' By Margo Merrier Enrollment Director Dear Fellow Tribal members and friends, The Enrollment Office has just added 48 names to our tribal membership roll. Our total membership is now 2S24. Congratulations to all our new members! There are still many people who are eligible for membership but have never completed an application. Each applica tion must be submitted with a birth certificate. The birth certificates are required to prove an applicants descendancy from a Grand Ronde member. After an application file is completed, it is reviewed by the Enrollment Committee. The Enrollment Commit tee determines if an applicant meets the eligibility requirements and recommends to the Tribal Council to approve or reject the application. If the application is approved, a roll number is issued and mailed to the new member. If rejected, the applicant is notified of the reason for denial and their right to appeal. The Enrollment Office verity's tribal membership for tribal and federal programs. If a roll number has not been issued, verification of enrollment is not possible. Many programs will not service an uncnrolled person. Some programs such as Indian health will provide services for dependent children. This does, not mean . that all children receiving services have been issued a roll number. NO ONE IS AUTOMATICALLY ENROLLED! If you have not filed an application for your child and received a roll number in the mail, your child is probably not enrolled as a tribal member. It is very important to enroll your children. Tribal programs are developed to service members and the planning statistics are provided by the enrollment office. For example, is a program services 100 members in Polk Co., but only 60 are enrolled, the funds made available are based on the statistics of the 60 members. This would naturally create a shortage of funds and services may be dis-continued. Please contact me to check on your family's enrollment status. I will be available at the Baby Fair to assist with enrollment applications. Bring your child's birth records. If you have any questions, please contact me in care of the tribal office. ENERGY PROGRAM LOOKING FOR ELIGIBLE NATIVE AMERICANS The Energy Programs at Community Action Agency of Yamhill Co. and Mid-Willamette Valley Community Action Agency are looking for eligible Native American households for the Low income Weatherization Pro gram. Weatherization measures that are eligible for installa tion include general heat waste items such as caulking and weatherstripping, furnace efficiency modifications, attic insulation, was insulation, underfloor insulation, and storm windows. The sole purpose of this program is to lower energy usage and therefore help lower your utility bills. To be eligible for the weatherization assistance program your household income must meet the guidelines set forth by the federal government. There is no cost to the homeowner or renter, and at no time is there a lien or an attachment to our property or possessions. All materials and labor are free of charge. Some new mobile homes also qualify under this progam. The amount a qualified person can get for a down payment is 10 of the purchase price of the home plus closing costs; or, the amount necessary to secure a loan plus closing costs; or, $5,000.00, whichever of these is less. When you receive the grant you will not actually get any money. The money will be paid into an escrow account when you are ready to close the deal on the home. The home has to be inspected by the housing director to ensure that it does meet the program criteria. The program will not help to purchase any rental or commercial property or any farm or rural acreage. The home can be for the use of the grant recipient only. When you apply for a down-payment grant you must be able to obtain financing to pay for the balance of the home on your own credit rating. The BIA will not make home finance loans to those persons who receive a HIP down-payment grant. If you have any questions about this program please call the housing office. HOUSING REPORT I would like to urge all persons who have housing assistance applications on file in the housing office to please update the information on their files. There are many files which have not been updated for three or more years. For this reason, some of these applicants may have been passed over for housing assistance. If you have an application on file and are still inter ested in some type of housing assistance, please contact the housing office before December 1. There will be more funds available in FY 1990 (this year) than have been available for several years, so in order for everyone to get an equal chance to access these funds, the housing office needs updated information.
