Smoke Signals May 1990 Page 15 TRIBAL COUNCIL MINUTES 03-07-90 TRIBAL CORPORATION BUDGET REQUEST: Candy submitted a proposed budget for the Tribal Economic Development Corporation to Council. Jim explained that everything included in the budget are currently covered in the existing budget for Economic Development. Consensus of Council was to have costs in the submitted budget taken out of the current Economic Development budget rather than set up another budget. Gordon Macpherson has resigned from the Corporation. Diana Denhem, Chairperson for the board, will contact Dave Bishop (alternate) to see if he is interested in sitting on the board in Gordon's place. Mary Trcvino reported that approximately two dozen applications have been received for the Economic Development Specialist position and more are expected. A secretary will be hired after the E.D. Spec, position is filled. OTHER BUSINESS: - Candy requested a close session of the Council to discuss concern about a raise that was recently granted to a Tribal employee at 7:14 p.m.. Council entered back into regular session at 7:25 p.m.. Tribal Council Meeting Minutes 03-21-90 NPAIHB Quarterly Meeting Veterans Participation: Merle Holmes requested Council approval to attend the Northwest Portland Area Indian Health Board quarterly meeting to represent the Tribe during the activity plan honoring Veterans. Consensus of Council was to j approve the request.'1-' wrny. msw v.v, , ! w - , v ' ' 1 1 mmmmmmmmm Grand Ronde postmaster Betty Cummerford recieved this retirement gift from the Tribal Council in April. - Betty Commerford Retirement Gift: Betty Commcr ford, Post Mistress, will retire on Friday, March 30, 1990. Council authorized Mark to present Betty with a Pendleton blanket on behalf of the Tribe. - ICWAEnrollment: Mark requested authorization to research the possibility of amending the Enrollment Ordinance to include a method of notification to a parent when a parent is relinquishing membership on behalf of a child. Council consensus was to approve the request. - Tribal Court: Mark has received numerous calls concerning Indian Child Welfare cases and stressed the need to begin operation of our Tribal Court. Ed Goodman, NAPOLS attorney, highlighted changes made to the contract sent to him by Lcs Marsten, Tribal Court Judge. Council approved the changes by consen sus. " '. . ''. Other business: Bob reported that we will need approximately $34,000 to pay for the fire trucks for the Forestry Program before the $300,000 grant for the Forestry program comes through. Candy moved to authorize payment of the approximately $34,000 to be made for the two fire trucks. Wilma seconded the motion. Motion carried. Tribal Council Meeting Minutes 04-04-90 - Indian Priority System - BIA Program Budgets: Mark explained that the Bureau called and needed approval of our IPS program budgets by Friday, April 6, 1990. Resolution No. 024-90 - Ray moved to adopt a resolu tion approving the Indian Priority System program -budgets in the order listed below. Kathryn seconded the motion. Motion carried. 1. Adult Education 10.0 - Willamina Fire District Request: Mark reviewed the letter sent by Kathy Schwalen, Willamina Fire District, asking the Tribe for cither some donated land, land at a reasonable price or land to lease for a new fire station here in Grand Ronde. Council authorized Mark by consensus, to begin researching ways to assist the Willamina Fire District with this. Tribal Council Meeting Minutes 04-11-90 Indian Child Welfare Ordinance Amendment & Tribal Court: Resolution No. 026-90 - Ed Goodman explained reasons for suggesting the current ICWA ordinance be either rescinded or amended to include the Transfer of Jurisdiction he submitted to Council for review. He noted that if the Council elected to amend the current ICWA ordinance, then Council would also have to rescind Section 11 of the current ordinance. Candy moved to adopt a resolution to amend the current ICWA ordinance, (adopted February 29, 1988) to include the Transfer of Jurisdiction noting that Section 11 of the current ordinance be deleted and also that it will be temporary until another ICWA ordinance is drafted and adopted. Wilma seconded motion. Motion carried by a vote of 8 yes, 0 no and 0 abstentions. NAPOLS will have a draft of the ICWA ordinance ready in two weeks. Dick Ross, Anthropologist - Oregon State University: Dick Ross introduced himself to Council and explained that he currently teaches various classes pertaining to Indian Culture at Oregon State University. He told the Council that he feels there are archaeological sites in the McDonald forest near Eugene. He will conduct some field testing June 18th through August 10th this summer and invited any member of the Council who wishes, to visit the site. He requested Kathryn's participation in speaking before one of his classes. Council consensus was to approve the request. - Health, Education & Housing Funds: Written and oral comments on the Health, Education and Housing Trust Funds were submitted to Council for review. Merle Holmes suggested a Task Force be appointed to include Mark and Jim to review the Housing portion since we do not have a Housing Committee. The Health and Human Services and Education Committees will review the appropriate comments and all will make their final recommendations to Council. ! - Pow Wow Invitation: Bob moved to authorize Mark to invite Miss NCAI to our Pow Wow in August and let her know we will provide air fare, lodging costs and $25 per day. Merle seconded the motion. Motion carried. Mark submitted a chart of proposed vendor parking spaces to Council. Consensus of Council was to set a limit of 20 vendor parking spaces that would have power. Discussion was held on non-Indian merchandise sold at last years Pow Wow and limiting the types of items to Indian next year. Gen Council Meeting - Tribal Council Nominations: The next General meeting will be held May 6, 1990 at the Grand Ronde Elementary School. It was noted that Tribal Council nominations for three positions will be taken. - Announcements: A Cultural Workshop will be held at Chemeketa Community College May 16th and at Willamette University on May 17th. Val moved to donate $500.00 to the Grand Ronde Library to purchase books. Kathryn seconded the motion. Motion carried. Note, however, that many waters are open the entire year, while a few do not open until May 26. There are many variations, so be sure to check the official angling regulations.
