Reyn Leno moved, Ed Pearsall seconded to approve the previous Septem
ber 27, 2000 Tribal Council meeting minutes as submitted. Motion carried.

June Sell-Sherer then asked if council supported this legislation. General
consensus of council was no.
D Approve Tribal Funding for the Extension of Blacktail Drive and
the Completion of Salmon Way. Bob Haller moved, Reyn Leno seconded
to adopt Resolution No. 128-00 that approves Tribal funding for the cost of
street and infrastructure construction up to $310,000 for the extension of
Blacktail Drive and the completion of Salmon Way. The construction con
tract will be administered by the Housing Authority under agreement with
the Tribe, dated 8-01-00. Motion carried by a vote of 7-0-0.
Per Capita Distribution Date. Ed Pearsall moved, Ed Larsen sec
onded to table this agenda item. Motion carried 7-0-0.
D Compensation of Key Spirit Mountain Personnel. Ed Pearsall
moved, Ed Larsen seconded to adopt Resolution No. 129-00 approving the
annual salary for the Chief Executive Officer of Spirit Mountain Gaming,
Inc. as recommended by the Spirit Mountain Gaming, Inc. Board of Direc
tors. Motion carried 7-0-0.
PURCHASE AND SALE AGREEMENT APPROVAL
Shadow Lane Property. Bob Haller moved, Reyn Leno seconded to
adopt Resolution No. 130-00:
(1) approving the Purchase and Sale Agreement between the Tribe and
Michael Bruer for the purchase of real property, as presented by Natural
Resource department staff; and
(2) directing the Natural Resources department to carry out the purchase
; of .property identified as tax lot 800 of Section 5, T6S, R7W, W.M., of
icuiimu vuuiuy auuuiumg iu me terms ui me rurcnase ana oaie Agree
ment, Motion carried 7-0-0.
TRIBAL GOVERNMENT, MANAGEMENT & BUDGET
SUBCOMMITTEE
D Application to BIA re: Accepting Mahurin Property into Trust.
Jan D. Reibach moved, June Sell-Sherer seconded to adopt Resolution No.
131-00:
(1) approving an application to the Bureau of Indian Affairs (BIA) to
accept the Mahurin property into trust; and
(2) to authorize the Tribal Chairperson to execute any necessary docu
ments related to such fee-to-trust transfer. Motion carried 7-0-0.
O Additional Funding Calendars 2001. Ed Larsen moved, Ed Pearsall
seconded to approve the funds to purchase year 2001 calendars through
Tillamook Advertising to be given to each Tribal member over the age of 18,
totaling 2,936 increasing the original amount of 3,000 to 3,200 calendars as
requested on September 26, 2000. Tillamook Advertising will stuff the enve
lopes for an additional .20 per calendar. Motion carried by unanimous vote
of council.
OTHER BUSINESS
D Leonette Galligher requested and received council consensus approval for
the Royalty to travel to Toledo, Washington to attend the Cowlitz Pow-wow
on Saturday, October 14, 2000. Travel time will be 9 a.m. to 10 p.m.
D NCAI staff has requested Lauri Smith to assist with the annual session in St.
Paul, Minnesota in November. Council consensus was to approve the request.
D Kathryn Harrison requested and received council consensus approval to at
tend an Elders Abuse Conference in Washington, D.C. at the end of October.

Finance Update, Budget Presentation

The November General Council meeting was held on Sunday, November 5
at the Community Center. Here are the highlights.
Tribal Chair Kathryn Harrison called the meeting to order and Tribal Coun
cil member Cheryle Kennedy gave the invocation.
SMDC UPDATE: Spirit Mountain Development Corporation (SMDC)
Chairman of the Board Jim Sizemore, who is also the Chairman of the Spirit
Mountain Gaming, Inc. Board of Directors, gave an update to the General
Council on the development corporation's investments. Sizemore's presenta
tion was a follow-up to Tribal members who had questions about the Tribe's
investments that were presented in the form of a petition to Tribal Council.
Sizemore's presentation started with SMDC figures from 1995 through
2000. Sizemore said financial advances made to SMDC from the Tribal Coun
cil (casino start-up funds and SMDC operating expenses) from 1991 through
1994 were repaid in 1996. SMDC operating expenses included costs for es
tablishing a core staff, analysis of potential business ventures, outside pro
fessional and legal services, feasibility studies and administrative and man
agement support of the various subsidiaries.
Next, Sizemore gave a report to the general membership concerning net
profits andor losses of non-gaming related business ventures. Sizemore de
tailed the financial statements involved with the Tribe's limited liability com
panies - Spirit Mountain Environmental Services, Spirit Mountain Logistics,
Gridco, Grand Ronde Industries and the Gregory Project in Portland among
others.
D BUDGET PRESENTATION: Executive Officer Robert Martin gave the
budget presentation to the General Council in the absence of the Tribe's
Financial Officer who resigned the first week of November.
Due to an oversight by the Tribe's financial department, the amount of the
Elder's pension was incorrect in the special budget edition of Smoke Signals
that was sent to Tribal members on November 1.
Martin presented the General Council with the current budget revenues,
obligations and transfers. Martin detailed the financial figures for the Tribe's
Human Services' budget, Tribal Council and Tribal committee budgets, Tribal
Administration, Natural Resources, public infrastructure and Health Depart
ment budgets.
. D DOOR PRIZE DRAWING: Eva (Trammel) Lauber won $100, Darlene
Aaron won $50, Cliff Adams won $50 and Kathryn Harrison won $50 and
donated it to the Elders. Georgene Gray won a special Wellness gift.
Correction to 2001 Proposed Budget:
Tribal Administration apologizes for the error published in the 2001
Proposed Budget, which was recently mailed out to Tribal members 18
years and older. The total amount of $3,470,400 is correct, however the
$500 number in the description was incorrect. Please read the revised
version below:
ELDER PENSION PROGRAM......... $3,470,400
The Retirement program provides a service to Tribal members over the
age of 55. The program provides a supplement to Elder's income. In
2001, the allocation for each eligible member will be $600 per month.
