1990 HUNTING GUIDELINES
The Fish and Wildlife Committee will be issuing 350
deer, 45 elk and 5 bear tags to eligible tribal members
for the 1990 hunting season. The following guidelines
have been adopted by the Fish and Wildlife Committee
to give as many tribal members as possible the opportu
nity to use their hunting privileges.
Tribal members, please remember that you still must
follow State hunting laws, seasons and bag limits. Tags
issued by the Tribe are only valid in the Trask Manage
ment Unit (consult your Hunting, Fishing, and Gather
ing Handbook for description. If you need another
handbook, contact Brent at the tribal office).
To exercise your tribal hunting privileges, you must
have: 1) a tribal Identification Card; 2)a valid annual
hunting sticker attached to the back of the I.D. card and;
3) the appropriate deer, elk or bear tag issued by the
Tribe.
This year, bow deer, general deer and muzzleloadcr
deer tags will be available on a first come, first serve
basis. To apply for bow elk, general elk, general bear or
controldamage elk tags, you must complete and return
the appropriate application for the type and species of
hunt you are interested in.
The tag winners for the bow elk, general elk, control
damage elk and general bear hunts will be selected and
announced at a public drawing. The drawing will be
held on Tuesday, August 7, 1990 at 6:30 p.m. at the
Tribal Office.

BOW DEER, GENERAL DEER AND MUZZLE
LOADER DEER GUIDELINES:
SEASONS:
BOW DEER: August 25 - September 23, 1990
GENERAL DEER: September 29- November 7, 1990
MUZZLELOADER DEER: November 24 - December
9, 1990
PLEASE NOTE THIS IMPORTANT CHANGE:
There are 350 tags available for bow, general and muz
zlcloader deer hunts. This year, bow deer, general deer
and muzzleloadcr deer tags will be available on a first
come, first serve basis. Tags can be picked up following
the drawing for the other tags on August 7th, 1990.
Tribal members will be issued one deer tag at a time.
For instance, if you have a bow deer tag, you will be
ineligible to receive a general deer tag until the bow
deer tag is returned or a kill reported.
BOW DEER, MUZZLELOADER DEER AND
GENERAL DEER TAG RETURN DEADLINES:
Tags must be returned and kills reported no later than
the specified dates listed below:
Bow Deer Monday, October 8, 1990 - 5:00 pm
General Deer....Wednesday, Nov. 21, 1990 - 5:00 pm
Muzzleloader Deer Monday, Dec. 27, 1988 - 5:00 pm
BOW ELK AND GENERAL BEAR GUIDELINES:
SEASONS:
BOW ELK: August 25 - September 23, 1990
GENERAL BEAR: August 25 to November 30, 1990
Tribal members who would like a Bow Elk or General
Bear tag will need to complete the appropriate tag
application forms. Complete only one application per
category. Multiple applications per category will result
in all applications being invalidated for the individual.
All tag applications must be received by 5:00 pm on
August 7th. Any tags received after the deadline will not
be considered for the drawing and will be returned to
the applicant.
The tag winners will be selected and announced at the
public drawing held at 6:30 p.m. on August 7th at the
Tribal Office.
Winners will need to pick their tags up in person. Tags
can be picked up following the drawing on August 7th,
during regular business hours Monday through Friday,
or on the specified hours listed in next month's newslet
ter for the annual Pow Wow on August 17lh,18th and
19th.
If you are traveling from out town to pick up tags,
please call ahead to be sure someone is available to
issue tags.
BOW ELK:
Ten Bow Elk tags will be available for the season,
August 25 to September 23, 1990.
Those interested in the Bow Elk hunt may also submit
an application for a General Elk hunt, but their name
will be withdrawn from the General Elk hunt if they win
a bow tag. Thus, the five Bow Elk tag winners will not be
eligible for a general season elk tag, unless there are
remaining tags after the general season drawing August
7th.
Bow and General Elk hunt applicants can apply for a
controldamage elk tag and participate in the hunt.
Applications for tags are due by 5:00 pm on August 7th.
GENERAL BEAR:
Five General Bear tags will be available for the season,
August 25 to November 30, 1990. Tag applications are
due by 5:00 on August 7.
BOW ELK AND GENERAL BEAR TAG RETURN
DEADLINES:
According to the Agreement between the Tribe and
State, the Tribe is required to submit an annual Final
Hunting Report to the Oregon Department of Fish and
Wildlife. Therefore, tribal tags must be returned, and
kills and lost tags must be reported to the tribal Fish and
Wildlife Program no later than the specified dates listed
below.
Bow Elk .Thursday, October 8, 1990 - 5:00 pm
Bear Wednesday, December 14, 1990 - 5:00 pm
Failure to return tags, report kills or lost tags, or any
other state or tribal violations may result in penalties.
Tribal penalties may include at least one year loss of
tribal hunting privileges.
GENERAL ELK:
Season: First Season - November 12 -15, 1990
Second Season - November 19 - 25, 1990
TAGS AVAILABLE: FIRST SEASON - 26 TAGS
SECOND SEASON -14 TAGS PLUS UNUSED
FIRST SEASON TAGS.
GUIDELINES:
Tribal members wishing to hunt with a tribal elk tag
will need to complete a General Elk application form
and return it to the Tribal Office no later than August
14, 1990. Applications received after 5:00 p.m. on
August 14 will not be eligible for the drawing and will be
. dated and returned to the applicant.
Those interested in the Bow Elk hunt may also submit
an application for a General Elk hunt, but their name
will be withdrawn from the General Elk hunt if they win
a bow tag.
Thus, the five Bow Elk tag winners will not be eligible
for a general season elk tag, unless there are remaining
tags after the general season drawing August 14th.
However, if you applied for either a general season elk
tag or a bow elk tag, you can apply for a controlled
damage elk hunt tag.
A public drawing for the eligible tags will be held at
6:30 pm on August 14th. Individuals can select their
preference for the first or second season elk hunt. The
preference must be circled on the application form. If
no preference is selected or both circled, the tag will be
invalidated. In the event first season tags arc not filled,
the applicant in rank order drawn will be contacted and
offered the tag for the second season
GENERAL ELK TAG RETURN DEADLINES:
General Elk:
First Season Thursday, Nov. 15, 1990 - 5:00 p.m.
Second Scason....Friday, December 7, 1990 - 5:00 p.m.
WARNING: FIRST SEASON TAGS MUST BE
RETURNED OR KILLS REPORTED BY THURS
DAY, NOVEMBER 7TH AT 5:00 PM FOR FIRST
SEASON ELK. TAGS NOT RETURNED WILL BE
CALLED INTO THE STATE POLICE AND INVALI
DATED FOR THE SECOND SEASON HUNT, AND
THE TRIBAL MEMBER SHALL BE SUBJECT TO
STATE AND TRIBAL PENALTIES.
CONTROLDAMAGE HUNTS:
CONTROLDAMAGE ELK:
The Tribe will receive a limited number of tags for the
following controldamage elk hunts: Consult your 1990
Oregon Fall Synopsis on elk for a detailed description of
these areas.
To apply for these hunts, complete the Control
Damage Elk application form. Any eligible hunter can
apply for these hunts, even if you have applied for a Bow
elk or General Elk tag. However, complete only one
application for this category. Multiple applications will
result in all applications for that individual being
invalidated. Tag applications are due by 5:00 pm on
August 7th, 1990.
The drawing for these tags will be held on August 7,
1990 at 6:30 p.m. at the Tribal Office. Tag winners will
be assigned a specific hunt according to the rank they
are drawn. These tags will be issued later in the year.

1. ) Relationship to State Law
It is the intent of the Tribe to fully uphold the Agree
ment with the State. Accordingly, any tribal member
shall be subject to state regulations and penalties if:
a. The tribal member does not have valid tribal license
or a valid applicable tag in possession.
b. A tribal member has not properly filled out a tag and
affixed it to the animal; or
c. A tribal member has not compiled with all other state
tagging, possession and transportation regulations not
inconsistent with the Agreement.
2. ) Violations
Any failure to follow tribal regulations shall be a
violation of tribal regulations shall report it to the
Committee in detail including a list of any other wit
nesses. The report shall be signed by the reporting
member.
It is the intent of the Tribe to establish a tribal court as
required in the Tribes' Constitution. Upon said estab
lishment, the Tribal Council shall determine the extent
to which the court shall exercise authority over violations
of the Fishing, Hunting and Gathering Ordinance.
3. ) Notice of Violations
The Committee shall notify the tribal member of any
reported violation alleged to have been committed by
him or her. The notice shall be in writing and shall
include the following:
a. A statement of the facts constituting the alleged
violation.
b. The date, time and place of the Committee's next
meeting;
c. That the tribal member may present any evidence
relevant to the alleged violations to the Committee at its
next meeting.
The notice shall be sent by certified mail to the
members last known address. If the notice is not
accepted within five working days, the Committee shall
send a second notice by certified mail. The second
notice shall state, in addition to the information on the
