5:07 p.m. Meeting was called to order by Tribal Council Chairwoman
Cheryle Kennedy. A quorum was present.
Present was Val Grout, Cheryle Kennedy, Ed Larsen, Reyn Leno, Jan
D. Reibach and June Sell-Sherer.
Excused was Bob Haller, Ed Pearsall, and Valorie Sheker-Robertson.
Invocation was done by Jan D. Reibach, Tribal Council member.
PREVIOUS MINUTES - APPROVE & AMEND
B June Sell-Sherer moved, Val Grout seconded to approve the February
5, 2003, council meeting minutes as presented. Motion carried 5-0-O.

General Council Meeting March 02, 2003 Agenda Items

Reyn Leno moved, Ed Larsen seconded to approve by motion the General
Council Meeting March 2, 2003 agenda items as presented. Motion car
ried 5-0-0.
TRIBAL GOVERNMENT,
MANAGEMENT & BUDGET COMMITTEE
B Social Service Block Grant Agreement Amendment. Val Grout
moved, Reynold L. Leno seconded to adopt Resolution No. 035-03:
(1) approving Amendment 1 to the Social Service Block Grant
(SSBG) Agreement between the Tribe and the State of Oregon, and
(2) authorizing the Tribal Council Chairwoman and the General Man
ager, with the assistance of the Tribal Attorney, to finalize and ex
ecute said Amendment. Motion carried 5-0-0.
B ANA Environmental Regulatory Enhancement Grant Application. Reyn
Leno moved, Jan D. Reibach seconded to adopt Resolution No. 036-03:
(1) authorizing the Tribe's submission of an Environmental Regula
tory Enhancement application to ANA for a grant of $275,000 for a
two-year project for Deer and Elk Habitat Management, Native Plant
Enhancement and Adult Salmonid Migration, and
(2) that the Council commit matching funds of $35,910 for the first
year and $33,664 for the second year from a combination of cash, in
kind and reduced indirect. Motion carried 5-0-0.
B Mid-Willamette Valley Council of Government and Economic
Development District Membership Renewal. Val Gout moved, Ed
Larsen seconded to approve by motion the renewal of membership with
Mid-Willamette Valley Council of Governments (MWVCOG) in the amount
of $1,625 and Economic Development District (EDD) in the amount of
$173.00 for calendar year 2003-2004. Total Fees: $1,798. Motion car
ried 5-0-0.
RESOURCES COMMITTEE
B Letter Agreement with Oregon Legal Services. Reyn Leno moved,
Ed Larsen seconded to adopt Resolution No. 037-03 approving a letter
agreement with Oregon Legal Service (OLS) pursuant to which OLS agrees
to handle the first appeal of existing Tribal member cases at a rate of $75
per hour plus filing fees and transcription costs. Motion carried 5-0-0.
B CY2003 IMLS Basic Library Grant. Jan D. Reibach moved, Reyn
Leno seconded to adopt Resolution No. 038-03 authorizing the submis
sion of an application for the CY2003 Institute of Museum & Library Ser
vices Basic Library Grant for the amount of $4,000. The grant funds can
be used to improve existing library services or to implement new library
services. The application makes the Tribe eligible to apply for the CY2003
Library Enhancement Grant for up to $150,000. Motion carried 5-0-0.
B CY 2003 IMLS Professional Assistance Grant. Val Grout moved,
Reyn Leno seconded to adopt Resolution No. 039-03 authorizing the
submission of an application for the CY2003 Institute of Museum & Li
brary Services Professional Assistance Grant for the amount $2,000. The
grant funds would be used to hire a consultant to visit the library and
media center for the purpose of providing an analysis of the current status
of operations and recommendations for improvement. Motion carried 5-0-0.
B Human Resources CY2003 Additional Funding. Jan D. Reibach
moved, June Sell-Sherer seconded to adopt Resolution No. 040-03 au
thorizing the transfer of up to $69,400 from Tribal Contingency Fund to
Human Resources CY2003 budget to cover necessary expenses for pro
gram function. Motion carried 5-0-0.
B Land Acquisition Contingency Fund Allocation to Intergov
ernmental Affairs Budget. Val Grout moved, Reyn Leno seconded to
adopt Resolution No. 041-03 authorizing the allocation of up to $200,000
from the Land Acquisition Contingency Fund to the Intergovernmental
Affairs Budget for public relations and lobbying activities. Motion car
ried 5-0-0.
B Spirit Mountain Logistics, LLC Appointment of Manager. Val
Grout moved, Ed Larsen seconded to adopt Resolution No. 042-03 ap
pointing Lawrence J. Kovach, Finance Officer, as Manager of Spirit Moun
tain Logistics, LLC. Discussion followed. Motion carried 5-0-0.
B Grand Ronde Industries, LLC Appointment of Manager. Jan D.
Reibach moved, June Sell-Sherer seconded to adopt Resolution No. 043
03 appointing Lawrence J. Kovach, Finance Officer, as Manager of Grand
Ronde Industries, LLC. Motion carried 5-0-0.
ECONOMIC DEVELOPMENT COMMITTEE

pointments. June Sell-Sherer moved, Jan D. Reibach seconded to adopt
Resolution No. 044-03 appointing the following people to the Confeder
ated Tribes of Grand Ronde Culture Committee: Pat Allen, Joseph Brisbois,
Don Day, Peachie Hamm, Marilee Norwest-Davis, Janet Phillips, David
Lewis, Elaine LaBonte, and as honorary members: Leon Tom and Mar
garet Provost. Motion carried 5-0-0.
B Confederated Tribes of Grand Ronde Enrollment Committee Ap
pointments. Reyn Leno moved, Ed Larsen seconded to adopt Resolu
tion No. 045-03 appointing the following people to the Confederated Tribes
of Grand Ronde Enrollment Committee: Robert Schmid, Louise Medeiros,
Arlene Beck, Terri Wood, Dorothy Lawe, Sharon Hanson, Cordelia
Kneeland, Diane Lane, and Margaret Provost. Motion carried 4-0-1.
Val Grout abstained.
B Confederated Tribes of Grand Ronde Fish and Wildlife Commit
tee Appointments. Jan D. Reibach moved, Ed Larsen seconded to adopt
Resolution No. 046-03 appointing the following people to the Confeder
ated Tribes of Grand Ronde Fish & Wildlife Committee: Lonnie Leno,
Rick McKnight, Dale Langley, Matt Thomas, and Sara Thompson. Mo
tion carried 4-0-1. Reyn Leno abstained.
B Confederated Tribes of Grand Ronde Timber Committee Ap
pointments. Val Grout moved, Reyn Leno seconded to adopt Resolu
tion No. 047-03 appointing the following people to the Confederated Tribes
of Grand Ronde Timber Committee: Bob Mercier, Merle Holmes, Gene
LaBonte, Leon Tom, Eugene LaBonte, and as an honorary member Darrel
Mercier. Motion carried 5-0-0.
OTHER BUSINESS
B Chairwoman Kennedy announced the procedure for presenting infor
mation at this meeting. Conduct is to be in a manner which reflects the
dignity of the Tribal Council and the Tribe to whom you are addressing.
The five minutes per topic is to be abided by or the Council will move to
adjourn the meeting.
B A Tribal member asked whether the final report of Falmouth Institute's
study is available. Cliff Adams, General Manager, will make the final
report available to the divisions, committees, boards, and entities who
participated in the study. The Tribal membership may request a copy by
contacting the Policy and Planning Department or the General Manager's
office.
B Brent Merrill, Public Relations Coordinator and Editor of the Tribe's
newspaper, announced that the Tribe's housing and long house projects
both have received favorable newspaper coverage. The Statesman Jour
nal (Salem, Oregon) and the Democrat Herald (Albany, Oregon) will be
covering the language immersion program in future issues.
B A Tribal member expressed appreciation of the efforts by the Public
Information Office with regards to the 2003 Tribal calendar.
B Council member Jan D. Reibach stated that one of the Casino's "High
Roller" clientele was impressed with the quality of the Tribe's newspaper,
Smoke Signals. .
5:45 p.m. Val Grout moved, Ed Larsen seconded to adjourn the meet
ing. Motion carried.
