Regulatory Activities Report: Fourth Quarter 1997
March 15, 1998
During the fourth quarter of 1997, the Commission's
agenda as were less demanding; however, extra hear
ings and meetings were required to handle patron dis
pute appeals. Additionally, the Commission held meet
ings with representatives from the State of Oregon re
garding the development of procedures governing the
calculation of the State Police's annual assessment.
During the quarter, the Commission acted on 134 new
employee gaming licenses and 118 renewals. Of the
applications for renewal, all were approved. Of the new
applications, 125 were approved, 3 denied and 6 re
ferred back to staff for additional investigation. During
the quarter, the Commission revoked 1 gaming license.

In addition to agenda items pertaining to personnel
licensing applications, the Commission's agenda also
included the following items relating to the licensure of

OCT. 17, 1997 GENERAL SESSION MEETING
J.) ZDI Gaining, Inc. (A Washington Corporation).
Approved application submitted by staff to review the
licensee's compliance with terms of original licensure.
Commission approved the request to review compliance
and modified the licensee's conditions.
2) Aristocrat, Inc. (A Nevada Corporation). Approved
an application for renewal of a Major Procurement Con
tractor License until the Commission's regularly sched
uled General Session Commission Meeting in Decem
ber 1997.
NOV. 24, 1997 GENERAL SESSION MEETING
1) Paul-Son Gaming Supplies, Inc. (A Nevada Cor
poration). Approved an application for renewal of a
Sensitive Procurement Contractors Gaming License.
Said licensure was limited to the Commission's regu
larly scheduled General Session Meeting in November
1998.
2) GameTech International, Inc. (An Arizona Cor
poration). Approved an application seeking a 120 day
Temporary Major Procurement Contractor License un
til the Commission's regularly scheduled General Ses
sion Agenda in March 1998.
3) ZDI Gaming, Inc. (A Washington Corporation).
Approved an application seeking renewal of licensure as
a Major Procurement Contractor License until the
Commission's regularly scheduled General Session
Agenda in February 1998.
4) Wolf Gaming, LLC. (A Delaware Limited Liabil
ity Company). Approved applicant's request to with
draw application seeking licensure as a Major Procure
ment Contractor.
DEC. 19, 1997:
1) Aristocrat, Inc. (A Nevada Corporation). Approved
an application seeking renewal of licensure as a Major
Procurement Contractor until April 1998.
REGULATION CHANGES:
The Gaming Commission is continuing to refine the
Regulations. The following modifications, amendments
and additions were approved by the Commissioners during
the fourth quarter of 1997.
GENERAL SESSION AGENDAS:
OCTOBER 17, 1997

Video Lottery TerminalNetwork. A change to the
regulation was approved by the Commission to clarify
the regulation.
2) MINIMUM INTERNAL CONTROL STAN
DARDS. Craps. A change to the MICS was approved
by the Commission to allow the licensee the latitude of
determining at what time during the 24 hour day dice
are to be removed from play.
DARDS. Craps. A change to the MICS was approved
by the Commission to provide the licensee with the lati
tude of canceling dice and disposing of them as promo
tional items.
NOVEMBER 24, 1997
1) GAMING REG. NO. 24. Blackjack Game.
24.025 Blackjack Game Drop Box Procedures. A
change to the gaming regulation was approved by the
Commission to provide the licensee the option of using
a three slotted drop box needed to convert to a once per
day drop.
2) GAMING REG. NO. 24. Blackjack Game.
24.050 Maximum Table Bet Limits. A change to the
gaming regulation was approved by the Commission to
provide greater latitude to the licensee in making deci
sions regarding the competency of employees to deal
and supervise blackjack games .
3) GAMING REG. NO. 31. Certain Cash Transac
tions A change to the gaming regulation was approved
by the Commission to correct the report name and clarify
the licensee's responsibility when filing a Suspicious

4) MINIMUM INTERNAL CONTROL STAN
DARDS. Tahle Games.
Table Drop Standards. A change to the MICS was
approved by the Commission to enable the licensee to
go to a three slotted drop box that only needs to be
dropped once a day instead of each shift.
5) MINIMUM INTERNAL CONTROL STAN
DARDS. Electronic Gaming DevicesSlots.
Video Lottery Terminal (VLT) Paper. A change to
the MICS was approved by the Commission to bring
the MICS into congruity with the TribeState Compact's
minimum standards.
DECEMBER 19, 1997
1) GAMING REG. NO. 3. Licensing Qualifications.
3.010 Declaration of Authority. A change to the gam
ing regulation was approved by the Commission to rec
ognize the Commission's authority to set conditions re
garding its obtaining and consideration of information
which may have been received from confidential sources.
3.020 Tribal Class III Gaming Facility License. A
change to the gaming regulation was approved by the
Commission to recognize the Commission's authority
to set conditions regarding its obtaining and consider
ation of information which may have been received from
confidential sources. Additionally, the proposed amend
ment is to set out specific procedures for keeping such
information sealed in the file.

A change to the gaming regulation was approved by the
Commission to recognize the Commission's authority
to set conditions regarding its obtaining and consider
ation of information which may have been received from
confidential sources.

4.040 Applications, Notices, Statements And Re
ports; Contents; Amendments; Incorporation By
Reference; Proceedings Not To Have Substantive
Implications. A change to the gaming regulation was
approved by the Commission to facilitate Commission
staffs distribution of notice of the Commissioner's de
cisions relating to licensing decisions and regulatory rule
enactments.
9) GAMING REG. 5B. Video Lottery Terminals.
5b.060 Video Lottery Terminal Location Numbers.
A change to the gaming regulation was approved by the
Commission to amend the regulation to be consistent
with industry standards.
10) GAMING REG. NO. t4. Manufactures, Dis
tributors, Gaming Devices, New Games and Associ
ated Equipment. 14.290 Control Over Video Lot
tery Terminals. A change to the gaming regulation
was approved by the Commission at the request of the
licensee. It was determined that the requested change
would have no significant impact upon the integrity of
the gaming operation.
11) MINIMUM INTERNAL CONTROL STAN
DARDS. Table Games. Soft Count Standards. A
change to the gaming regulation was approved by the
Commission correct a contradiction contained within the
MICS.
