Dear Smoke Signals,
I was very surprised to see my photo in the 2001 Tribal Annual Report.
Thank you for the honor, but I feel obligated to state that I am not a
"master" weaver yet. I am very dedicated to the art of weaving and will
teach anyone what I have learned so far. But I must protest that I am not
a master. To claim this title of master weaver would not honor those who
truly are master weavers. Thank you for bestowing me with this wonder
ful title, but I believe that "dedicated teacher and learner" would better
fit.

THIS MATTER came before the Court by way of a Petition for Minor
Name Change filed on November 25, 2002 by Marcella Selwyn for
Maryalica Licona, a minor child. The proposed name change would be
from Maryalica Marcella Licona to Mary Marcila Lopez. A Show Cause
Hearing was set for January 10, 2003, at 9:00 a.m. Due to an error in
the publication of the Show Cause Order, the hearing has been reset.
IT IS ORDERED THAT the Show Cause Hearing has been
reset to February 27, 2003, at 9:00 a.m. The Petitioner and any
person objecting to the granting of the petition shall appear in the
Tribal Court of the Confederated Tribes of the Grand Ronde Commu
nity of Oregon, located at 9615 Grand Ronde Road, Grand Ronde,
Oregon on, February 27, 2003, at 9:00 a.m. to show cause why the
Court should not enter judgement granting the proposed change of
name.
IT IS FURTHER ORDERED that any written response to this
Order by any party to this case shall be filed on or before February
20, 2003.

DECREE CHANGING
NAME
Based on the allegations set forth in the petition for change of name filed by
the petitioner in the above entitled case and its supporting affidavit, THE
COURT FINDS:
1. The petitioner is over 18 years of age;
2. The petitioner is an enrolled member of the Confederated Tribes of the
Grand Ronde Community of Oregon;
3. The petitioner has not petitioned and been granted a change of name by
the Tribal Court within the past twelve (12) months; All persons entitled to
notice have been properly served with a copy of the Notice for Name Change,
and;
5. No objection to the petition has been filed by any creditor or former spouse
of the petitioner.
Based on the foregoing findings THE COURT DECREES:
1. That the name of the Petitioner be changed from Jocelyn Donnell
Morningstar Millsap to Jocelyn Donnell Morningstar Kirk :
2. That the Clerk of the Tribal Court shall cause a copy of this Order to be
published in the Tribal Newsletter;
3. That the Clerk of the Tribal Court shall submit a certified copy of this
order to the Tribal Enrollment Office;
4. That the Petitioner shall surrender all old Tribal Identification cards
bearing Petitioner's former name to the Tribal Enrollment Office prior to
the Enrollment office issuing Petitioner new Tribal Identification cards bear
ing the Petitioner's new name;
5. That within sixty (60) days from the date of this order the Tribal Enroll
ment staff, and if necessary the Tribal Enrollment Committee, shall cause
new Tribal Identification cards to be issued to Petitioner showing the new
name of the Tribal member and shall change the official membership roll
and all official enrollment records of the Tribe to reflect the Petitioner's new
name as stated in this Decree;
6. That the Oregon Department of Vital Statistics is authorized to issue a
new birth certificate to Petitioner in such form as to indicate that hisher
name is Jocelyn Donnell Morningstar Kirk.

Spirit Mountain Rodeos is accepting court
applications for the 2003 Rodeo season.
Spirit Mountain Rodeos will choose a queen and a princess based
on horsemanship, appearance, presence and speaking ability to rep
resent us during the 2003 Rodeo season.
You must be single, 17-21 years of age and have no kids. Your
horse must be at least 14.2 hands, in good condition and able to
carry a flag. You must be available June through September. The
girls chosen will need to have transportation and provide boots,
shirts, belt and jeans.
Spirit Mountain Rodeos will provide your hat, buckle, tiara, sashes,
photographic portfolio and horse trappings. Your travel expenses
will be reimbursed.
