Program and Services
WHO IS ELIGIBLE?
Tribal members who are applicants or recipients of
AFDC assistance and reside in the tribal six county
service area. The service area includes the counties of
Tillamook, Washington, Multnomah, Yamhill, Polk
and Marion.
HOW DO YOU BECOME A PARTICIPANT IN THE
GRAND RONDE TRIBAL JOBS PROGRAM?
- Tell your AFDC caseworker that you are a
member of the Confederated Tribes of the Grand
Ronde. 1
Your caseworker will notify the Grand Ronde
Tribal JOBS Program.
The Tribal JOBS coordinator will then contact you
foran initial intake to determine if you are eligible
forservices.
- If you are determined to be eligible for services,
you will be asked to participate in a comprehensive
assessment to determine your skills and needs. An
Employment Plan will be developed and imple
mented to work towards getting you, and eligible
family members, employed and to become self
sufficient. Support services will be provided as necessary and
in accordance with program guidelines.
JOBS PROGRAM COMPONENTS
The Tribal JOBS Program will assist you in getting
the following types of help:
Education Assistance:
a) High School Education or High School
Equivalency.
b) Basic and remedial education to provide
individuals with a basic literacy level.
c) Education in English proficiency.
Job Skills Training:
- Vocational Training
Job Readiness Activities: - - -
- Activities geared to prepare the participant for
workplace expectations.
Job Development and Job Placement
Activities:
a) Identifying and locating labor market
opportunities.
b) Marketing participants
c) Securing a job

- The Adult and Family Services Division is respon
sible for support services for child care while you
are a participant in the Tribal JOBS Program.
Grand Ronde Tribal JOBS Program

- The Tribal JOBS Program will provide coordin
ation and referral with other appropriate agencies,
such as the JTPA agency and Tribal Education
Program.
- JTPA Agency referral may include:
a) Job search assistance
b) Classroom training programs
c) Work experience program activities
d) On the job training
- Tribal Education Program referrals may include:
a) Johnson O'Malley
b) Adult Vocational Training
c) Higher Education
d) Adult Education
- Other Agencies as Appropriate

System

An innovative birth control system is now available in
Canby.
The Norplant System, approved for use in the United
- States six months ago, consists of six thin capsules made
of soft, flexible material. They are placed under the skin
on the inner surface of the upper arm, through a small
incision. The procedure takes about 30 minutes.
Bette Seagren, Certified Family Nurse Practitioner
(C.F.N.P.), at the Health Practitioner Clinic in Canby,
recently attended a one-day workshop at the University
of Oregon Health Science Center and was taught how to
insert the Norplant System by Dr. Mike Nichols, M.D.
"I think it's the up and coming thing," she said. "It
probably comes out cheaper in the long run instead of
paying $20 a month for pills."
The capsules are 2.4 millimeters in diameter and 34
millimeters in diameter and 34 millimeters long. The
contraceptive effect lasts for five years and can be
removed at any time.
The effect of the capsules is reversible as soon as they
are removed, according to Seagren.
The system works in a combination of ways, the most
noticeable of which is by inhibiting ovulation so eggs will
not be produced regularly, and by thickening the cervical
mucus, making it difficult for sperm to reach the egg.
Women in France and Germany have been using the
system for the past 25 years.
Women can use the system if they:
Are considering sterilization, but are not ready to make
a final decision.
Want long-term, reversible contraception.
Want to avoid daily contraceptive use or coitus-related
contraceptive methods.
Want to form a hormonal contraception, but does not
wish to use estrogen-containing contraceptives.
Are not an appropriate candidate for IUD use.
Women with liver disease, vaginal bleeding, breast
cancer or blood clots should not use the system or
should consult their physician before using so, Seagren
said.
The system costs $350. The Health Practitioner Clinic
charges $150 for insertion, making the total bill $500.
Oregon Medicaid and some private insurance compa
nies will pay for the procedure.
