Smoke Signals February 1-15, 1995 Page 6 1995 Approved Budget Social Expenditures Health and Social Services: $5,814,498 Provides for clinic services, contract health care, community health representatives, mental health, dental services, adult and youth chemical depen dency treatment services, social services, Indian Child Welfare, JOBS, Senior Services, etc. See budget table for specific budgets. Education and Training Services $444,806 Provides higher education, adult vocational train ing, and adult education services ($235,000). This area also includes tribal funded programs for schol arships, funds to implement a counseling program with Chemeketa Community College and funds for training services related to the gaming center ($1 86,000). In addition, covers funding for library services grant ($3,774), child care program ($43,832) and Johnson 0'Malley ($27,248). Burial Fund $60,000 These funds provide burial costs under the Tribal burial program. Any funds not expended are placed into a special fund to establish a self-sustaining burial program for the Tribe. Tribal Court $49,700 Provides Tribal Judge services, salary for court clerk and operating costs for the tribal court. Public Works-Law Enforcement $45,000 In an agreement with Polk County, the Tribe is providing funding for a deputy to patrol the Grand Ronde area. Tribal Newsletter $87,000 Provides funding for the tribal newsletter pro gram. Costs cover salaries, printing, postage and other operating costs. Economic Expenditures Housing Development $359,21 0 Provides staffing and operating costs for the hous ing repairs and improvements ($208,244). These services are now funded with tribal revenues rather than Bureau of Indian Affairs funds. The funds provide home loans, emergency repairs and major repairs and repair loan assistance. It also includes the Housing Development Program which will plan and coordinate housing development on tribal lands. Funding sources for this program include tribal revenue ($70,090) and an Administration for Native American grant ($80,876). Community Infrastructure $92,581 Covers the cost for Public Works staff. Public Works coordinates community planning and in frastructure development, and maintenance and upkeep of tribal facilities and lands. Economic Development $774,234 This category includes Small Business develop ment ($271,484) and Spirit Mountain Develop ment Corporation ($502,750) budgets. Small Busi ness development provides training and education programs and technical assistance to tribal mem bers in developing a small business. The Corpo ration is the economic development branch of the Tribe and is coordinating the establishmentof the Gaming Center for the Tribe. Resources Management $1,039,792 Provides for the management of the Grand Ronde Reservation timberlands. A portion of the funds ($622,294), are from the 1 0 percent federally man dated set aside for forestry management and re forestation activities. Another $325,000 is BIA contract funds. This category also includes the fish and wildlife program ($42,498). Fish and Wildlife activities include stream enhancement and implementation of the hunting, fishing and gath ering agreement between the Tribe and State of Oregon. Also provides funding for a Cultural Resources program and staff ($50,000) to work on monitoring of archaeological sites significant to the Tribe. LandBuilding Acquisition $125,000 These are funds set aside for purchase of lands and facilities. Capital Improvements $844,890 These are funds set aside for facility and infra structure developments. Major activities for 1995 will include construction of a new Forestry facil ity which will be relocated due to the Gaming cen ter, and water improvements for the Grand Ronde Water District. t Other Expenditures Equipment Acquisition $100,000 This covers the purchase of major equipment for the Tribe, including vehicles, computers, copying machines, etc. Contingency $100,000 Provides funds for unanticipated costs during the year. Total Expenditures are projected at $13.1 mil lion for 1995. Fund Transfers The Tribal Council has authorized the transfer of funds in the following areas with the adoption of the 1995 budget. Operating Transfer $502,750 Transfer from the Economic Development Fund to the Enterprise Fund (Spirit Mountain Corporation). Economic Transfer $1,000,000 Transfer from the General Fund to the Economic Development Fund. The purpose of this fund is to provide a reserve fund to cover unanticipated economic development costs, such as related to the gaming project, and to provide resources for potential new economic development opportuni ties. Pension Transfer $500,000 Transfer from the General Fund to Trust Fund area. Provides funding for the establishment of a new Trust Fund that would provide pension ben efits to members. Initially, interest from the fund will be used to provide an annual payment to el ders. As the fund grows, the allocation will change. The Council will be developing policy on the fund in the future. Health, Education & Housing Transfers $150,000 Transfers funds from the General Fund to the Trust funds set up for Health, Education and Hous ing. Each fund will be allocated $50,000. Once these funds reach the goal of $600,000, interest will be used to provide health, education and hous ing services to members. Tribal Operations Fund $375,000 Transfers funds from the General Fund to the Tribal Operations Trust Fund. This amount ad justs the fund to keep pace with inflation.
