Job Announcement:
POSITION DESCRIPTION
TITLE: ECONOMIC DEVELOPMENT SPECIALIST
OFFICE:ECONOMIC DEVELOPMENT PROGRAM
REPORTS TO: GENERAL MANAGER
SALARY: $30,000 - $35,000 D.O.E.
This position is responsible for developing and imple
menting the Business and Economic Development Plan
for the Confederated Tribes of the Grand Ronde
Comunity of Oregon. With limited supervision, this
person develops the business development plan in
cooperation with the Tribal Development Corporation
and the Tribal Council; Prepares business feasibility
studies, business plans and financial proposals; assists in
targeting and analyzing business development and in
vestment opportunities; assists in negotiating and closing
business and investment proposals; assists individuals
with business planning and start-up activities; develops
proposed financing packages including grant and loan
applications for business development.
SPECIFIC DUTIES:
1. Compile and analize demographic data and pertinent
information on economiccommunity factors to deter
mine local economic development resources, barriers
and opportunities.
2. Assist in facilitating the design, coordination and
implementation of comprehensive community-based
economic development strategies and programs aimed
at placing the reservation community in a more competi
tive economic development position.
3. Assist in identifying and analyzing investment and
business development opportunities appropriate for
Tribal involvement andor financing.
4. In pursuing Tribal businessenterprise projects, assist
in developing financial packages, loan applications, grant
applications, including coordination with lending or
granting institutions such as banks, Tribal credit, HUD,
BIA, SBA, etc.
5. Develop and distribute market information to attract
business and industrial opportunities which are compat
ible with Tribal goals and objectives.
6. Assist with assessment of inquiries from off-reservation
business and investment proposals.
7. Assist in coordination of business development
strategies and activities with the Comprehensive Plan.
8. Plan, coordinate, and manage specific business and
economic development projects as requested.
9. Other duties as assigned, including the exercise of
management authority and responsibility in the absence
of the General Manager, as requested.
10. Continue to develop and modify services and pro
grams in response to on-going assessment of business
assistance needs of clients.
11. Provide business counseling to prospective and
existing Tribal member business owners, directly or by
recruiting other qualified business counselors. Counsel
ing consists of providing financial information, guidance
and related business planning assistance.
EXPERIENCE AND SKILL REQUIRED:
Bachelors degree in either business administration,
economics, finance, marketing or related field or the
equivalent training and experience is required. Demon
strated oral and written communication skills. Experi
ence in economic, financial andor business and risk
analysis or the equivalent in training and experience.
Working knowledge of public and private sector finance
programs and economic development processes. Strict
adherence to client confidentiality.
SUCCESSFUL PERFORMANCE REQUIRED:
1. Ability to train and assist individuals in understanding
entrepreneurship and the business planning and start-up
process, including reviewing and making suggestions for
improving their business plans and strategies. Ability to
analyze and manage business operations and recom
mend improvements where needed.
2. Effective and timely completion of assigned projects.
3. Awareness of local, regional, and national economic
development events and issues.
4. Creativeness in development of strategies and
program content.
5. Effectiveness of internal and external contacts and
communication.
6. Patience and ability to work effectively with private
sector clients as well as privatepublic officials.

Responsibilities-
Work under direction of Building Maintenance Superin
tendent maintaining grounds around facilities, perform
minor repairs and painting and assist custodial staff.
Oualifications-
-Experience in general groundskeeping and custodial
duties. Able to operate power equipment safely.
Able to lift 60 plus lbs. without problem.
Able to work out-of-doors in all weather conditions.
Valid Oregon Drivers License.

Klukwan Forest Product, Inc. (KFP) is an Equal

industry in Alaska. They have several remote operations
around the Ketchikan area in Southeast Alaska and one
in Southcentral at Ninilchik. The central office and
most administrative positions are located in Juneau; A
few are stationed at the remote sites. There is , also,
two small operations in Washington state. One is in
Port angeles employing a few sort yard workers at a chip
mill; the other is in Seattle and handles procurement for
all of their operations.

The logging operations utilize the following occupations:
Chaser, Chucktender, Faller, Hooktender, Choker
Setter, Cutter, Feller, Buncher, Hooker, Knot Bumper
Yarder Engineer
There are numerous positions within the operating
engineers craft that operate heavy equipment to move
materials (logging, road construction, and sort yard
work). They employ a fairly large number of heavy
equipment mechanics.
KFP has a small number of marine "transportation"
positions:
Skippers (Captains), Deckhands, Mates, and Marine
Engineers.
The camp facilities are maintained by small crews
consisting of construction maintenance personnel and
housekeeping employees.
Administratively, there are a few key executives and
numerous management positions in logging, contracts,
quality control, procurement, accounting, payroll, and
equipment and camp maintenance; these are salaried
employees. The administrative support staff is paid
hourly.
Due to the nature and location of the work there is
quite a bet of turnover among the operational employ
ees, not so much with the administrative personnel. For
