Tribal Council, staff, invited guests and people who were ready to try their luck at the new games all gathered forthe dedication. Ladies and Gentlemen ...Let's Get Ready to Pow-wow Struttin' Dancers of all ages and from many different Tribes make their way to Grand Ronde during the third weekend in August each year for the annual Grand Ronde Pow-wow. This year's contest pow-wow will draw the best dancers from across Indian Country. The event begins Friday, August 17 with the Royalty Pageant at 4:30 p.m. and Grand Entry is at 7 p.m. Saturday, August 18 gets started with a parade at 10:30 a.m. and Grand Entry is at 1 p.m. Sunday's Grand Entry is scheduled for 1 p.m. The pow-wow grounds are located at 9615 Grand Ronde Road at the Tribal pow-wow grounds. Still Digging Construction crews continue to take advantage of the great summer weather in Oregon to install utilities, roadways and infrastructure for the Tribe's planned Education facility. The project is scheduled for completion in the Spring Of 2003. We are welcoming lawyers and non-lawyers and all Tribal members to visit, and use, the Tribal Court. For several months the Confederated Tribes of Grand Ronde's Tribal Court, with the coop eration and assistance of the Legal department, has been studying vari ous Appellate Rules of other Oregon Tribes, the Oregon Appellate Rules, and Federal Appellate Rules in an effort to determine the rules under which our Tribe could operate most beneficially. In conjunction with le gal staff and having notified the Tribal Council, the Court herby es tablishes the following rules: Effective August 1, 2001, all cases appealed to the Court of Appeals of the Confederated Tribes of Grand Ronde shall be governed by rules and procedures as follows: 1 Effective as to all cases filed on or after August 1, 2001, the Con federated Tribes of Grand Ronde herby adopt, as the Confederated Tribes of Grand Ronde Rules of Ap pellate Procedure, the Federal Rules I i i r i f - H of Appellate Procedure and the Federal Rules of Appellate Procedure for the Ninth Circuit, as they currently exist and as they may from time to time be amended, with the following exceptions and provisos. 2 The Confederated Tribes of Grand Ronde specifically do not adopt any rules which references admiralty and maritime claims, jury trials, class actions, de rivative actions, or masters. A "Legal holiday" shall mean those days that are paid legal holidays for Tribal employees as set forth in the personnel rules of the Tribe or as de lineated by the Tribal council. 3 Where the United States is named, the Confederated Tribes of Grand Ronde shall be substituted, as appropriate. 4 The Tribal Court retains discre tion to modify the application of any rule in any particular case when it is impractical or impossible to ap ply the rule as written or in the in terests of justice. 5 The Tribal Court shall interpret the rules in a manner consistent with the Constitution and ordinances of the Confederated Tribes of Grand Ronde and with the fair administra tion of justice.
