Smoke Signals October 1991 Page 7 JOB ANNOUNCEMENTS Rehabilitation & Aftercare Specialist REPORTS TO: Alcohol and Drug Program Director SALARY: $25,000 to $30,000 DOE DEADLINE: October 18, 1991, 5:00 p.m. RESPONSIBILITIES: This position shall provide administrative coordina tion, direct care and support services for substance abuse rehabilitation and aftercare activities as man dated by PL 99-570, the Anti-Drug Act of 1986. DUTIES: - Develop, maintain and monitor the quality of care as it relates to patients receiving alcoholdrug related treatment care. Coordinates all functin relating to PL-570 as they relate to quality assurance and reporting require ments. - Functions as liaison between the Indian Health Service - Portland Area Office Intervention Team, Tribal Substance Abuse Program and other agencies. Coordinates, designs and arranges training activities directed toward substance abuse staff members as well as others identified. Coordinates, develops and maintains aftercare supportive services for persons returning from resi dential substance abuse treatment programs. - Coordinates, develops, and provides family counseling in concert with the patient's treatment plan. Coordinates and provides direct care activities for all RehabilitationAftercare patients. . ' : - Provides referral of patient to public and private resource agencies in order to assist patients in resolv ing substance abuse problems. - Identify and assist youth in establishing positive alternatives to the prevention of alcohol and substance abuse, working with schools, youth groups, communi ties and other agencies, local and state agencies. - Provides case and program consultation for the development of comprehensive community substance abuse services. - Provides crisis intervention services to persons, especially youth, in acute emotional distress. Offers psychological treatment modalities to patients experi encing significant situational disruptions affecting coping abilities and to patients with substance abuse problems. - Prepares and maintains case record, medical summa ries, and monthly statistical and narrative reports. - Coordinates with the Siletz Tribal Rehabilitation Aftercare Specialist to insure parity in the caseload distribution and identifying un-met needs for planning purposes on a monthly basis. QUALIFICATIONS: - Prefer Mental Health Professional (Masters). - Must have B.S.BA. with major in Counseling or related field, or have six years of work experience with youth in alcohol and drug field. - Must be a certified Substance Abuse Counselor. - Must have at least three years work experience in the alcohol and drug field with youth. - Experience in working with the Native American population, supervisory experience in a clinical setting is helpful. REPORTS TO: Alcohol and Drug Program Director RESPONSIBILITIES: This position is responsible for the delivery of effective treatment services for the membership of the Confeder ated Tribes of Grand Ronde; responsible for participa tion in the development and design of effective treat ment and prevention activities, for the delivery of education services toyouthadult patients, family, and community, and for overall quality assurance activities. DUTIES: Direct activities toward specialized treatment and rehabilitation as follows: Provide client assessments that shall include personal history, alcohol abuse history, physical, social psycho logical, and spiritual evaluations; - Develop and implement individualized comprehensive alcoholism treatment plans based on the assessment; Implement specific individual and group counseling sessions for the client and hisher family, Utilize the various community resources as may be needed to assist the client in plans for education, vocational training, employment or housing; - Help client schedule activities for personal, social, and emotional rehabilitation; - Coordinate and serve as liaison with courts, probation officers, andor social services agencies, as needed; Maintain all patient records in accordance with the policies of the Tribe and Indian Health Services; - Perform counseling duties in all phases of out-patient counseling; Maintain and submit all required reports and forms; - Other duties as assigned. QUALIFICATIONS: - Current certification as an alcohol counselor, and 3 years experience as an alcohol counselor; - Past experience working with Indian people preferred; - Demonstrate knowledge of AA, ALATEEN and other community programs; - Must possess valid Oregon Driver's License; Must have adequate transportation; - Must possess current CPR certification, or obtain certification within 30 days of hire; and - Minimum of 3 years sobriety required. Must be able to maintain and document all required forms and reports. Must participate in case staffings and quality assurance activities. QUALIFICATIONS: - Previous experience in prevention and education activities with youth and adults. - Intervention and education counseling. - Knowledge of alcohol and drug assessments and evaluation. - Experience working with Indian people. - An ability of presenting information to large and small groups. - Reliable transportationvalid Oregon Drivers License required.
