Greetings to all adult tribal members,
The Tribal Council is seeking input from
tribal members regarding their interest in tax
deferral on two different tribal benefits that
are taxable. The first is the Elder Pension
Benefit, which is already being paid to adult
members age 55 and over. The second is the
distribution of a portion of the net revenues
from Spirit Mountain Casino.
Some members have indicated an interest in
such a deferral. However, deferral programs
bring with them significant administrative
burdens. The Tribal Council wishes to keep
the cost of administration down so that em
phasis is placed on programs that have more
direct benefits to tribal members. Prior to con
sidering tax deferral options, the Tribal Coun
cil wants to be sure a program to justify the
administrative burden and costs involved.
If you have no interest in deferring ben
efits from either of these programs for tax
purposes, you may simply disregard this
letter. However, if you believe that you would
have interest in deferring benefits from either
of these programs, the Tribal Council asks that
you respond by checking the appropriate box
on the response form below and mail it back
no later than September 15, 1999. The Tribal
Council will examine responses to determine
the level of interest, and may or may not pur
sue the development of deferral options.

Proposed Gaming Ordinance Amendments
The Tribal Council in consultation with the Tribal Attorney's Office has proposed several amend
ments to the Gaming Ordinance. The first reading of the amendments to the Tribal Court Ordinance
was presented at the August 4, 1999 Tribal Council meeting.
The purpose of the amendments is to make technical corrections to various provisions of the Ordi
nance and to make necessary substantive changes to the Ordinance to update the Ordinance in light
of current Commission and Spirit Mountain Gaming, Inc. practices. The numerous substantive changes
include, but are not limited to, expanding the right of appeal to Tribal Court, providing definitions for
High and Low Security employees, amending educational andor experience requirements of Commis
sioners, removing detailed provisions governing use of management contracts, and removing Class I
gaming from regulation by Commission. The Tribal Council believes amendment of this Ordinance
will assist the Tribe in continuing to provide a fair and effective gaming regulatory system.

DECREE CHANGING NAME
In the Matter of: LOOMIS-WHITE
ERICA NICOLE LOOMIS-WHITE,
Petitioner.
Based on the allegations set forth in the peti
tion for change of name filed by the Petitioner in
the above entitled case and its supporting affida
vit, THE COURT FINDS:
1. The Petitioner is over 18 years of age;
2. The Petitioner is an enrolled member of the
Confederated Tribes of the Grand Ronde Com
munity of Oregon;
3. The Petitioner has not petitioned and been
granted a change of name by the Tribal Court
within the past twelve (12) months;
4. All persons entitled to notice have been prop
erly served with a copy of the Notice for Name
Change, and;
5. No objection to the petition has been filed by
any creditor or former spouse of the Petitioner.
Based on the foregoing findings THE COURT
DECREES:
1. That the name of the Petitioner be changed
from Erica Nicole Loomis-White to ERICA
NICOLE MERCIER;
2. That the Clerk of the Tribal Court shall cause
a copy of this order to be published in the tribal
newspaper;
3. That the Clerk of the Tribal Court shall sub
mit a certified copy of this order to the Tribal En
rollment office;
4. That the Petitioner shall surrender all old tribal
identification cards bearing Petitioner's former
name to the Tribal Enrollment office prior to the
Enrollment office issuing Petitioner new tribal
identification cards bearing the Petitioner's new
name;
5. That within sixty (60) days from the date of
this order the Tribal Enrollment staff and if nec
essary the Enrollment Committee shall cause new
tribal identification cards to be issued to Petitioner
showing the new name of the tribal member and
shall change the official membership roll and all
official enrollment records of the Tribe to reflect
the Petitioner's new name as stated in this De
cree; 6. That the Oregon Department of Vital Statis
tics is authorized to issue a new birth certificate
to Petitioner in such form as to indicate that her
name is Erica Nicole Merrier.

KATHERINE OLIVIA STEFFENSMIER,
Applicant,
by Pamala Jean Warren, Petitioner.
The Petitioner, Pamala Jean Warren, on behalf
of the Applicant, Katherine Olivia Steffen
smier, a minor child, has petitioned the Court for
a Change of Name for the minor child. Applicant
allegedly desires to change his or her name to
KATHERINE OLIVIA WARREN-STEFFEN-SMIER,
for the reason stated that: Applicant,
through regular use, has become known by the
proposed name. Applicant's last name differs from
the last name of the parent or guardian and she
wishes to assume the last name of the parent or
guardian.
Based on the foregoing petition filed with the
Court on July 20, 1999, and good cause appear
ing therefor,
IT IS ORDERED THAT the Petitioner and any
person objecting to the granting of the petition
shall appear in the Tribal Court of the Confeder
ated Tribes of the Grand Ronde Community of
Oregon, located at 9615 Grand Ronde Road,
Grand Ronde, Oregon, on October 7, 1999 at
10:00 a.m. to show cause why the Court should
not enter judgement granting the proposed
change of name.
IT IS FURTHER ORDERED that any written
response to this Order by any party to this case
shall be filed on or before September 27, 1999.
The Clerk of the Tribal Court shall cause a copy
of this Order to be served upon all parties in ac
cordance with Rule 14 of the Rules of Pleading,
Practice and Procedure of the Tribal Court of the
Confederated Tribes of the Grand Ronde Com
munity of Oregon and file proof of service with
the Court on or before the date set for hearing in
this matter.
IT IS FURTHER ORDERED that the Petitioner
shall cause a copy of this Order to be published in
the tribal newspaper at least 20 days prior to the
date set for hearing.
