and replicate Tribal government success stories,
said Lee. Lee is the executive director of the
Honoring Nations program.
The Honoring Nations program is adminis
tered by the Harvard Project on American In
dian Economic Development and was established
in 1986. The program is based at Harvard's John
F. Kennedy School of Government. The goal of
the Harvard Project is to better inform people of
the conditions under which self-determined so
cial and economic development is achieved
among Tribes.
The Honoring Nations program is modeled
after similar programs in Brazil, Chile, the Phil
ippines and South Africa.
Grand Ronde's Intergovernmental Affairs
Department is directed by Tribal member Jus
tin Martin.
"We appreciate Harvard's recognition of our
continuing efforts to build strong partnerships
with federal officials, the State of Oregon and
local governments in caring for our land and
people," said Martin. "We are working hard to
turn things around for our Tribal members and
the greater community."
Grand Ronde's program was selected from a
pool of 70 applicants who represented over 50
different Indian Nations. A wide range of gov
ernmental activities is represented by the 16 fi
nalists including social services, economic devel
opment, resource management and intergovern
mental relations.
"The Grand Ronde Intergovernmental Affairs
Department deserves recognition as a gover
nance success story that others can learn from
and be inspired by," aid Lee.
The 16 finalists will be honored at the an
nual National Congress of American Indians
Conference in St. Paul, Minnesota on Novem
ber 14th. An additional honor of $10,000 will
be awarded to eight of the final 16 honorees at
the conference.
Harvard looked at several of the Tribe's coop
erative agreements before making its recommen
dation for award.
"The award acknowledges the Tribe's leader
ship in working out a collaborative agreement
with the Oregon Department of Environmental
Quality on information-sharing and procedural
steps that will be followed in dealing with Wil
lamette River issues," said Martin in a press re
lease. "The agreement facilitates closer commu
nication between state environmental agencies
and the Tribe on issues that affect the river and
its tributaries, some of which lie on Tribal land.
"The award also acknowledges the Intergov
ernmental Affairs Department's work in connec
tion with the Tribe's 1999 landmark agreement
with the U.S. Forest Service to manage nearly
11,000 acres of public forest lands adjacent to
the 10,000-acre Grand Ronde Reservation,"
added Martin. "The agreement was one of the
first of its kind in the nation, and required brief
ings, interviews and a variety of other commu
nications efforts so government officials, envi
ronmental agencies and other stakeholders
would fully understand the Tribe's new role."

D Portfolio Loan. June Sell-Sherer moved, Val
Grout seconded to adopt Resolution No. 090-00
approving a $1,700,000 Bridge Loan to the
Nedonna Beach Project. Proceeds of the loan will
be used:
(1) to secure a first position in Brighton Beach
Estates (appraised value is $4,600,000);
(2) to purchase the parks property; and
(3) funding to start construction of Kitti-Wake.
Motion carried 8-0-0.

D Commerce Bank Line of Credit Note Modi
fication Agreement. Bob Mercier moved, Reyn
Leno seconded to adopt Resolution No. 091-00
authorizing:
(1) the extension of the Maturity Date on the
current Line of Credit to July 31, 2001;
(2) the Tribal Chairperson to execute a Note of
Modification Agreement to the Loan Agreement
to extend the Maturity Date to July 31, 2001;
and
(3) the Tribal Council Chairperson, in the name
of the Tribe, to execute one or more subsequent
extensions of the Maturity Date on the Line of
Credit to such date or dates deemed necessary,
but not beyond July 31, 2002. Motion carried
8-0-0.
D Civil Air Patrol Magazine Ad. Reyn Leno
moved, Ed Larsen seconded to provide funds to
publish 14 page ad in the amount of $395 in the
Oregon Wingspan, to help support the Oregon Civil
Air Patrol. Motion carried by unanimous vote of
Council.
D Lease of Tribe's Water Rights. Ed Pearsall
moved, Bob Mercier seconded to approve the Tribe's
submission of an application to the State of Or
egon to lease a portion of the Tribe's Water Rights
for in-stream beneficial use. Motion carried unani

B Enrollment: Emergency Determination.
Bob Haller moved, Val Grout seconded to adopt
Resolution No. 092-00 that provides the enroll
ment for member 5,013 under "Emergency De
termination" of the Enrollment Ordinance. Mo
tion carried 8-0-0.
D Cemetery Marker Reburial Site. Bob Mer
cier moved, Ed Pearsall seconded to provide no
more that $5,335 for the purchase of a stone for a
marker for the reburial site. The marker will be
put out for bid. Motion carried.
D National Network for Tobacco Prevention
and Control Grant Application. June Sell
Sherer moved, Butch LaBonte seconded to approve
the grant application submission to the National
Network for Tobacco Prevention and Control. Mo
tion carried by unanimous Council vote.

Bob Haller seconded to adopt Resolution No.
093-00 approving the appointment of William L.
Miles as Interim Executive Director for the Grand
Ronde Gaming Commission. Motion carried 8-0-0.

ing Commission. Val Grout moved, Ed Larsen
seconded to adopt Resolution No. 094-00 approv
ing the appointment of Gene Davidson to the
Grand Ronde Gaming Commission to complete Wil
liam L. Miles' term, subject to a successful comple
tion of a background investigation, if required.

B Purchase of Grenia Property. Reyn Leno
moved, June Sell-Sherer seconded to adopt Reso
lution No. 095-00 that amends the Purchase and
Sale Agreement for the real property known as
the "Grenia Property," as presented by SMDC staff,
to reflect a price adjustment from $110,000 to
$115,000. Motion carried 8-0-0.
B Melcher Property. Reyn Leno moved, Bob
Haller seconded to adopt Resolution No. 096-00
that:
(1) approves the Purchase and Sale Agreement
between the Tribe and Wendy Melcher for the
purchase of real property as presented by the
Natural Resources staff; and
(2) directs the Natural Resources Department to
carry out the terms of the Purchase and Sale
Agreement. Motion carried 8-0-0.
B Tumwata Timber Sale. June Sell-Sherer
moved, Ed Larsen seconded to adopt Resolution
No. 097-00 approving the Tumwata Salvage Sale
to be offered in a public auction with a minimum
bid rate of $394.45 per thousand board feet for
Douglas - fir logs. Motion carried 8-0-0.
B Engineering Services for Extension of
Blacktail Drive and Salmon Way to Facili
tate the Construction of the Elder Craft Cen
ter. Reyn Leno moved, Bob Mercier seconded to
adopt Resolution No. 098-00 that:
(1) approves funding cost of engineering services
up to $30,000 for Blacktail Drive, Salmon Way
and all infrastructure for those areas; and
(2) approves entering into a agreement with the
GRTHA to administer the design and building
of the roadways, utilities and other supporting
infrastructure. Motion carried 8-0-0.
ECONOMIC DEVELOPMENT
SUBCOMMITTEE
B AGRA Earth & Environmental Contract
Amendment. Ed Pearsall moved, June Sell
Sherer seconded to adopt Resolution No. 099-00
amending the Environmental Services Agreement
between the Tribe and AGRA Earth & Environ
mental, Inc.:
(1) to provide additional services regarding the
environmental assessment of the Grenia Prop
erty; and
(2) authorizes the Council Chairperson, with the
assistance of the Tribal Attorney, to finalize and
execute the amendment to the Environmental
Services Agreement. Motion carried 8-0-0.
OTHER BUSINESS
B Chip Tom requested Council's views on whether
the Tribe would be assisting with funding for the
Kissing Rock project. The Tribe would not be par
ticipating in this project at this time.
