Pearsall moved, Valorie
Sheker-Robertson seconded to adopt Resolution No. 113-03 authorizing the
Tribal Council Chairwoman or the general manager to sign an agreement with
the Oregon Cultural Trust for funding from the Community Cultural Participa
tion Grant Program on behalf of the Tribe. Motion carried 5-0-0.
Family Violence Prevention and Services Grant Application. Jan D.
Reibach moved, Valorie Sheker-Robertson seconded to adopt Resolution No.
114-03:
1) authorizing staff to submit a Family Violence Prevention and Services
grant application for $54,000,
2) waiving Indirect Costs beyond the amount allowed by this grant
program's Administrative Cost cap of 5 percent, and
3) authorizing the Tribal Council Chairwoman to sign said application.
Motion carried 5-0-0.
Compensation of Spirit Mountain Gaming, Inc.'s Surveillance Di
rector. Valorie Sheker-Robertson moved, Ed Pearsall seconded to adopt Reso
lution No. 115-03 approving a merit increase for Brian Werner, Director of
Surveillance for Spirit Mountain Gaming, Inc., as recommended by Spirit Moun
tain Board of Directors. Motion carried 5-0-0.
Compensation of Spirit Mountain Gaming, Inc.'s Chief Internal Au
ditor. Valorie Sheker-Robertson moved, Bob Haller seconded to adopt Resolu
tion No. 116-03 approving a merit increase for Chuck Bilstein, Chief Internal
Auditor for Spirit Mountain Gaming, Inc. as recommended by Spirit Mountain
Board of Directors. Motion carried 5-0-0.
Sale of Voyager's Landing Condominiums. Bob Haller moved, Ed Pearsall
seconded to adopt Resolution No. 1 1 7-03 approving the sale of Voyager's Land
ing Condominiums, authorizing the Finance Officer to execute all documents
necessary to complete the sale, and ratifying and confirming all actions taken
consistent with the resolution. Motion carried 5-0-0.
ANNOUNCEMENTS
Affiliated Tribes of Northwest Indians 50th Annual Conference is scheduled in
Pendleton, Oregon on September 22-25, 2003 at the Wildhorse Resort & Casino.

B Expanded Home Repair Grant Program. Ed Pearsall moved, Bob Haller
seconded to adopt Resolution No. 1 18-03 authorizing Home Repair Grants to
Tribal members living within the expanded service delivery area (the state of
Oregon) and to obtain funding through HUD funds in the amount of $120,000,
to provide 12 Home Repair Grants. Motion carried 6-0-0.
B Delegation of Authority BLM Contract HAC013014. Valorie Sheker
Robertson moved, June Sell-Sherer seconded to adopt Resolution No. 119-03
authorizing the General Manager, with the assistance of the Tribal Attorney, to
act on behalf of the Tribe for the administration of Bureau of Land Management
Contract HAC013014. Discussion followed. Motion carried 6-0-0.
B Contract Judicial Services Court of Appeals. Jan D. Reibach moved,
June Sell-Sherer seconded to adopt Resolution No. 120-03:
1) approving Contracts for Judicial Services between the Tribe and Robert
Miller, David Thompson, and Mark Johnson for 2003-2005, and
2) authorizing the Tribal Council Chair, with the assistance of the Tribal
Attorney, to finalize and execute these contracts. Motion carried 6-0-0.
ICDBG (Sewer) Grant Time Extension. Valorie Sheker-Robertson moved,
Bob Haller seconded to adopt a motion:
1) approving a time extension request for its Indian Community Develop
ment Block Grant (ICDBG) grant through 9222004,
2) ratifying the request letter signed by the Tribal Council Chairwoman,
and 3) authorizing staff to submit the request to HUD. Motion carried
6-0-0.
B Pacific Coast Salmon Restoration Fund Grant. Jan D. Reibach moved,
Ed Pearsall seconded to adopt Resolution No. 121-03 approving the submis
sion of a grant application to the National Oceanic and Atmospheric Adminis
tration for the Pacific Coast Salmon Restoration Fund for $65,000. Motion
carried 6-0-0.
B Enrollment Infant Determination Approval. Bob Haller moved, Valorie
Sheker-Robertson seconded to adopt Resolution No. 122-03 approving Tribal
membership for minors numbered 5323 through 5330, because, based on the
investigation and recommendation of the enrollment staff, the minors have been
found to meet the eligibility requirements for enrollment as defined in the En
rollment Ordinance and Tribal Constitution. Motion carried 6-0-0.
Tribal Higher Education Budget Increase. Jan D. Reibach moved, Bob
Haller seconded to adopt Resolution No. 123-03 approving the transfer of
$150,000 out of the 2003 Land Acquisition contingency budget into the Tribal
Higher Education Program budget to fund additional Education Trust Fund
Scholarship awards for 200304 selection process. Motion carried 6-0-0.
