Small Business gives program report
GENERAL COUNCIL MEETING
Sunday, October 5, 1997
PROGRAM REPORT: Small Business Development
(SBD) gave its annual program update at the General meet
ing last month. Staff focused on the types of services SBD
provides to tribal members, computer classes, and the Busi
ness Information Center (BIC).
Elaine Moore, Division Manager, described some of the
tribal member entrepreneurs SBD works with and the types
of business they own. These businesses cover the entire
spectrum from construction to house cleaning to arts
and crafts.
"Of our Grand Ronde clientele, 37 are tribal members,
31 are community members, and the rest of the users are
staff members," said Elaine.
Barbara Lake, BIC Coordinator, described who can use
the departmental resources, where they are located, and the
types of equipment available. There are sixty-three busi
ness reference guides and a variety of business magazines
located in the Business Information Center. The Center is
open Monday through Friday, from 9 a.m. to 5 p.m. Barbara
also reminded everyone of the Christmas Bazaar, which is
scheduled for November 14 and 15.
Perri McDaniel, Business Consultant, provided a sum
mary of other services: classes, one-on-one business coun
seling, Chinook Online, and Venture Out.
Doug Hampton, Computer Specialist, identified the com
puter classes offered by the department, how to sign up for
classes, distributed class schedules, and displayed the
Tribe's Small Business World Wide Web page.
Roland Metzger, Business Consultant, spoke about the
Management Training Program to be offered by SBD in 1 998.
Tribal members already in business are eligible to partici
pate in the program which includes overviews in bookkeep
ing, personal computer skills, advertising, work flow, taxes,
and legal issues.
ELDERS' COMMITTEE: Rob Greene, tribal attorney, re
viewed the Elders' Committee Ordinance regarding the ap
pointment of those who were nominated at the September
meeting. Arlene Beck, Dorothy Lawe, Annabelle Hamm,
Ivanetta Cook, Ruby Bigoni, Kathryn Harrison, and Cherie
Butler were all appointed by consensus of Council. Clarice
Ellison was named as an honorary member of the Elders'
Committee.
ANNOUNCEMENTS:
Nanitch Sahallie Youth Treatment Center will host the
Restoration Celebration this year. Restoration Day is Satur
day, November 22. The Celebration will be held that day at
Grand Ronde Elementary School. Dinner at noon, with a
mini pow-wow at 4 p.m., hosted by Veterans' Committee
Chair, Marce Norwest. For vendors and more information
on the pow-wow, contact Sharon Norwest at 879-5878.
The annual tribal Christmas Party is scheduled for De
cember 13, 1997 at Grand Ronde Elementary School.
Spirit Mountain Casino was recently named one of the
top 150 businesses in the state of Oregon, and the Casino
received the Minority Business Award.
Chris Mercier, Albert Ellison, and Arlene Beck won door
prize winners. They each received a framed picture. The
October General Council meeting was adjourned at 1 :40 p.m.

College in Portland on October 18.
Mug Giveaway still in effect
The Casino 2nd anniversary mugs are still available to
tribal members who have not yet received one. They are
being distributed at the Tribal Community Center in Grand
Ronde. Enrolled members or a member of their family
may pick up a mug by seeing either Jackie Whisler or
Lauri Smith while supplies last. Sorry, but we are unable
to mail the mugs.
1998 Budget mailed
A special edition of Smoke Signals outlining the 1998
Proposed Budget was recently mailed out to all tribal mem
bers 1 8 years of age and older. To be reviewed by the tribal
membership is the Calendar Year 1998 budget proposal to
fund operation of programs and services from January 1 to
December 3 1,1998.
The budget covers projected operating expenses for the
Tribe and includes program services and tribal government
funds and costs. The purpose of posting this budget in the
Smoke Signals is to solicit public comment from the mem
bership regarding these program dollars. Tribal members
wishing to comment on the 1998 proposed budget are en
couraged to do so through oral or written testimony.
WRITTEN TESTIMONY may be submitted to the Tribal
Council by 5:00 p.m. on December 12, 1997. All written tes
timony must be signed and either mailed or hand-delivered
to the Confederated Tribes of Grand Ronde, 9615 Grand
Ronde Road, Grand Ronde, Oregon 97347, attention Jackie
Whisler or Lauri Smith.
Tribal members will be given a chance to give ORAL TES
TIMONY during the General Council meeting on Sunday,
November 9, 1997. All testimony is limited to enrolled mem
bers of the Tribe who will be 18 years of age or older by
November 1, 1997. Please take time to review this informa
tion and feel free to comment on the 1998 proposed budget.
