council was present.
Ed Pearsall moved, Reyn Leno seconded to approve the previous September
12, 2001 Council meeting minutes as submitted. Motion carried.

CTGR TRUCKING, LLC REAL PROPERTY
RENTAL AGREEMENT
0 Reyn Leno moved, Jan D. Reibach seconded to adopted Resolution No. 148-
01 approving a monthly rent of $1,000 for the real property of CTGR Trucking,
LLC to Bob Mercier, a Tribal member. A 30 day notice tofrom Tribal Council or
SMDC will be required when vacating the premises. Subject to negotiation
between the Tribal Finance Officer and the Tribal Attorney with Bob Mercier, a
rental agreement will be drawn up. Motion carried 5-3-0.
CREDIT CARDCHECK SIGNING AUTHORITY
NEW COUNCIL MEMBER
B Reyn Leno moved, Ed Larsen seconded to adopt Resolution No. 149-01
authorizing Val Grout to use a Tribal credit card in the performance of her duty
as a Council member, subject to the Tribe's credit card policy, and authorize her
to sign checks drawn on accounts maintained by the Tribe, subject to the laws
and ordinances of the Tribe. Motion carried 8-0-0.
LEGISLATIVE UPDATE
B Enrollment of New Members. Ed Pearsall moved, Bob Haller seconded to
adopt Resolution No. 150-01 approving individuals who are eligible for Tribal
membership. They are numbered 5158 through 5177. Motion carried 7-1-0.
It was noted that the numbers for new members to be enrolled was actually
5159 through 5178 instead of 5158 through 5177 as stated in Resolution No.
150-01. Reyn Leno moved, Val Grout seconded to amend Resolution No. 150
01 to read that the Tribal Council "approves the recommended individuals num
bered5159 through 5178 for Tribal membership." Motion carried 8-0-0.
ECONOMIC DEVELOPMENT COMMITTEE
B Legal Aid Services of Oregon Contract. Jan D. Reibach moved, Reyn
Leno seconded to adopt Resolution No. 151-01 approving a letter agreement to
continue Legal Aid Services of Oregon's contract with the Tribe on a month-to-month
basis and authorizing the Tribal Attorney to sign the letter agreement on
behalf of the Tribe. Motion carried 8-0-0.
B Tobacco Agreement Ordinance. Bob Haller moved, Ed Larsen seconded to
adopt Resolution No. 152-01 approving adoption of the Tobacco Ordinance as
previously presented to council. The ordinance sets forth procedures for regulat
ing tobacco sales on the Reservation to ensure compliance with the Oregon ciga
rette Tax Act and is a component of the Cigarette Tax Refund Agreement between
the Tribe and the Oregon Department of Revenue. Motion carried 8-0-0.
B Brown Property Low Income Housing Development Ground Lease.
Ed Pearsall moved, Ed Larsen seconded to adopt Resolution No. 153-01:
(1) approving the revised Brown Property Ground Lease between The Con
federated Tribes of the Grand Ronde Community of Oregon and the Grand
Ronde Tribal Housing Authority; and
(2) authorizing the Tribal Council Chairperson, with the assistance of the
Tribal Attorney's Office, to finalize and execute said Ground Lease. Motion
carried 8-0-0.
B Strategic Wealth Management, Inc. Agreement. Ed Larsen moved,
Jan D. Reibach seconded to institute a roll call vote to adopt Resolution No.
154-01 terminating the Tribe's Consulting Agreement with Strategic Wealth
Management, Inc. effective October 5, 2001, and authorizing the Finance Of
ficer to transmit notice of the Tribe's termination of the agreement to Strategic
Wealth Management, Inc.
OTHER BUSINESS
B Jan D. Reibach moved, Bob Haller seconded to not provide the $500 requested
by Robert Schmid for the Prevention program. The funds were provided by
another source. Motion carried by unanimous vote of council.
B Val Grout requested council reappoint Claudia Leno to the Royalty Board for
another term. The Committee Ordinance will be reviewed for information re
garding the length of terms before council will act on this request.
B Brent Merrill announced that Marcellus Norwest is the new Chair for the
Veterans Memorial Committee and that he and Tribal member Steve Bobb would
be walking from Table Rock near Medford to Grand Ronde in late February to
raise additional funds for the Veterans Memorial.

Spaghetti Feed Staff members held a spaghetti feed on Mon
day, October 22 at the Community Center. Only five sauces were entered this
year, but as many as 60 people showed up to partake of the pasta variety.
Gaming Commission staffer Teri Eckrode won first place for her entry. Bob
McElderry of the Tribe's Policy and Planning Department finished second and
Sharon Herron, who works at the Health and Wellness Center, got third place.
Winners were treated to new aprons that will undoubtedly help them im
prove their culinary cuisine.
