TRIBAL COUNCIL MEETING MINUTES 01-24-90 TRIBAL OFFICE JOANNA ROGERS INTRODUCTION: Joanna Rogers was introduced to Council. She is the new director for Nanitch Sahallie. Joanna provided the council with an over-view of her goals and objectives for Nanitch Sahallie. Following a discussion on the advisory board for Nanitch Sahallie, Candy moved to appoint Merle Leno as our Tribal representative on the boar. Kathryn seconded the motion. Motion carried. A meeting of the Advisory board has been scheduled for February 27th at 6:30 p.m.. A letter will be sent to Tribes notifying them of the meeting prior to Affiliated and the a follow-up will be done at Affiliated with a request to confirm attendance by February 6th. Joanna will notify Jackie of any upcoming graduations at Nanitch so that any Council wishing to, may attend. DEFERRED SERVICES POLICY: Cheryle Kennedy, Health Director for the Tribe, submitted a memo to Council regarding the Contract Health Services De ferred Services Policy and reviewed the policy with Council, outlining the types of services defined as "Deferred Services" and also those eligible. Those currently eligible for the Deferred Services under the CHS program have to reside within the six county service area for the Tribe. Discussion was held on eligibility for the deferred services money available through Tribal revenues. Should those outside the six county service area be included? Cheryle explained the cost containment process that she hoped to implement in the future for the program. Suggestion was made to hold a public hearing on the issue in order to give all Tribal members the opportunity to comment on eligibil ity for services. A special edition of the newsletter will be published explaining the issues and notifying mem bers of a hearing date. Thirty days will be given for public comment. The hearing could be combined with the General meeting and held on March 11, 1990 at the Grand Ronde Elementary School. HEALTH COMMITTEE REPORT - MERLE LENO: Merle reported on activities of the Health and Human Services committee. He noted that much of the time during the last three meetings has been devoted to dealing with the Deferred Services Policy. He also reported on the Northwest Portland Area Indian Health Board Quarterly meeting held last week in Seattle. He then gave a brief report on Pow Wow reimbursement to the Pow Wow Committee for drums at the Restoration Celebration in the amount of $750. Kathryn moved to approve payment for reimbursement in the amount of $750, to the Pow Wow Committee. Candy seconded the motion. Motion carried. JOHN HAMPTON MEETING SCHEDULED: A meeting with John Hampton and Bill Smith has been scheduled January 26th to attempt to clear up a misun derstanding concerning our utilizing Indian Preference on salvage sales. Mark will report the outcome of the meeting to Council. CORPORATION UPDATE: Mark reviewed briefly, the results of the retreat held January 20th and 21st in Newport, with the Council and the Tribal Development Corporation. Mark had some concerns regarding an extra meeting held after the retreat. Gordon Macpher son resigned his position on the board and Mark said others were thinking about resigning also. Mark asked Council for their support and assistance with the situation. He will write a letter to Gordon asking him to reconsider his resignation. Merle feels that we should try to persuade Gordon to remain on the board at least until the Kah-nce-ta meeting in April. He may change his mind after the Economic Development Specialist and Secretary are hired. But if after that time Gordon still wishes to resign, we should honor his request. Jim submitted a draft of the Position Description for the Economic Development Specialist for Council review. The Corporation will meet at the Tribal office on Feb. 6th. Diana Denhem has requested approval for time spent working on the Tribal Development Corporation. Ray moved to compensate the Tribal Development Corporation Board members at the rate of $5.00 per hour. Rick seconded the motion. Motion carried with Candy abstaining. T'CHA TEEMANWI COMMITTEE REPORT MERLE HOLMES: Merle reported that the commit tee is waiting for the tapes that were requested from the University of Washington. He said the budget is pretty dry. He will meet again with the committee when the tapes arrive. OTHER BUSINESS: Merle Leno requested Council approval to attend Affiliated as a board member and Tribal representative for the Indian Child Welfare Association since there will be a meeting of ICWA during the Affiliated Conference. Val moved to approve Merle's request for travel to Yakima to attend the ICWA meeting. Candy seconded the motion. Motion carried. RESOLUTION NO. 008-90 - Jim submitted an applica tion for credit cards for the Tribal Council from First Interstate Bank for Council review. Ray moved to adopt a resolution approving application to First Interstate for Council Credit Cards. Wilma seconded the motion. Motion carried. An invitation has been extended to us to visit the Inland Tribal Consortium Regional Youth Primary Residential Treatment Center on January 26th. An announcement was made informing Council that a Baked Food Sale and Bingo game would be held at the General meeting to raise funds for Leland Hofenbredl's trip to England.
