similar letters are returned by the post office because of
faulty addresses. ,
Beneficiaries have 60 days to respond to the requests.
Those who fail to respond may face suspension or ..i,
termination of their USDVA benefits. Beneficiaries; ; a
whose addresses have changed and do not receive the
request should contact their nearest Oregon County
Veterans Service Officer or the Oregon Department of
Veterans' Affairs in Portland or Salem, toll free at 1-800-692-9666.

CHANGES IN VETERANS
BENEFITS LAW

The Consolidated Omnibus Budget Reconciliation Act
of 1990 (P.L. 101-508) includes several provisions that
have a dramatic (and negative) impact on veteran
claimants. Only one of these is discussed below.
In the past, while disabilities such as alcoholism and
drug addiction have been considered of willful miscon
duct origin, organic diseases and disabilities which were
secondary to such "vicious habits" were not considered
to be of willful misconduct origin.
Some examples of this are: cirrhosis of the liver,
pancreatitis, organic brain syndrome, aseptic necrosis,
and seizure disorder due to chronic alcoholism; auto
immune disorders (HIV) due to I.V. drug abuse;
psychosis or neurosis due to cocaine or L.S.D. abuse;
and mammoplasia due chronic cannabis abuse.
Because of Public Law 101-508, any claim for benefits
for such secondary diseases or disabilities which is
received by the U.S. Department of Vctrcans Affairs on
or after November 1, 1990, will be disallowed.
Although this seems to be a return to a less enlight
ened perception of the problems of substance abuse, it is
the law of the land. If you believe Congress was in error
in creating this change, contact your elected representatives.
