All actions by the Tribal Council and staff should further the strategies or implement the actions described in the Plan. Parts of the Strategic Plan should not change every year principles like self-sufficiency, efficiency, and fairness should have a long life. The Strategic Plan will also contain, for each Division, state ments about missions, strategies, and actions. In most cases, the mission and strategies will change only slightly year to year but some actions will take more time than planned; some will have less success than expected; new actions may be needed to re spond to new opportunities and problems. Thus, actions will change year to year. Normally, such changes will be handled as part of the annual budget process in the Fall. After several years, how ever, several things make a full review of the Strategic Plan de sirable. First, the small annual changes to actions (including the completion of actions) makes much of the plan obso lete. Second, as actions suc ceed or fail, strategies may change. Third, the process of strategic planning can revitalize an organization. What Happens Next? About three months remain in the strategic planning process. The box below shows what's left. Tribal members can help in three ways: 1. Complete and return the ac companying survey (the green sheet you found in the middle of this insert). The survey gives you a chance to express your opinions about potential strate gics described above. 2. Comment on the Draft Stra tegic Plan. It will be available for review and public comment in late October. Call the num bers below if you want a copy. The plan will be revised based on the comments of Tribal members. 3. Read monthly articles about the strategic planning process, and opportunities for public participation, in Smoke Sig nals.
