National Native Scholarship Available
Catching the Dream (CTD), for
mally the Native American Scholar
ship Fund, announced the availabil
ity of five grants and awards for the
current year. All of the programs
offered by CTD give funds to schools
or to individuals to help Native stu
dents to earn college degrees, accord
ing to Dr. Dean Chavers, Director of
the organization.
Three award programs give recog
nition to outstanding individuals and
programs. These three are the Ex
emplary Programs in Indian Educa
tion (EPIE) award, the Principle of
the Year (POY) award, and the
Counselor of the Year (COY) award.
"Any school or individual serving
Native Americans is eligible to win
these awards," stated Dr. Chavers.
Two grant programs give awards
to schools to motivate Indian stu
dents to read the Reading Award
Program (RAP) and to increase the
number of Indian teachers in the
Native American Educator Scholar
ships (NES) Program.
"The winner of the two grant pro
grams will be announced in Decem
ber," he continued. "The deadline for
applications will be November 15.
The winners will be announced on
December 15. Both RAP and the
NES have been in operation for two
years now."
"CTD is a national scholarship and
education program for Native Ameri
can students," he continued. "Our
oldest award, the EPIE, has been
offered for ten years now. The new
est, the POY and the COY, are of
fered for the second time."
The deadline for nominations and
applications for the EPIE and COY
Award is December 31, 2000.
The deadline for RAP and NES is
November 15, 2000.

National Science Foundation Graduate
Research Fellowship Program
Applications for the 2001-2002
competition for the National Science
Foundation (NSF) Graduate Re
search Fellowship Program are now'
available. The NSF will award ap
proximately 900 new graduates Re
search Fellowships to support gradu
ate study in science, mathematics,
and engineering. The NSF contracts
with Oak Ridge Associated Univer
sities (ORAU) to provide the support
services for this prestigious fellow
ship program.
Fellowships are awarded for gradu
ate study leading to research-based
master's or doctoral degrees in the
field of science, mathematics, and en
gineering supported by the NSF.
Applicants must be in the early
stages of their graduate study in sci
ence, mathematics, or engineering.
The deadline for applying in the
2001 competition is November 7,
2000. Awards will be announced in
March 2001. Each three-year fel
lowship provides a stipend of $16,800
for 12 month tenure, and a cost-of-education
allowance of $10,500 per
tenure year. Graduate Research Fel
lowships are awarded on the basis
of merit. Disciplinary panels of sci
entists, mathematicians, and engi
neers convened by ORAU will re
view each applicant's qualifications.

Proposed Ordinance Amendments
The Tribal Council, in consultation with the Tribal Attorney's Office, has
proposed amending the HEALTH AUTHORITY ORDINANCE to pro
vide for a maximum of nine (9) voting Health Authority Board members rather
than seven (7). The first sentence of section (d)(1) of the Health Authority
Ordinance, as amended, would read as follows:
"The Board shall consist of at least five (5) but no more than nine (9)
voting members, who shall be appointed by a majority vote of the Council."
The first reading of the proposed amendment to the Health Authority Or
dinance was presented at the June 14, 2000, Tribal Council Meeting.
Tribal Council invites comment on the proposed amendment. Please send

The Tribal Council, in consultation with the Tribal Attorney's Office,
has proposed several amendments to the ENROLLMENT ORDI
NANCE. The first reading of the amendments to the Tribal Court Ordi
nance was presented at the August 30, 2000 Tribal Council meeting.
The purpose of the amendments is to make technical corrections to various
provisions of the Ordinance and to make necessary substantive changes to
the Ordinance to update the Ordinance. The substantive changes include,
but are not limited to, adding a provision to allow expedited enrollment of
children between the ages of newborn, and six months, clarifying access to
enrollment records, clarifying burden and standard of proof in enrollment
appeals, and providing for development of procedures for correction of the
membership rolls by enrollment staff. The Tribal Council believes amend
ment of this Ordinance will assist the Tribe in continuing to provide efficient
enrollment procedures to its members.

Governor's Summit and Youth Award
The Fourth Annual Governor's Summit on Over-representation of Minori
ties in the Juvenile Justice System will be in Portland, at Mt. Olivet Baptist
Church in the Family Life Center on October 18. James Bell from the Youth.
Law Center will be the Keynote Speaker. The Youth Law Center recently
initiated the research for the National Report "And Justice for Some," which
gave a national overview on Disproportionate Minority Confinement (DMC).
Governor John Kitzhaber will be presenting the First Annual Governor's
YOUTH Award (Youth Overcoming difficult Times and Hardship).
