SANCTION COURT will con sist of a 5-7 member panel of com munity members who will determine the punishment of a young person who has committed a low-level mis demeanor or other violation for the first time. Punishment can consist of community service types of sentences consistent with the type of crime the juvenile has committed. (For ex ample, a person who has vandalized an area of their community can be sentenced to pick up litter or clean up their community.) Punishments will be designed for juveniles to make restitution to their community in a manner commensurate with their vio lation. A public meeting will be held on Tuesday, March 3 at 6 p.m. at Grand Ronde Elementary, food and refresh ments will be served. This meeting will be for interested parents and community members to find out more about Sanction Court, and also seek volunteers to serve on the Court's panel. Sanction Court has proven to be an effective deterrent of juvenile crime in other Oregon neighbor hoods. Please plan to attend and par ticipate in the discussion on how we can encourage our youth to become responsible young leaders. Construction jobs Hamilton Construction Company has an ODOT contract to reconstruct five miles of Highway 20 near the summit of the coast range near Eddyville, Oregon. The project is ap proximately 23 miles west of Philomath and 25 miles east of New port. It includes 10 bridges and sev eral other structures. Qualified employees from a vari ety of backgrounds are needed. Hamilton is seeking a combination operatortruck driver. The project duration is three years with probable winter shut downs. The pay scale will be $22.88 per hour with a $7.15 per hour fringe that pays for health in surance and pension. Executive Officers are: Barbara Lake, Chair man; Janell Haller, Vice Chairman; Valorie Sheker, Secretary; and Cindy Martin-Butler, Historian. Committee board members are Marion Mercier, Mark Mercier, and the Tribal Youth Education Coordinator. We are now in the process of ob taining information from the "Needs Assessment Survey." Proposed Ordinances open for comment The Tribal Council in consultation with the Tribal Attorney's office has proposed the enactment of a Tort Claims Ordinance and an Employ ment Action Review Ordinance. The purpose of the Tort Claims Ordinance is to establish a limited waiver, of tribal sovereign immunity and provide a forum for visitors and residents of the reservation to file cer tain types of claims. The proposed Employment Action Review Ordinance will provide a lim ited waiver of sovereign immunity to allow tribal employees to have judi cial review by the Tribal Court of fi nal employment decisions.
