Dorothy Arlene Lane
Tribal Elder Dorothy Lane, 77 passed away No
vember 12 in Portland.
She was born January 15, 1925 in Portland to
Paul and Elizabeth Leno Lafferty.
She was raised and schooled in Grand Ronde be
fore moving to Portland where she lived for two
years before moving to Newport where she spent
the rest of her life. She was an avid reader, loved
fishing, garage sales and was a collector.
Survivors include her husband, Leland Lane of
Newport; sons, Marvin Davis of Grand Ronde, Howard Davis of Springfield,
Leland Lane Jr. of Newport; daugther, Cheryl Menzies of Newport; broth
ers Gerald Laffery of Siletz and Ken Lafferty of Grand Ronde; sisters, Nora
Lee, Jaunita Lee and Margaret McAbee, all of Grand Ronde; 12 grandchil
dren and 7 great-grandchildren.
Funeral services were held at the Tribal cemetery.

Proposed Indian Child Welfare Ordinance Revisions
The Tribal Council in consultation with the Tribal Court, Social Ser
vices and the Tribal Attorney's Office has proposed revisions to the
Tribe's Indian Child Welfare Ordinance. The first reading of the pro
posed Ordinance revisions was on September 25, 2002.
The purpose of the revisions is to clarify the Tribe's existing law,
policies and procedures in handling Indian child welfare matters and
to develop areas of the law which are not fully addressed in the cur
rent Ordinance.
Among other things, the proposed revisions substantially change the
organizational structure of the Ordinance, establish minimum stan
dards for child welfare investigations, establish a Community Review
Board, codify the Tribe's policy regarding Termination of Parental
Rights, provide procedures and standards for private adoptions and
ensure compliance with applicable federal law.
For a copy of the proposed revised Indian Child Welfare Ordinance,

Rochelle Andrews and Franklin Wilson of Nespelem,
Washington, are pleased to announce the birth of their new baby
girl, born on Thursday, October 31, 2002
at Coulee Community Hospital.
Tashina Red Autumn Wilson
weighed 8 lbs. 3 oz. and was 20 inches in length at birth. She
joins Turak, 8, Shauntee, 6, and Joey 6, at home. Maternal
grandparents are John Andrews of Yakima and Linda Brandon of
Grand Ronde. Paternal grandparents are Walter Wilson and
Cecilia Dewitt of Seattle. Great-grandparents are Merna
Brandon of Grand Ronde and great-great-grandparent
is Nora Kimsey of Grand Ronde.

Now is the time to start thinking about joining the Grand Ronde Royalty
Court. Participating in the Royalty Court is an excellent chance for young
Tribal women to represent the Tribe in a positive way. It does require
commitment and time, but is a tremendous honor. There will be dance,
protocol, craft and speaking classes that will help prepare yourself to be
on Royalty.
Any young lady who would like to participate in Royalty to gain experi
ence may as a Princess and not compete this year for a Queen position.
Fill out the application form provided and send it to the Royalty Board.
Personal contacts can be made with Claudia Leno 503-879-5892. We en
courage any interested young lady who is a Tribal member, between the
ages of 5 and 21, to join us.
Participants must be an enrolled member of the Grand Ronde Tribe, be
alcohol and drug free, be childless and never married. If school age, must
be attending school (private or public) full-time.
Girls must be within the following age categories by January 15, 2002:
Miss Tiny Tot 5-8 years of age
Junior Miss Grand Ronde 9-14 years of age
Senior Miss Grand Ronde 15-18 years of age
Miss Grand Ronde 1 9-21 years of age
Participants must have their own regalia, It is not the responsibility of
the Royalty Board, Tribal Council, or any other Tribal program to provide.
Members of the Royalty Court are not paid positions. Although, the
chosen Queens and Princesses will receive motel fees and a set amount
for travel expenses for attending required events. For all fund-raisers and
activities that Royalty is involved in, the court and their families or spon
sors are required to participate.
All the members on the Royalty Court must show good judgement by
not participating in any activities that could bring adverse publicity to
themselves or the Tribe. All members of Royalty must comply with the
Royalty guidelines and the Royalty agreement.
