The goal is to reduce the number of first-time juvenile status offenders and misdemeanants who re-offend. Currently, when a juvenile com mits one of these offenses, a letter is sent to the youth's parents from the Juvenile Department. The Sanction Court strategy is be ing adopted because the Juvenile De partment has too few staff to see each of these youth face-to-face and place them under supervision. The Sanction Court Plan requires the collaboration of the Juvenile De partment, the local police agency, the Grand Ronde Tribe, and the Grand Ronde Service Integration Team, and will require support and involvement from members of the Grand Ronde community, tribal and non-tribal. The Grand Ronde Tribal Council has already agreed to let Sanction Court proceedings be conducted in the tribal courtroom. Rhonda Holder, a counselor for the Polk County Juvenile Department has already seen this program reach suc cess in MonmouthIndependence, where juvenile crime has dropped since the implementation of Sanction Court. "We are looking for volunteers in Grand Ronde to serve on the Court's committee," she said. "They should be people who care about youth and helping deter crime in the area." Holder said that the volunteers do not need to live directly in Grand Ronde or be parents. All that is re quired is a desire to help the young people of Grand Ronde. Sanction Court will act as a deter rent to youth who may be at risk for repeating a criminal behavior. This program is similar to Oregon State's Diversion Program for first time DUII offenders. The volunteers who serve on the committee will work with the Service Integration Team and the police department in considering a community service or commensu rate punishment for first-time juve nile offenders.
