8 Smoke Signals OPEN FOR PUBLIC COMMENT Alternatives for the proposed SIAH LOGGING UNIT Grand Ronde Reservation The Natural Resources Division of the Confederated Tribes of Grand Ronde is soliciting public comment on the alternatives for the Siah Timber Sale. For further information you can contact Mike Karnosh at (503) 879-2383. ?K OPEN FOR COMMENT Proposed amendment to Enrollment Ordinance The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed several amendments to the Enrollment Ordinance. The first read ing of the amendments to the Tribal Court Ordinance was presented at the August 18, 1999 Tribal Council Meeting. The purpose of the amendments is to make technical corrections to various provisions of the Ordinance and to make necessary substantive changes to the Ordinance to update the Ordinance in light of the recent amendment to the Tribal Constitution's enrollment provision. The numerous substantive changes include, but are not limited to, amending the requirements for en rollment, eliminating the use of affidavits and providing for the use of blood tests to establish paternity, providing for appeal of enrollment determina tions of the Enrollment Committee or Tribal Council to Tribal Court. The Tribal Council believes amendment of this Ordinance will assist the Tribe in continuing to provide efficient enrollment procedures to its members. An interim program was established for 1999. While the busi ness did not make money for our partner this last summer, our experience suggests that there is an opportunity for future growth. Spirit Mountain is interested in offering qualified tribal members the op portunity to submit proposals for operating the business in the future. Any applicants must have experience in offering trail rides to the public, possess necessary credentials and insurance and otherwise demonstrate the ability to operate this business, including demonstrated financial resources.
