SOPHE Accepting Applications For Fellowship
The Society for Public Health Education (SOPHE) is accepting applica
tions for one-year student fellowships to assist and train students in in
jury prevention and control, funded by the CDC's National Center for
Injury.
The fellowship is designed to recognize, assist and train students work
ing on research or practice-based projects in either unintentional injury
prevention or violence prevention from the perspective of health educa
tion or the behavioral sciences.
For one year, starting October 2002, "SOPHE Fellows in Injury Preven
tion" will receive a $1,500 stipend, one-year student membership in na
tional SOPHE and complementary registration at the SOPHE Annual
Meeting in San Francisco, CA in November 2003, where they will have
an opportunity to display poster presentations on their projects.
Applicants must be enrolled as a full time student in a Masters or Doc
toral degree program in health education, health promotion, behavioral
sciences or a related field.

Attention: Full Time Higher Education
and Adult Vocational Training Students
A requirement of the Adult Vocational Training Program and the Higher
Education Program is that students attend school full time and that they
file for Federal Financial Aid each academic year that they plan to attend
school.
Federal Aid is disbursed on a "first come first served" basis and a copy
is due to the Tribe's Education Specialist by February 15 of each aca
demic year. The new academic year, 2002 2003 began on July 1,
2002, and will run through June 30, 2003. Funding will not be awarded
if Federal Aid filing verification is not in your file.
If you have not submitted a copy of your Free Application for Federal
Student Aid (FAFSA) and a copy of your Student Aid Report (SAR) for
2002-2003, please do so now. Copies can be mailed to, The Confederated

Cleaning and Detailing of Tribal Vehicles
For The Confederated Tribes of Grand Ronde
Procurement Department
The Confederated Tribes of Grand Ronde is requesting proposals for
the interior and exterior cleaning and detailing of Tribally owned and
leased vehicles. The vehicle cleaning and detailing is required to be
performed on weekends at the Tribal headquarters and completed by
8:00am on the following Monday.

Proposals must be received at the Confederated Tribes of Grand Ronde,
Procurement Department before 4:00 p.m. July 22. 2002. Proposals
must be received by the established deadline. Those received after the
deadline will not be considered. Proposals submitted by fax will not
be accepted.
All proposals must be submitted in a sealed envelope labeled "Re
sponse to RFP for Cleaning and Detailing of Tribal Vehicles."
The Tribe reserves the right to select the proposal(s) that are in the
best interest of the Tribe. The Tribe also reserves the right to reject
any or all proposals, if such action is deemed to be in the best interest of
the Tribe.

Tribal Youth Education Sponsorship Program
Youth Education Sponsorship (YE Sponsorship) program, formerly Sum
mer Sponsorship, began in January 2002.
YE Sponsorship is a program which provides maximum funding of $200
to enrolled Tribal members grades K-12, including home schooling one
time per year to participate in school activities and extracurricular activi
ties and programs.
You must request an application by contacting Chris Bailey at 1-800-422-0232
or 503-879-2101. Applications must be returned completed in
order to be processed. Please allow two weeks for processing.
Funding is available until depleted. Please note that requesting an
application does not ensure funding and does not register the student for
the activity program.
Grand Ronde HeadStart Is Now Recruiting
Children For The 2002-2003 School Year
Recruitment runs from April through July. This announcement is for
children who are 3 years old by September 1, 2002 to children who are 5
years old (pre-kindergarten) and that are income eligible.
Unfortunately, if there is not enough space available we will not be ser
vicing non-Tribal Willamina or Sheridan HeadStart children. Our first
day of school is September 3, 2002. Please call Tersa Stewart at 503-879-2161
for an application and if you have any questions. Selection and noti
fication will be made by mid August and you will be notified if your child
has been accepted.
Artist Needed: Historical Marker Sign Project
The Oregon Department of Geology and Mineral Industries (DOGAMI)
is searching for a Native American graphic to use on a new tsunami warn
ing sign. DOGAMI is hopeful that an artist from one of the Oregon coast
Tribes could create a simple, dramatic scene that depicts:
A place of habitation (plank housevillage)
B People running away from the beach
An approaching tsunami wave
A brief narrative on the sign will explain that tsunamis have happened
in the past; that Native peoples experienced those events; and that tsu
nami and flood events are substantiated by oral traditions and by evi
dence of them in coastal archeological sites. For more information, please

REVISED BUDGET &
APPROPRIATIONS ORDINANCE
The Tribal Council, in consultation with the Tribal Attorney's Office
and the Finance department has proposed revisions to the Budget and
Appropriations Ordinance. The first reading of the amendments was
at the July 3, 2002, Tribal Council meeting.
The purpose of the revisions is to provide a clear process by which
the Tribe's annual budget is established and by which appropriated
funds may be expended by the Tribe.
The proposed revisions include, but are not limited to, the following:
B Modifications to the budget process that require:
S the Finance Officer ("FO")must prepare guidelines for Divi
sion Managers to follow when submitting budget requests for
their divisions;
S the FO to review and compile budget requests into a draft Tribal
Budget which is then reviewed with the Tribal Council;
posting of a draft budget no later than October 15 of each
year;
S presentation of the budget at the November General Council
meeting and providing for public comment
B Clarification of authority to expend appropriated Tribal funds; and
B Clarification on the ability to transfer budgeted funds among bud
geted categories.
