Reyn Leno moved, Bob Haller seconded to approve the previous April
11, 2001 Tribal Council meeting minutes as submitted. Motion carried.

Tribal Council consensus was to approve the items submitted for the May
General Meeting Agenda. Bob Martin noted for Council information that
there is a problem with the "continuous taping" feature on the recording
system at the Community Center. Repairs will be made as soon as possible.
D Tribal Council Ordinance Amendment. June Sell-Sherer moved,
Reyn Leno seconded to adopt Resolution No. 064-01 amending the Tribal
Council Ordinance as follows:
1. Amend section (k)(3)(B) to read:
. Allowable expenses: Tribal credit cards may be used only for com
mercial transportation, hotel lodging, and meals with official guests
of the Tribe. Individuals must request a travel advance for other
meals and anticipated costs prior to traveling, provided, however,
"- that if the individual is unable to obtain a travel advance before
departing, heshe may use their Tribal credit card.
. 2., Amend section (k)(3)(D) to read:
Limit: The credit limit on each card shall be five thousand ($5,000.00)
dollars. Motion carried 8-0-0.
Kathryn Harrison Contract. Bob Haller moved, Ed Pearsall sec
onded to adopt Resolution No. 065-01
. (1) approving an agreement between the Tribe and Kathryn Harrison
for personal engagement services at various Tribal ceremonies and func
tions, including work on the Tribe's behalf at the Institute for Tribal Gov
ernment at Portland State University, in an amount not to exceed $60,000
plus travel expenses not to exceed $10,000, and having a term of one year
starting September 2001, renewable by agreement of the parties; and
(2) authorizing the Vice-Chair, with the assistance of the Tribal Attor
ney, to finalize and execute such agreement. Motion carried 8-0-0.
OTHER BUSINESS
Chris Leno requested Council adopt a resolution approving application
to the Bureau of Indian Affairs for a $30,000 grant for Mineral Extrac
tion. This grant would assist the Tribe in conducting a field examination
and inventory of basalt rock resources on the Grand Ronde Reservation
and trust lands. The basalt is used as road bed for both dirt and paved
road construction, as well as for bank stabilization, drain construction,
and various other construction applications, e.g., parking lots and log yards.
June Sell-Sherer moved, Cheryle Kennedy seconded to adopt Resolu
tion No. 066-01 approving the grant application request as submitted.
Motion carried 8-0-0. . -
Deputy's Stop Leads to
Rolling Meth Lab Bust
Traffic stop leads to
the arrest of four
Lincoln County residents.

Early Friday morning (June 1),
Grand Ronde Polk County
Deputy Curtis Pitt observed a vehicle
failing to maintain its lane in traffic.
Pitt followed the vehicle until it
turned north onto Grand Ronde
Road and into the parking lot of the
corner store.
Pitt followed and "lit up" the car
and proceeded with a routine traffic
stop. The driver, a Lincoln City
woman, and her three passengers,
all from Lincoln County, subse
quently allowed Deputy Pitt to
search the vehicle.
Upon the search, Deputy Pitt discov
ered several packets of methamphet
amine and a substantial amount of the
chemicals used in the manufacturing
of methamphetamine. The Polk
County Interagency Narcotic Team
and the Drug Enforcement Adminis
tration were called
to investigate the
scene and inven
tory the vehicle.
Because the
chemicals used in
the manufacture
of methamphet
amine are so toxic
the area
around the traffic
stop had to be
evacuated. The
driver pulled in
front of the corner
store in Grand
Local Businesses Not Involved -a rolling meth lab, used to manu
facture the illegal narcotic, was discovered in this vehicle (above) after a routine
traffic stop by Polk County Sheriff's Deputy Curtis Pitt early on the morning of
June 1. A search of the vehicle, which just happened to pull into the parking lot
of a local business, turned up large quantities of the chemical ingredients used
to "cook" the drug.
Ronde and that is where the bust,
the subsequent investigation and the
vehicle inventory occurred. Because
of the location, the store and the
pawnshop housed in that location
had to be shut down for the day.
The driver was charged with pos
session of a controlled substance.
Two of the passengers were charged
with possession and manufacturing
of a controlled substance and the
third passenger was charged with
possession, manufacturing, giving
false information and being wanted
on a statewide warrant out of Wash
ington County for possession of a con
trolled substance. All four subjects
were booked into the Polk County
Jail and arraigned later in the day.
