7 Page 6 April 17, 1995 Smoke Signals Tribal Housing Update New interim housing program policy and pro cedures have been approved by the Tribal Coun cil for 1995. The housing staff will be mailing out letters to all applicants to update their appli cations based on the new guidelines. If you are still interested in being considered for a home repair grant or a down payment grant, it is im portant that you respond to the letter by contact ing the housing office to update your file. If the Housing Department does not have your current address, you need to call them. Based on the available funding, approximately 3-4 down pay ment grants of $5,000 each and 3-4 home repair grants of up to $20,000 each will be awarded within the next several months. Funds are also available for emergency home repairs, with pri ority going to elder households. Staff is currently beginning work on 5-6 ma jor home repair jobs which were funded with 1994 BIA HIP carryover funds, as well as sev eral emergency repair grants. Awards for recent bids Housing A bid for a Housing Improvement Project (HIP) job was given to Interior Components of Portland. The top three bids were from: Interior Components $34,355 Yurok Construction (Warm Springs) --$34,358 Kola Sales & Service (Portland) -- $56,194 The bid was awarded to Interior Components based on the following factors: The project was put out for bid twice. Only one bid was received. It was significantly lower and was submitted by the second lowest bidder. Although there is only three dollars difference between the two lowest bidders, neither contrac tor knows each other, or have worked for the Tribe before. The work included electrical, plumbing, foun dation, sheetrock, new doors and windows, and building approximately a 205-foot addition. Natural Resources A remodeling project came open for bid on March 1 7 for remodeling the Forestry storage shed. Only one bid was submitted. The contract was awarded to Eagle Feather Con struction at $5,650. KNOWLEDGE OF: Basic knowledge of methods, prac tices and procedures of silviculture and timber sales preparation, road design and layout; basic firefighting methods and safety practices in area of responsibility. ABILITY TO: Make accurate mathematical computa tions; communicate effectively both verbally and in writ ing; work in adverse weather conditions and walk over steep terrain; maintain an effective working relationship with other employees. MINIMUM QUALIFICATIONS: EXPERIENCE AND TRAINING: High school gradua tion or equivalency; and one year experience in for estry activities; or any satisfactory combination of ex perience and training which demonstrates the knowl edge, skill and ability to perform the above described duties.
