Smoke Signals April 1994 Page 11 COMMUNITY NEWS Spirit Mountain Development Corporation: Contractor Selection Tribal Council established Spirit Mountain Development Corporation's primary goal as producing revenue for the Tribe. Tribal Council and the Corporation's Board of Directors agree that in order to produce revenue and compete in the business world, the corporation must be run as a business. To succeed in business, the corporation must make decisions based on the least risk and greatest return to the corporation. In hiring contractors, the corporation must select those who are qualified to do the job correctly, efficiently, and timely. If the corporation does not hire qualified contractors, then work performance will not be acceptable, jobs will not be done on time, and the corporation will not achieve its goals. The corporation employees intend to do everything possible to hire qualified workers. Whenever possible, the corporation will hire tribal member contractors. In most situations, written bids will be obtained for construction and other major contracts. The amount of notice and advertising for a particular bid will vary depending on the amount of time available and the size of the contract. In every case, the corporation will try to notify tribal member contractors. The corporation is working with the Tribe's Small Business Development Department to develop a way to notify tribal members of projects. The Small Business Development Department will prepare a list of tribal members qualified to perform contracts. The corporation will notify those persons of proposed corporation projects. The corporation will select tribal members for projects if they are qualified, have the proper insurance and bonding, and submit a bid that is equal to or lower than non-member bids. "Qualified" means having adequate experience, equipment, manpower, and other resources necessary to perform the job. Tribal members do not necessarily have the most experience and best resources. In most cases, if a tribal member clearly has the necessary qualifications to perform a project properly and at a price equal or lower than other bids, then the tribal member will be awarded the job even though a non member may have moreexperienceand resources. When the corporation hires a general contractor, the general contractor will hire hisher own subcontractors. The corporation will ask the general contractor to use tribal preference policy similar to the corporation's policy. The corporation's mission is to maximize revenue and provide tribal members with employment. In order to ran a business and achieve these goals, the corporation must select qualified people to build facilities and perform projects. The corporation encourages tribal member contractors to contact the Small Business Development Department to be placed on the list and to obtain necessary qualifications io perform projects for the corporation and for the Tribe. Look Who's Working For The Tribe... P AM WARREN Pam Warren is the new secretary for the Tribal Family Action Program. She began work on January 17, and recently moved from Coos Bay, Oregon where she's lived for the past nine years. Pam attended Southwestern Oregon Community College for two years before going to work at the Bay Area Hospital in Coos Bay, where she worked in Medical records for five years. Pam's grandmother is Blanche Lillard and her parents are Phillip "Tonto" Warren and Reita Warren. She has two daughters, Kathcrine and Alexandria. Pam lives in Willamina, and said, " I hope to be active in our community and tribal events. EXPERIENCE & TRAINING: Bachelor's degree in one of the following areas: Business, Public Administration, Business Administration, Urban Planning, or Management, or five years of progressively responsible experience in the field of housing development, preferable in federal, state, or tribal programs, real estate, land development, construction andor financing; or any satisfactorily combination of experience and training which demonstrates the knowledge, skill, and ability to perform the above described duties. KNOWLEDGE OF: Variety of financing options for tribal housing construction; federal housing programs and policies; basic management techniques; good employee relations practices. ABILITY TO: Work with a variety of people, including staff, Tribal Council, volunteers, tenants, federal and state employees, and financiers. Must be able to work with low-income andor minority communities. Must be able to supervise and coordinate a housing development program for conception through construction; establish and maintain working relationships with funding sources. SKILL IN: The use of standard office equipment including a computer; effectively delegating authority and supervising the work of others; written and oral communication.
