Please Help By Volunteering
The Sanction Court process provides a opportunity for face to face con
tact with first time juvenile offenders in the county and helps keep the
kids out of the juvenile system. At Sanction Court, offenders receive sanc
tion appropriate to their offences. They are provided with supportive and
follow up services to hold them accountable for their actions. Please help
us keep this going, we need Volunteers from our community members to
participate by setting on our panel. Sanction Court is held about once a
month and that depends on if we have kids that have gotten in trouble in
Grand Ronde or Willamina (Polk County). If the kids know that you are
one that sets on our panel and see you around, you might be able to change
that kids mind about breaking the law.

Preschool HeadStart Looking for Volunteers
The Grand Ronde PreschoolHeadStart is looking for Volunteer Read
ers to sign up to do a reading circle time when out kids visit the new
library in the Adult Education Building once a week.
This would take 15 to 20 minutes out of your day. Depending on how
many sign up, it may also only be once or twice a month per volunteer.
We are still in the planning stages of this project so if you have any
questions or comments or are at all interested in volunteering, please give

Sixty-six successes for the Down Payment Grant Program have left
the Down Payment Grand budget exhausted for this year. The
early commitment of all funds is due, in part, to the program's new
and successful "no waiting list" policy. This coupled with low interest rates
has given Tribal Member's a real edge in the current "buyer's market." So
far, forty-eight grants have been closed, with the last eighteen in process
of receiving final documents.
If you were not able to participate in this year's funding, but currently
have a home in mind to purchase, or would like to get started on the
process for next year, here are some tips that may help:
B First, be certain you are eligible for the program. An application and
copy of the Policy and Procedures can be picked up at the Grand Ronde
Tribal Housing Authority (GRTHA) office, or mailed to you, upon re
quest. D Review your credit history. This can be done with a credit counselor,
a potential lender, or by contacting Nancy Holmes, Homeownership
Coordinator for the GRTHA, at 1-800-422-0232, ext. 2445. Cleaning
up any credit issues now, can help you receive a lower interest rate
when applying for your loan, and save thousands of dollars over the
term of a mortgage.
B Delay your purchase until 2003. If you have already found a home
to buy, but need a grant to do so , work with the seller, to see if they will
consider a "lease-to-own" option for the remainder of 2002, with the
purchase occurring after new grant dollars are available in 2003. Some
times sellers will even consider part of the lease monies toward you
Down Payment; or
B Find out if an "extended closing" is possible. Typically it takes 6 to 8
weeks to get all the documents needed to close on a home purchase.
Sometimes lenderssellers can arrange an extended closing, which would
allow you to sign your closing documents after the 2003 grant dollars
are available.
GRTHA congratulates the sixty-six Tribal families, whose hard work
resulted in owning a new home this year. We look forward to helping
many more of you make your dream of ownership come true in 2003.

The Grand Ronde Tribal Housing Authority (GRTHA) desires to con
tract for landscape design and construction services for the Housing
Authority office in Grand Ronde, Oregon. Proposals must be received
by the Housing Authority no later than 4 p.m. October 14, 2002 and
may be mailed to GRTHA at 9615 Grand Ronde Road, Grand Ronde,

Management plan on the Grand Ronde Indian Reservation.
The Environmental Assessment (EA) and a Finding Of No Signifi
cant Impact (FONSI) have been issued for the proposed Natural Re
sources Management Plan (NRMP) for the Grand Ronde Indian Res
ervation. The NRMP is for Reservation lands only and will be in effect
from 2003 through 2012. The EA discloses the issues relating to the
environmental resources affected by the Proposed Action and alterna
tives to the Proposed Action. The EA further discloses the analysis of
the likely environmental consequences of the Proposed Action and al
ternatives to the Proposed Action. The FONSI discloses the alterna
tive selected by the responsible official and gives supporting reasons
for this selection. The Preferred Alternative would harvest an aver
age of 6,101,000 board feet of timber annually.
The EA and FONSI are available for public review and comment for
a period of 15 days beginning the first day after publication of this
notice. The responsible public official is: Mr. Stan Speaks, Northwest
Regional Director for the Bureau of Indian Affairs.
