News from the chairman

As you may have read, and
saw the photos in Smoke
Signals, the Tribe's gaming
facility is now taking shape in
the construction phase. The
targeted date for opening is by
the middle of October of this
year, barring unforeseen cir
cumstances. A great deal of
work needs to be done in
training of key personnel and
hiring the work force.
In October of 1988, Con
gress passed Public Law 100
472 or known as "The Na
tional Indian Gaming Regula
tory Act", which requires the
any Tribe doing gaming to
appoint a Tribal Gaming
Commission. Our Tribal
Council wrote and adopted a
Tribal Gaming Commission
Ordinance, and will be a board
of 5 people. The duties of this
board will include maintain
ing honesty and the integrity
of the gaming operation and its
employees, which must be
operating prior. to the gaming
operation.
Other duties will include
licensing key employees, and
management officials, ,and
gaming contractors, who pro
vide gaming machines, goods
and services.
It . is expected that the
appointments will be final
before the end of June.
There are other issues facing
the Council, such as what to do
with the money once the
gaming is in operation. No
doubt, this will take some
serious discussion among the
Council, and it is expected that
a survey will be provided to
the Tribal membership for
your input.

A Message from the Governor
of the State of Oregon...
Oregon's Native People have, for many generations, walked with honor
and dignity through painful years of dispossession, with their home
lands lost and their heritage imperiled.
They have kept their faith in the Sacred Circle and accepted a life
where their painful past has been their sad present and their children's
future has been but a reflection of their family's past and present.
The promise for the people has remained in their confidence that the
spirits of the four winds have the power to define each day and night
and bring remarkable change. .
There is now a new wind blowing throughout the Indian country which
foretells of exciting enrichment and developing vitality for the Indian
people.
Therefore, John A. Kitzhaber, Governor of the state of Oregon, has
hereby proclaimed May 14-20, 1995 as AMERICAN INDIAN WEEK
in Oregon, in recognition of the hope for all citizens that is embodied in
the emergence of a grateful change which brings a healthy and mature
economic growth to Oregon's Indian country.

Separate sealed BIDS for the construction of Phases 2, and 3 of
the Grand Ronde Water System Improvement Project, EDA Award
No. 07-39-03469 & HUD Project No. B-93-SR-4 1-0004, which
includes acquiring and installing one 500,000 gal. glass-coated,
bolted-steel potable water tank and all appurtenances and approxi
mately 17,150 feet of 12" and 1,430 feet of 8" PVC water pipeline
and all specified construction and installation related thereto, will
be received by The Confederated Tribes of the Grand Ronde Com
munity of Oregon at the office of John Mercier, Public Works
Division Manager until 2:00 p.m. Pacific Daylight Savings Time
on June 9, 1995, and then at said office publicly opened and read
aloud.
The CONTRACT DOCUMENTS may be examined at the fol
lowing locations:
(1.) Public Works Division Office of the Confederated Tribes
of Grand Ronde, 25500 Grand Ronde Road, Grand Ronde, OR
(whose mailing address is 9615 Grand Ronde Road, Grand Ronde,
OR 97347) and
(2.) Mater Engineering, Ltd., 101 S.W. Western Blvd., Corvallis,
OR 97339 and
(3.) Construction Data, 9140 S.W, Pioneer Court, Suite A,
Wilsonville, OR 97070 and
(4.) Construction Data, 1200 N.W. Front, Suite 180, Portland,
OR 97209.
Copies of the CONTRACT DOCUMENTS may be obtained at
either location 1 or 2 upon payment of $100 for each set.
Any BIDDER, upon returning the CONTRACT DOCUMENTS
promptly and in good condition, will be refunded its payment,
and any non-bidder upon so returning the CONTRACT DOCU
MENTS will be refunded $50.
In compliance with the policies of the Confederated Tribes of
Grand Ronde, the Economic Development Administration of the
U.S. Department of Commerce, and Section 7(b) of the Indian
Self Determination Act, Indian-owned economic enterprises may
be given preference in the award of this contract.
