OVERALL RESPONSIBILITIES: Performs a variety of secretarial, clerical andor
technical duties for a department or individual; does related work as required. Tasks
performed require knowledge of departmental functions and procedures to solve problems
or answer questions, and the handling of confidential information.
EXPERIENCE AND TRAINING: High school graduation or equivalency; and two years of
responsible secretarial or clerical work; or any equivalent combination of experience and
training which demonstrates the knowledge, skill and ability to perform the above described
duties.
KNOWLEDGE OF: Considerable knowledge of general office practices and procedures;
rules of effective English usage and grammar; different filing systems; business telephone
etiquette. Some knowledge of the operations, policies, terminology and governing
regulations of the assigned department.
ABILITY TO: Organize, file, maintain and retrieve materials, charts, records and
documents; deal effectively with frequent interruptions and several situations at one time;
maintain effective working relationships with the public and other employees; establish
priorities and organize own workload; accurately record and prepare minutes of meetings;

SKILL IN: The operation of standard office equipment, including the operation of a

POSITION : 95-18 PURCHASING SPECIALIST

OVERALL RESPONSIBILITIES: Responsible for planning property needs, acquisition of
property, proper utilization and care; management of central purchasing for ordering,
receiving, storing and distributing materials and supplies to all divisionsdepartment of the
Tribe; oversees tribal fleet vehicles and maintenance contracts; coordinates travel
arrangements; prepares bid specifications and contract documents; coordinates the
disposition of property; maintains up to date records on property, fleet maintenance
schedule; and prepares monthly & yearly reports.
EXPERIENCE AND TRAINING: Possess and Associate Degree in business field; and
three years of progressive work experience in Purchasing as a primary responsibility or five
years experience in the accounting field with purchasing as a secondary responsibility or
any combination of experience and training which demonstrates the knowledge of
purchasing principles and techniques, government retention laws, cost allocation and
facilities systems in governmental or private sector environments.
KNOWLEDGE OF: Considerable knowledge of purchasing principles and techniques;
knowledge of government retention laws, cost allocation systems and facilities systems.
ABILITY TO: Organize and maintain records; maintain effective working relationships with
other departments, vendors and outside agencies; communicate effectively both orally and
in writing.
SKILL IN: Sourcing supplies and materials at quality and cost requirements; provision of

POSITION : 95-17 CHEMICAL DEPENDENCE INTAKE COUNSELOR

POSITIONS SUPERVISED: Counselor Techs assigned to Intake and

OVERALL RESPONSIBILITIES: Provide professional assessments for youth referred for
admittance to the program in accordance with the IHS, State of Oregon and certification
requirements and supervisor intakeadjustment staff to do the same. Coordinates with
referring tribes and agencies for purposes of education in the program admission criteria,
and to expedite treatment services for each clients; does related work as required.
EXPERIENCE AND TRAINING: B:A. or B.S. in Counseling or Human Services field and
two years experience in conducting mental health and chemical dependence counseling
assessment; or any combination of experience and training which demonstrates the
knowledge, skill and ability to perform the above described duties.
KNOWLEDGE OF: Considerable knowledge of the principles and practices of chemical
dependence assessment; treatment and prevention; counseling techniques; adolescent
behavior; basic supervision and personnel management techniques; the dynamics of
interpersonal relationships; government regulations in the health care field;
ABILITY TO: Communicate effectively both verbally and in writing; deal effectively with
adolescents; maintain client recordsfiles; establish and maintain effective and cooperative
working relationships with families of clients, referents, other social services agencies,
businesses and other employees; remain calm and work successfully with individuals in
crisis and emotional situations; participate as part of a team in evaluation and treatment
planning.

OTHER NECESSARY REQUIREMENTS: Certification as a Chemical Dependency
Specialist I; possession of or ability to obtain within 30 days of hire CPR and First Aid
certification; possession of or ability to obtain a valid Oregon driver's license; safe driving

POSITION : 95-20 ENVIRONMENTAL SPECIALIST
POSITION LENGTH: 1 year subject to renewed funding
SALARY: $2191 - $2410 Monthly
DIVISION: Natural Resources Division
REPORTS TO: Natural Resources Division Manager
CLOSING DATE: Friday, May 26, 1995
OVERALL RESPONSIBILITIES: Develops Tribal environmental program. Analyzes
environmental data and recommends data collection. Investigates environmental health
hazards and other environmental problems on Tribal lands and community. Assesses Tribal
government compliance with federal environmental laws and regulations. Compiles
environmental assessments and conducts NEPA process for Tribal projects and programs.
EXPERIENCE AND TRAINING: Requires BABS in environmental science, physical or
natural science, or environmental studies, natural resource management, urban planning;
two years work experience in environmental, scientific or natural resources fields; or any
combination of experience and training which demonstrates the necessary knowledge, skill
and ability to perform the above described duties.
KNOWLEDGE OF: Research methodology, planning procedures and data collection
protocol useful. Knowledge of National Environmental Policy Act and federal environmental
regulatory programs helpful.
ABILITY TO: Conduct research on technical and regulatory environmental matters.
Ability to interpret technical data and regulations. Effective verbal and written
communication, particularly able to prepare technical reports and policy recommendations.
Manage andor coordinate multiple simultaneous projects, and work with project teams and
committees.
SKILL IN: Computer use; word processing program proficiency required. Capability in
Windows software programs and data base applications a plus. Training certificates in
environmental regulations, e.g. 40 hazmat training useful, but not required.
NECESSARY SPECIAL REQUIREMENTS: Valid driver's license. Physical capacity to
conduct field work under a variety of conditions.
