. I would like to thank everyone for their thoughts
and prayers while Don was in I.C.U. at Emanuel
Hospital in Portland. Also thank you for the cards,
flowers, trees and food after his passing.
Thanks to all of you especially my family
for the hugs and support I have gotten this past
month.

Emergency Assistance Notice
Tribal members needing emergency assistance
during the month of December will need to utilize
their Casino Revenue Distribution money first.
The Social Services department will freeze funds
from their Emergency Assistance program, the
Benevolence Fund and the General Assistance
program from December 1-31.

4:10 p.m. Meeting called to order by Kath
ryn Harrison. Except for Reyn Leno (excused)
and Ed Larsen (who arrived during the meeting),
a full council was present.
Butch LaBonte moved, Bob Haller seconded to
approve the previous October 25, 2000 Tribal
Council meeting minutes as submitted. Motion
carried.
Due to the absence of the Tribal Secretary Reyn
Leno, Ed Pearsall read the Subcommittee infor
mation. LEGISLATIVE SUBCOMMITTEE
D Tribal Council Ordinance Amendments.
Ed Pearsall moved, Cheryle Kennedy seconded to
acknowledge the first reading to amend the credit
card policy set forth in the Tribal Council Ordi
nance as follows:
1. Amend section (k)(3)(B) to read:
Allowable Expenses: Tribal credit cards may
be used only for commercial transportation, hotel
lodging, and meals with official guests of the
Tribe. Individuals must request a travel advance
for other meals and anticipated costs prior to trav
eling, provided, however, that if the individual is
unable to obtain a travel advance before depart
ing, heshe may use their Tribal credit card.
2. Amend section (k)(3)(D) to read:
Limit: . The credit limit on each card shall be
five thousand ($5,000.00) dollars.
Discussion followed. Motion carried 6-0-0.

HOLIDAY APPRECIATION GIFT
B June Sell-Sherer moved, Bob Haller seconded
to authorize the ordering of enough turkeys (de
livery on Thursday, November 16, 2000) for Tribal
employees (fullpart-timetemporary) and to au
thorize an additional 50 turkeys for the Grand
Ronde Community .Resource Center (GRCRC) de
livery at a date specified by Tim Holmes, Presi
dent of GRCRC. Motion carried 6-0-0.
TRIBAL GOVERNMENT, MANAGEMENT
& BUDGET SUBCOMMITTEE
D MWACT Appointment for CY2001. Jan D.
Reibach moved, Cheryle Kennedy seconded to
adopt Resolution No. 138-00 appointing Butch
LaBonte as the representative for the Tribe to the
Mid-Willamette Valley Area Commission on Trans
portation (MWACT) for the calendar year 2001.
Motion carried 5-0-1. Butch LaBonte abstained.
B Additional Funding for CY200O Royalty
Committee. Cheryle Kennedy moved, Ed Pears
all seconded to approve additional funds for the
CY2000 Royalty Committee budget in the amount
of $1,548. The amount will be drawn from con
tingency funds. Discussion followed. Motion car
ried 6-0-0.
B Appointment of Tribal Council Royalty
Liaison. June Sell-Sherer moved, Bob Haller
seconded to appoint Cheryle Kennedy as the liai
son for the Royalty Committee. Motion carried
5- 0-1. Cheryle A. Kennedy abstained.
B Capital Contribution to CTGR Trucking,
LLC. Cheryle Kennedy moved, Jan D. Reibach
. seconded to adopt Resolution No. 139-00 to ap
prove making a capital contribution to CTGR
Trucking, LLC of a Ford dump truck (VIN
1FDZ596P5WA40400). Motion carried 7-0-0.

B Natural Resources Management Plan
Extension. Jan D. Reibach moved, Bob Haller
seconded to adopt Resolution No. 140-00 to ap
prove extending the current Natural Resources
Management Plan through December 31, 2001.
Motion carried 7-0-0.
B Acquisition of Greenery Property. June
Sell-Sherer moved, Ed Pearsall seconded to adopt
Resolution No. 141-00
(1) approving the acquisition of real property
located in Willamina and commonly known as the
"Greenery Property" from Spirit Mountain Devel
opment Corporation, and
(2) authorizing the Council Chair, with the as
sistance of the Tribal Attorney, to finalize and ex
ecute all documents necessary to acquire the
Greenery Property. Motion carried 7-0-0.
B Melcher Property Trust Conversion. Ed
Pearsall moved, Ed Larsen seconded to adopt Reso
lution 142-00 .
(1) requesting that the Department of the In
terior, Bureau of Indian Affairs, hold title to real
property located in Polk and Yamhill Counties, Or
egon, known as the "Melcher Property," identified
as Tax Lot 201 on Polk County Map 6801 located
in Section 1 of Township 6 South, Range 8 West
of the Willamette Meridian and Tax Lot 4900 on
Yamhill County Tax Map, located in Section 1 of
Township 6 South, Range 8 West of the Willamette
Meridian, in trust for the benefit of the Confeder
ated Tribes of the Grand Ronde Community of
Oregon, and
(2) authorizing the Tribal Chair to execute any
documents necessary for said transfer of the
Melcher Property to the Department of the Inte
rior. Motion carried 7-0-0.

There will be some changes to the Tribal Health Security programs beginning January 1, 2001.
Changes will be as follows:
1) Members who are eligible for Medicare Part B will be required to accept this coverage before
enrolling into the Tribal ODS program. If you need an application or assistance in enrolling please call
Valorie Sheker at 1-800-442-0346. Remember open enrollment for Medicare Part B is only during
the month of January for a July start date.
2) Currently ODS open enrollments are in July and January of each year, this will be changing
effective January 2001. Open enrollments for the ODS Health Plan will be restricted to January 1st
of each year.
3) Members who are participating in a State funded insurance program will be unable to enroll into
the Tribal ODS program. Remember if your State funded insurance program ends, you will be
eligible for enrollment into the Tribal ODS program on that date.
4) The Standard Dental Insurance program has been upgraded to include a 50 Orthodontic
benefit and the $1,000 yearly maximum has been increased to $1 500 a year.
