As you may have seen from the notices in the Smoke Signals, the Tribal
Council, in consultation with the Election Board and the Tribal Attorney's
Office, made various technical updates and substantive changes to the
Election Ordinance to provide for a more efficient election process.
The Election Board would like to bring to the Tribal membership's
attention the following changes:
H Only those Tribal members who have a Signature Verification Form on
file with the Election Board will be sent an absentee ballot.
This change was made to avoid the confusion where Tribal members
receive absentee ballots, fill out the ballots, and return the ballots, but the
ballots are not counted because the Tribal member did not have a Signa
ture Verification Form on file, which is required in order to ensure that the
vote cast in the name of a Tribal member is in fact cast by that Tribal mem
ben '
In an effort to get Signature Verification Forms from all Tribal members
wanting to participate in the Election, the board will be sending out Signa
ture Verification Forms to those Tribal members who are eligible to vote but
do not yet have a Signature Verification Form on file. These mailings will go
out shortly after nominations.
If you already have a Signature Verification Form on file, you do not have
to file another one, unless your name has changed. If you are not sure
whether you have a Signature Verification Form on file, or would like to
request one, please call the Election Board at 503-879-2271 or 800-422-0232.
D A Tribal member's signature on the Signature Verification Form can
now be verified either by a notary public OR by attaching a legible copy of
a Tribal Identification Card, Drivers License, state issued Identification Card,
or Passport which bears the signature of the Tribal member.
O The Election Board will receive and maintain the Signature Verification
Forms and will prepare and distribute the voters address list rather than the
Enrollment Office.
The restriction on remaining, loitering or campaigning near the polling
place on Election Day has been extended to 150 feet of any entrance to
the polling place.
Absentee ballots must be received at the location designated by the
Board Chairperson (usually the Post Office) by noon on the day of the
Election.

GRAND RONDE TRIBAL HOUSING AUTHORITY
REQUEST FOR STATEMENT OF QUALIFICATIONS
LOW RENT HOUSING PROJECT
Statements due 3:00 p.m., June 7, 2002.
This Request for Statements of Qualification (SOQ) represents a Gen
eral Contractor Pre-Qualification process being conducted by the
Grand Ronde Tribal Housing Authority in Grand Ronde, Oregon. This is
not a Request for Bids. Contractor responses to this Request will be used
to make a list of qualified contractors who will then be invited by the Hous
ing Authority to submit competitive Bid Proposals to construct 36 low rent
housing units (21 buildings). The project is expected to cost approxi
mately $3.3 million. The infrastructure is being constructed under a sepa
rate contract. Grand Ronde is located approximately 30 miles west of
Salem, Oregon.
Contractors wishing to be considered must request a Qualification Packet
as provided by the Authority and respond to the requirements put forth
therein. The Packet consists of general information about the project, an
AIA Document A305Contractor's Qualification Statement, and additional
questions deemed important by the Owner. Contractors wishing to be
considered must also submit a letter from their Bonding Company stating
intent to issue a 100 Performance & Payment Bond on the Contracting
Company's behalf in the event the said Contracting Company is selected
as the Contractor.
Qualification Packets including the completed Qualification Statement,
accompanying questions and letter from the Bonding Company must be
received no later than 3:00 p.m., prevailing time, Friday, June 7, 2002.
