Ed Pearsall moved, Bob Mercier seconded to approve the previous Novem
ber 17, 1999 Council minutes as submitted. Motion carried.
TRIBAL GOVERNMENT, MANAGEMENT & BUDGET
SUBCOMMITTEE
D Health Authority Board CY 2000 Budget. Bob Mercier moved, Bob
Haller seconded to adopt Resolution No. 140-99 approving the establish
ment of a CY 2000 Budget for the newly appointed Health Authority. Mo
tion carried 8-0-0.
D Appointment to MWACT. Ed Larsen moved, Val Grout seconded to
adopt Resolution No. 141-99 appointing Earl "Butch" LaBonte to repre
sent CTGR on the Mid-Willamette Valley Area Commission on Transporta
tion, replacing out-going Tribal Council member, Mark Mercier. Motion car
ried 7-0-1, with Butch abstaining.
II Renew NIGA Membership Dues & Appointment of Tribal Repre
sentative. Bob Haller moved, June Sell-Sherer seconded to adopt Resolu
tion No. 142-99 approving the payment of our annual membership dues in
the amount of $10,000 and appointing Bob Watson as our representative.
Motion carried 8-0-0.
O Contract for Review of Casino Audit & Reception Departments.
A concern was brought to Council's attention regarding problems between
casino management and tribal member employees in the Audit and Guest
Services departments. A recommendation was made to hire an independent
contractor to review employee management relations within those depart
ments. Following an extensive discussion that included statements from both
tribal members and tribal member casino Human Resources employees, Ed
Pearsall made the following statement and asked that it be included in the
record. He said "I will not vote for this outside contract because we have
heard only one individual's side of the story. I believe Human Resources has
the right to present their side of the issue before an outside investigation
takes place. The people working in Human Resources are also tribal mem
bers and should have the same opportunity."
After further discussion, Bob Haller moved, Butch LaBonte seconded to
adopt Resolution No. 143-99 to approve a contract with Human Resources
Specialties, Inc. to conduct an independent review of employeemanagement
relations in the auditing and reception departments at Spirit Mountain Ca
sino. A roll call vote was taken and results follow: Ed Larsen No; Ed
Pearsall No; Val Grout No; Bob Haller - Yes; Butch LaBonte Yes;
Reynold Leno Abstain; Bob Mercier - Yes; June Sell-Sherer Yes. Mo
tion carried 4-3-1.
D Pendleton Blanket Order. Val Grout moved, Bob Mercier moved to
submit an order for 10 non-tribal Pendleton blankets direct from Pendleton
Woolen Mills and later order 20 non-tribal Pendletons after their new inven
tory is established and to order non-tribal Pendletons as needed to maintain
a minimum supply of 10 blankets, not to exceed 60 blankets ordered in any
given calendar year in perpetuity. Motion carried 8-0-0.
LEGISLATIVE SUBCOMMITTEE
B Executive Health Director Employment Contract. Ed Pearsall
moved, Ed Larsen seconded to adopt Resolution No. 144-99 approving a
two year employment contract with Tom Austin for the position of Executive
Health Director of the Grand Ronde Health Authority, effective 12-16-99.
Motion carried 8-0-0.
Q NAGPRA Grant Application. Ed Pearsall moved, June Sell-Sherer
seconded to adopt Resolution No. 145-99 authorizing the application for
funding under the FY 2000 Native American Graves Protection and Repa
triation Act grant program for Indian tribes notice of funding through the
National Park Service. The project to provide review of tribal human re
mains, funerary items, sacred items and documents at various museums and
locations for the possible return to the Tribe. Further, the Council autho
rizes the Executive Officer andor his designee(s) to sign all NAGPRA re
lated grant application, award and program documents. The project budget
will be less than $75,000 with no matching funds required. Motion carried
8-0-0.
B Family Preservation and Support Services Grant. Ed Pearsall
moved, Ed Larsen seconded to adopt Resolution No. 146-99 approving the
application of a Family Preservation and Support, Title IV B2 grant for 1999
2001, in the amount of $8,557. Motion carried 8-0-0.
OTHER BUSINESS
Bob Mercier requested Council approval for a new board member, Richard
Gray, to CTGR Trucking and also would like Council to approve Roland
Metzger, Chip Tom and his (Bob Mercier) appointments to be extended for
one more year. Bob Haller moved, Ed Larsen seconded to approve both
requests by adopting Resolution No. 147-99 stating same. Motion carried
6-0-2, with Bob Mercier and Val Grout abstaining.

A very special thank you to all for
the wonderful cards and gifts for my
surprise birthday party. It truly was
a BIG surprise and a lot of fun. I
really enjoyed getting to visit with
all of the friends and family who took
the time to come by and wish me a
happy birthday. It was great to see
all of my children: Lynelle, Linda,
Mark, Todd, Gregg, and Mardell; and
all of my grandchildren: Willie, Sum
mer, Lindsay, Jessica, Ashley, Max,
Shaylyn, Shiloh, Myriah, Stefanie,

Announcing department moves
Last month, the departments of Small Business Development, Cultural Resource
Protection, and Museum Development moved.
If you are a Small Business Development client, please note that the depart
ment has moved to the Governance Center. The department is able to offer com
puter classes, and everything will be up and fully running by the first of the year.
Cultural Resource Protection and the Office of Museum Development
have moved to the Community Center, which has recently been remodeled.

Members of the Grand Ronde Tribal Council recently hosted a city county
dinner for the Mid-Willamette Valley Council of Governments (MWVGOG) at
the Tribe's newly remodeled Community Center. Ed Larsen, Tribal Council
Vice-Chairman, hosted the evening events. In the picture above, from left:
Justin Martin, Intergovernmental Affairs Director; Council member Butch La
Bonte; Council member Bob Mercier and Sheridan Mayor Joe Fabiano were
just a few of the many in attendance.
David Galati, executive director of MWVCOG gave an update on the year
2000 activities schedule and members participated in a regional roundtable
discussion. The cities of Dundee, Lafayette, McMinnville, Newberg, Sheridan
and Willamina were represented as well as Yamhill and Polk counties.
