CLOSING DATE: May 31, 1991 - 5:00 p.m. DUTIES: Performs professional current and long-range planning for the Confederated Tribes of the Grand Ronde Community of Oregon. Responsible for inter preting, developing and enforcing Tribal land use laws and ordinances. Work involves a variety of technical and analytical functions relating to Tribal comprehen sive land use plans, land use permit applications and policies and procedures adopted by the Planning Committee. Assignments are both routine and on a special project basis requiring independent judgement and decision-making. Work may involve occasional travel into the field to review sites for and meet with other governmental entities. RESPONSIBILITIES: Drafts and participates in the development and implementation of Tribal land use codes and ordinances. Reviews and processes various land use permit applications such as conditional uses, variances, zoning changes and land partitions. Reviews and comments on building permit applications, checks plot plans and sketches for confor mance with Tribal adopted zoning regulations. Participates with Tribal administration in preparing comprehensive land use codes and ordinances under Tribal jurisdiction, including drafting implement-, ing ordinances, developing growthzoning boundaries, presenting the comprehensive plan before the Tribal government for review and approval and updating and revising the codes and ordinances as needed. Prepares technical planning work as needed. Prepares and presents reports on planning issues with recommendations for decision-making to Planning Committee and Tribal Council as appropriate. Responds to and investigates alleged violation of land use ordinances; prepares written reports of findings with recommended action to be taken. Performs other related duties as assigned. QUALIFICATIONS: Must have knowledge of modern land use principles and practices. Must have knowledge and experience working with Indian governments. Must have ability to conduct research, organize, draft and revise comprehensive land use plans and related implementing ordinances in accordance with local needs and State requirements. Must have ability to deal with the public in a courteous and tactful manner. Must have ability to work independently within established policies and procedures. EXPERIENCE: Must have at least one year of experience at a level equivalent to an Assistant Planner. Must have a Associate's Degree in Planning, Management, Business Management, Administration or related field; or three year's work experience in such fields. OTHER: Must possess a valid Oregon Driver's License. TribalIndian preference applies. Job Announcement: Position Description POSITION TITLE: Administrative Assistant REPORTS TO: Tribal Planner SALARY: $13,500 - $16,500 D.O.E. CLOSING DATE: May 31, 1991 - 5:00 p.m. MAIN OBJECTIVE: Provide secretarial support to Tribal Planner and Planning staff. Ensures accuracy of records, and maintains record keeping system consistent with Tribal, Federal, and State program policies. DUTIES AND RESPONSIBILITIES: Using word processing equipment and elec tronic typewriter, prepares and processes correspon dence for Tribal Planner and Planning staff. Answers verbal and written requests for information from individuals both within and outside the organization. Provides telephone coverage in absence of receptionist in coordination with support staff. Maintains rapid retrieval system for program contracts, planning documents and administrative files. Ensures all materials and documents pertaining to Contracts, Planning and Administration are filed in a timely manner, and that pertinent information or contract changes are routed to the appropriate staff. On a daily basis, logs all incoming mail from all Federal, State, County, or City agencies addressed to Tribal Planner and Planning Staff. Logs outgoing mail daily. Monitors and provides follow-up with Planning Staff for reporting deadlines. Ensures quarterly and annual reports are sent to appropriate agencies and individuals at the direction of the Tribal Planner. Maintains amiable relationships with co workers, staff, and others within and outside the organi zation. Provides secretarial support services and research assistance. Other duties as assigned. MINIMUM QUALIFICATIONS: High School graduate; two years recent office experience or AAAS Degree in relevant field pre ferred. Ability to work well with others, and the general public. Ability to communicate clearly, both orally and in writing. Able to research and assimilate both internal and external information. Ability to operate word processing equipment and experience with Word Perfect helpful. Ability to work with minimum of supervision. Willing to attend training. Willing to travel. TRIBALINDIAN PREFERENCE APPLIES RESPONSIBILITIES: Handles Social ServicesIndian Child Welfare cases under supervision of Social Services Program Director. Assists with Tribal Shelter Home caseload; provides reliefrespite care for shelter home manager (youth aged birth to 18 years, with preference given to youth birth to 12 years of age) including child care supervision, maintaining logs and records. Caseworker will be required to appear in TribalState court hearings involving clients. Provides writtenoral reports to TribalState Courts. Able to establish trusting relationship with clients to facilitate family reunification. Provides counseling, information referral, crisis interventionemergency assistance, advocacy for clients in dealing with social, economic, emotional or physical problems. Maintains liaison relationship with other local, state and federal agencies for identifying alternate resources for social service clients. Coordinates services for clients within the Tribal structure. Participates in staff and client case planning sessions. Maintains client fields and datainformation system. Assists in provision of personal growth, medi cal, nutritional, educational, recreational, and cultural activities for clients in accordance with Tribal policies procedures. Provides lifeskills assistance for clients. Other duties as assigned. QUALIFICATIONS: AAAS in Human Services field or 4 years of experience working with adults and youth. Experienced and knowledgeable in youth residential care, providing support and family counseling services, and normal child andor adolescent develop ment. Experience working with Native Americans preferred. Experience in maintaining client recordslogs. Willing to attend training; willing to travel. Valid Oregon Drivers License and appropriate insurance required. Criminal recordsbackground check required. Must have, or able to receive within 30 days, first aide and CPR certificate.
