September 1, 1998 13 Tribal Life SPIRIT MOUNTAIN CASINO TOIBAl MEMBER EMPLOYEE PROFILE: Proposed ordinances open for comment The Tribal Council for the Confederated Tribes of the Grand Ronde Community of Oregon is con sidering revisions to the Tribal Ordinances listed below. The revisions to these ordinances are in tended to update andor clarify existing tribal law. They are intended to improve the management op erations of the tribal government. Tribal Council Ordinance: The purpose of this ordinance change is to elimi nate the Tribal Council position of Treasurer. The position of Treasurer has been vacant for several years and is not required by the Tribal Constitution. Executive Management Ordinance: The purpose of the ordinance changes are to de fine the roles and responsibilities of the Finance and Administrative Officer positions within the Tribe. These are existing positions and as senior manage ment officials of the Tribe, their selection will be subject to the approval of the Tribal Council. Fiscal Management Ordinance: The purpose of these ordinance changes are to update existing financial management standards, require quarterly financial reporting, implement financial planning criteria, and revise procurement requirements. These changes include: Provide directives for opening bank accounts, establishing controls over disbursements, establish ing effective cash management and managing ac counts receivable. Require written accounting policies. Update required provisions for Fund Authoriza tion Ordinances. Establish quarterly financial reports require ments. Shorten the deadline for audit completion to April 30 of each year. Update cost allocation policies and capitalization threshold. Replace existing procurement policies, and re vises "Indian Preference" to "Tribal Preference." Require that a professional risk management re view be completed no less then every three years. Establish financial plan requirements. Establish general investment management policy guidelines. Appropriation Ordinance: The purpose of the revisions to this ordinance are: Update the general budget categories. Substitute the term "trust funds" for "designated reserves." Substitute "referendum" for "constitutional amendment" for reducing or eliminating trust funds. Provide for establishing other reserves (not trust funds). Clarify budget transfer authority. This notice is to allow tribal members an opportunity to comment on the proposed ordinance changes. The brick(s) will bear the name of your choosing. Last year, many who purchased bricks thought that the names had to be "in memory" of a loved one who had passed away. Actually, the name of any person or family you wish to recognize can be placed on the bricks for all to see. Remember, the names are limited to 40 CHARACTERS AND SPACES, with 20 spaces per line. This includes spaces between names, all punctuation, commas, and apostrophes. There are no spaces in between the letters, just between the words. An example of a family brick with two lines might be: Mike and Joann Smith (20 letters and spaces) and family ( 10 letters and spaces) A payment of $50 per brick must accompany the form. The deadline is Sunday, Sept. 13, 1998.
