Rei bach seconded to adopt Resolution No. 163-01: (1) requesting that the Department of the Interior, Bureau of Indian Affairs, hold title to real property located in Yamhill County, Oregon, known as the "King Property," identified as Tax Lot 3200 on Yamhill County Tax Map 6801, located in Section 1 of Township 6 South, Range 8 West of the Willamette Meridian, in trust for the benefit of The Con federated Tribes of the Grand Ronde Community of Oregon, and (2) authorizing the Tribal Chair to execute any documents necessary for said transfer of the King Property to the Department of the Inte rior. Reibach seconded to adopt Resolution No. 164-01 approving a temporary salary increase for Brian Grant, Spirit Mountain Development Corporation's Finance Officer, for services as interim Ex ecutive Officer as recommended by the Spirit Mountain Development Cor poration Board of Directors. Motion carried 6-0-0. D Use of Economic Development Fund by SMDC. Jan D. Reibach moved, Bob Haller seconded to adopt Resolution No. 165-01 authoriz ing the allocation of up to $475,000 of the Long-Term Business Invest ment Fund to SMDC for use as investment of additional capital in GRIDCO. Motion carried 6-0-0. ECONOMIC DEVELOPMENT COMMITTEE D Cherry City Loan Foreclosure. Ed Pearsall moved, Jan D. Rei bach seconded to adopt Resolution No. 166-01 approving the purchase of the property commonly known as Cherry City Mall at foreclosure sale pursuant to the terms recommend by the Finance Officer, and authoriz ing the Finance Officer to (1) execute all documents necessary to finalize the purchase and (2) transfer funds from the Tribe's Social Fund Portfolio to the appro priate account at Wells Fargo for the purchase. Reibach moved, Reyn Leno seconded to adopt Resolution No. 169-01 authorizing the Finance Officer to enter into a contract, subject to legal review, with REDW, for the purposes of providing Trust Account maintenance for the Tribe. Motion carried 6-0-0. D Infusion of Funds to Finance SMMCI Through December 31, 2001. Ed Pearsall moved, Val Grout seconded to adopt Resolution No. 170-01 authorizing $1,020,000 from the long-term business investment account to be used to finance SMMCI through December 31, 2001, and to enable SMMCI to make a $459,200 payment to Commerce Bank. Motion carried 6-0-0. D Compensation of Spirit Mountain Gaming, Inc. Personnel. Val Grout moved, Ed Pearsall seconded to adopt Resolution No. 171-01 ap proving a salary increase for, Brian Werner and Chuck Bilstein, two of SMGI's primary management officials, as recommended by the Spirit Mountain Board of Directors. The committee further recommends that the salary increase for Brian Werner be effective retroactive to January 1, 2001 and that the salary increase for Chuck Bilstein be effective retro active to March 11, 2001. Motion carried 6-0-0. D Cultural Resources Site Agreements Delegation of Authority. June Sell-Sherer moved, Jan D. Reibach seconded to adopt Resolution No. 172-01 delegating to the Executive OfficerGeneral Manager the au thority to negotiate and execute agreements between the Tribe and public and private entities to allow the Tribe to (1) monitor impacts to cultural resource sites caused by activities on public and private lands, and (2) perform land management services to protect and enhance cultural resources sites on public and private lands, as presented by the Cul tural Resources Department Manager. Motion carried 6-0-0. ECONOMIC DEVELOPMENT COMMITTEE D Enrollment Infant Determination Approvals. Ed Pearsall moved, Reyn Leno seconded to adopt Resolution No. 173-01 approving Tribal membership for eight (8) individuals, numbered 5179 through 5186 because, based on the investigation and recommendation of the Enroll ment Staff, the individuals meet the enrollment requirements under the Constitution and the Enrollment Ordinance. Motion carried 6-0-0. D Enrollment Infant Determination Denial. Val Grout moved, Ed Pears all seconded to adopt Resolution No. 174-01 denying Tribal member ship to baby, Jane Doe (enrollment application received 09-13-01) be cause, based on the investigation and recommendation of the Enrollment Staff, the baby does not meet the enrollment requirements under the Con stitution and the Enrollment Ordinance.
