SEPTEMBER 1, 1999 3 Fellow tribal brothers and sisters, I am writing today to vent my frus tration concerning some practices during this year's Council elections. I received an anonymous mailing this week, and from what I can gleen, so did every other voting tribal member. The document in question was a xerox of the voting ballot with certain individuals circled, and other persons faces marked out. I DO NOT APPRECIATE THIS! I am angry that the tribal mem ber mailing list has been abused in this way. The person who mailed this trash did not even have the guts to put a return address on the mail ing. If you don't have the courage or guts to stand by your "info page," then what makes you think I want to hear what you have to say? Furthermore, that mailing list is only released for candidates to use, somehow it got into the wrong hands. ..whoever you are, and only you know, you owe the membership an apology out of honor. This was an invasion of my privacy and ev ery other tribal member who did not desire your opinion. As someone who hopes to serve you as a Council member someday, I sin cerely wish that this is not what our elections are to become. There are other tribes where this is accepted behavior, I have always felt and be lieved that we are better than that. Herron Roll 2165 Dear fellow members, My name and address are no longer available to Tribal Council candidates. I have received deroga tory mail towards candidates for Tribal Council positions. These can didates have been nominated and accepted as candidates by tribal members. How petty can you get? I don't need to know. I will content myself to read about the candidates positions in Smoke Signals and make my choices. Thank you, Claudette Parazoo Tribal Elder Roll 2923 Dear tribal members: Recently, a flier went out to "some" tribal members regarding Tribal Council voting. As of this writing, I have not received the flier, but have been approached by many people ask ing me if I knew about it. I would like to express to every single tribal mem ber that I had nothing to do with this in any way. I have no idea who is responsible for this mailing, or even what the intent was. Whatever it was, it is important to me that all tribal members know that I had no knowledge of this mail out. Respectfully, Joann Mercier Roll 546 Dear Editor, I enjoy Smoke Signals it is a link to my childhood and people. My mom June Latimer (La Chance), and aunt Grace Engelhardt (LaChance), al ways spoke of the Tribe while I was growing up. It makes me feel part of something I'm proud of "my heri tage." I live in Los Angeles and I receive many benefits from the Tribe. They are there for us if we only use them. Our benefits are wonderful. I want to thank the Tribe for the down payment on my new home. I am able to have a home to call my own and the Tribe made this possible. Thank you Brian Langley for all your support and hard work. I know I couldn't have done it without you. I always see letters from people who want more, to this I say, Be thankful for what you have. Again, I say thank you for every thing and for making my dream come true. Nona Louthan (Latimer) Dear Editor: Please accept my humble thanks and gratitude to the Grand Ronde Tribe and the Education Department for your assistance. The Tribe has been very gracious in helping me obtain grants and scholarships for me so that I may continue my higher education in the field of Environ mental Geosciences at Weber State University. I am very appreciative of all the advice and support that Marion Mercier and the Tribe is giv ing me. Upon receiving my degree, I hope to work in those areas that I may benefit my tribe. I will be at tending school in 1999-2000. I will be taking considerable courses in Chemistry, Statistics, and Environ mental Geosciences. It would appear at this time that I will be receiving my Bachelor's degree by Fall of 2001. Thank you, Richard C. Younger Roll 2647 Trwfcl Council Actions Wti(yMM9 Auyust ft, A note from the Election Board The Grand Ronde Election Board and tribal staff have received many complaints about the above men tioned mailing. Hie Election Board apologizes on behalf of the person or persons responsible for this un ethical, malicious behavior and en courages voters who did receive fli ers to disregard them. Tribal Coun cil candidates, including those with markings beside their names on the flier, have also contacted the Elec tion Board and tribal staff to ex press their disappointment with the mailing and to assure voters that they were not participants in the mailing and do not condone this type of activity. 5:01 p.m. Meeting called to or der by Kathryn Harrison, Tribal Council Chair. All Council was present, except Bob Mercier who was excused. Leon C. Tom moved, Reyn Leno seconded to approve the July 28, 1999 Tribal Council meeting min utes as submitted. Motion carried. TRIBAL GOVERNMENT, MANAGEMENT & BUDGET SUBCOMMITTEE D Gaming Ordinance Amend ment. By full consensus, the Coun cil approved the first reading of the amended Gaming Ordinance. Among other technical changes, the amendment expands the right of ap peal to Tribal Court, provides defi nitions for High and Low Security employees, and updates the Ordi nance in light of current Commis sion and Spirit Mountain Gaming, Inc. practices. D Community Center Remodel Contracts. Val Grout moved, Ed Larsen seconded to adopt Resolu tion No. 100-99. 1) Approving a contract with Quade Construction for remodel of the Community Center. The contract amount is $408,221 with work to commence immediately to completion by 113 calendar days. 2) Approving a contract with HGE, Inc. for architectural services on the Community Center remodel. The contract amount is not to exceed $40,000 and a completion date of December 31, 1999. 3) Authorizing the Executive Of ficer to execute all agreements nec essary for the Community Center renovation, and 4) Approving an additional alloca tion of $39,221 to the already ap proved Community Center renova tion budget of $450,000, making the total amount allocated $489,221. Motion carried 7-0-0. fl Health Authority Board Mem ber Approval. Ed Pearsall moved, Leon C. Tom seconded to adopt Resolution No. 101-99 approving the following people to serve as board members or ex-officio as noted on the Tribal Health Authority Board. Board members: Stephen Bowles, Marie Davis, Diana George, Merle Leno, Tom Seidl, Bernadine Shriver, and Jim Sizemore. Ex-officios: Ed Larsen and Robert Moore. Motion carried 6-0-1. Ed Larsen abstained. O Appointment to Group Meet ing with Grand Ronde Water As sociation. Bob Haller moved, Ed Pearsall seconded to appoint Duane Hussey to represent the Tribe as a member the group meeting with the Grand Ronde Water Association. The group is authorized to meet in formally with the Association to dis cuss issues but not to commit the Tribe. Other group members are Daryl Jones, Tim Holmes, and Reyn Leno. Motion carried 7-0-0. LEGISLATIVE SUBCOMMITTEE D Political Contributions, Cal endar Year 1999. Ed Pearsall moved, Ed Larsen seconded to ap proved the sum of $15,000 for state wide and legislative campaigns dur ing the calendar year 1999. Motion carried 7-0-0. OTHER BUSINESS D Chris Leno, Deputy Director of Operations, introduced representa tives from the Federal Headstart Review Team, Clayton Roth and Francisco Serrano, who are in the process of reviewing CTGR's pro gram. D Chris Leno presented a request to approve the execution of the An nual Funding Agreement and Ten tative Allocations by and between The Confederated Tribes of the Grand Ronde Community of Oregon and the United States of America for the Department of Interior for CY 2000. Mark Mercier moved, Val Grout seconded to adopt Resolu tion No. 102-99 authorizing the execution of the Annual Funding Agreement and Tentative Allocations for CY 2000 with the U. S.
