Proposed Amendments to Gaming Ordinance The Tribal Council, in consultation with the Tribal Attorney's Office, has pro posed several amendments to the Gaming Ordinance. The first reading of the proposed amendments to the Gaming Ordinance was presented at the October 10, 2001, Tribal Council Meeting. The purpose of the amendments is to make technical corrections to various provisions of the Ordinance and to make necessary substantive changes to the Ordinance to update the Ordinance in light of current Gaming Commission and Spirit Mountain Gaming, Inc. practices. The substantive changes include, but are not limited to, expanding the right of appeal to the Tribal Court, providing definitions for High and Low Security Licensees, providing that three of the five Commissioners be Tribal members, amending educational andor experience requirements of Commissioners, removing detailed provisions governing use of management contracts, clarifying that Commission meetings on Individual lic ensee and employee matters are not open to the public, providing for licensing of vendors, increasing the minimum age to be present on the gaming floor, modifying the process for license suspensions and appeals of licensing deci sions to reflect changes to the Gaming Commission's regulations. Proposed Amendments to Grand Ronde Gaming Commission Regulations, Minimum Internal Control Standards and Game Rules The Grand Ronde Gaming Commission has proposed amendments to its Regu lations, Minimum Internal Control Standards and Game Rules. The proposed amendments will be presented at the General Session during the November 16, 2001 meeting of the Grand Ronde Gaming Commission. The purpose of the amendments is to make technical, organizational and substantive changes to the Regulations and Minimum Internal Control Stan dards to update them in light of changes to the Gaming Compact between the Tribe and the State of Oregon and pending changes to the Gaming Ordinance, and to provide for more efficient enforcement of applicable gaming laws. The organizational changes to the Regulations include, but are not limited to, the removal of game rules to a new document entitled "Game Rules" and condens ing the Regulations into fewer, subject specific chapters. The substantive changes to the Regulations include, but are not limited to, modifying the process for appeals of licensing decisions to the Commission, modifying the process for taking disciplinary action against licensees, modifying the license renewal pro cess, increasing reporting requirements of the gaming operation, and adding monitoring and control system requirements for video Lottery Terminals (VLT). The Minimum Internal Control Standards were re-organized and condensed with amendments to the sections on poker tournaments, VLT jackpot verifica tions, complimentaries and player tracking. Environmental Assessment Completed & Finding of No Significant Impact Issued for the Proposed Corner Creek Logging Unit Grand Ronde Indian Reservation The Environmental Assessment (EA) and a Finding of No Significant Impact (FONSI) have been issued for the proposed Corner Creek Logging Unit located in portions of Section 17, Township 5 South, Range 8 West, Willamette Merid ian, Yamhill County, Oregon, on the Grand Ronde Indian Reservation. The EA discloses three proposed Harvest Alternatives, and one Deferred Harvest Alter native. The EA further discloses potential impacts to the human and natural environment that may occur as a result of the proposed alternatives. The FONSI discloses the alternative selected by the Responsible Official, and pre sents the rationale for the selection. The Preferred Alternative, Alternative C, proposes a regeneration harvest of approximately 47.50 acres of Douglas-fir timber. The plan calls for the construction of three short temporary roads that will be rehabilitated following harvest. Harvest under this alternative yields approximately 2.73 million board feet of conifer timber. The EA and FONSI are available for public review and comment for 15 days beginning the first day after publication of this notice. The Responsible Official is Mr. Stan Speaks, Northwest Regional Area Director for the Bureau of Indian Affairs.
