Page 6 December 1, 1995 - SMOKE SIGNALS 'i -T Grand Ronde recycling project in beginning stages The Team: The Grand Ronde Recycling Team has been formed and they are in the very early stage of planning. The team will be the primary advising body for matters concerning the Grand Ronde Recycling Project. The team will be involved in the selection process for a waste resource consultant for the Recycling Project. They will provide feedback to the Tribal Environmental Specialist and researching contractors as plans develop. The team will also aid in developing a recycling opportunity plan that will explore economic opportunities for marketing recycled material. The Phases of the Grand Ronde Recycling Project: Phase 1 Hiring of Waste Analyst. Phase 2 Community Waste Analysis. Phase 3 Economic analysis identifying local and regional markets for recyclable commodities. Phase 4 Devel opment of Recycling Opportunity Plan. Phase 5 Pilot project and recruitment of interested entrepreneurs. (Projecting that this will be in effect by summer of 1996.) The Recycling Project: The two fundamental goals of the Grand Ronde Recycling Project are to commence recycling in the local community and to identify potential opportunities for small business creation through marketing of recyclable materials. The Environmental Specialist, with assistance from the Recycling Team, will hire a consulting firm to assess the types and quantities of wastes that are locally available for diversion. Areas to be assessed will likely focus on these major local waste sec tors: Spirit Mountain Casino, Tribal offices, Grand Ronde Elementary School, local neighborhoods, local restaurants and convenience stores. This information will be used to produce a comprehensive waste assessment report, including quantities of GLASS: Jars, food and beverage bottles only. Caps must be removed. Labels may be left on. With input from the Grand Ronde Recycling Team, the consultant will prepare a recycling opportunity plan that analyzes the most economically feasible collection, processing, transportation, and manufacturing options. Job creation will be a priority concern. Based on the recycling opportunity plan, a recycling project will be selected which is most feasible and beneficial for dealing with locally generated waste. This project will be initiated and directed by the Environmental Specialist as a pilot project for six months. Should the pilot project prove technically feasible and profitable, the Tribe will likely contract out the business to a tribal member. The recycling opportunity plan will be available to the tribal membership. The Environmental Specialist and the Small Business Information Center (BIC) will so licit interest from tribal members in starting recycling businesses. Tribal members can receive assistance from the BIC to arrange for specialized consultation on recycling as needed. You may contact Sam Henny with the Tribal Small Business Development at 879-2487.
