Smoke Signals J Fy90 Budget Issue Page 11 7na Endowment Fund Thisfund will be established toprovideforthe long term economic, cultural and social sta bility of the Tribe. Each year tribal resources are subject to the federal appropriations proc ess or to the stability of the domestic timber market Given this circumstance, tribal offi cials have developed a plan to reduce this dependency by creating a reserve fund which willprovide for essential governmental opera tions on a continuing basis regardless of Federal funds or timber sales. This fund will be established gradually over a five (5) year period Each year 25 of net tribal revenues plus all unobligated revenues after all programs and service commitments are made will be placed into this fund. At the end of the five year period this fund will produce approximately $600,000 annually for essential services and governmental opera tions from interest earnings. These earnings 1 will be used thereafter to fund tribal opera tions without relying on federal appropria tions or annual timber sales. Like the endowment fund, thisfund wiUbe established to operate on interest earnings. This fund will take ten (10) years to establish, however, services will be provided each year while the fund balance is accumulating. The Tribeproposestosetaside$100,000each year for the ten (10) year period, with the provision that $50,000 will be placed into the fitndin October of eachyear, andthercmain ing $50,000 will be made available to meet some of the medical deferred services of the tribal community. At the end of the ten (10) year term, the fund will be self-sustaining and the interest earnings will be available each year for medical services. Housing Fund ( ' This fund will provide supplemental assis tance to the federal housing funds to assist eligible tribal members in the renovation of their homes and in the purchase of standard homesforthosemembersmterestedin buying. Thisfund will be set up similar to the Health fund. Uke the Heahhfunathh fund will take ten (10) years to establish, however, services will be provided while the fund is accumulat ing. Additionally, this fund will be self-sustaining at the end of the ten (10) year period. Scholarship Fund Thisfund will be established to create schol arship opportunities for tribal members pur suing careers in specific fields which will enhance the operations of tribal government and have a greater impact on the development of the Tribe and its members. This fund will be established similar to the Health and Housing funds. While the fund will last indefinitely, the terms which are required to establish the fund will expire after the ten (10) year period After the appropriate fund balance is reached the program will function on interest earnings alone. Note: Each of the funds mentioned above will be established independently by specific Tribal Council action. The terms and conditions of each of these funds will varydependingon the needs of the program. Each fund will be established by separate Tribal Councilresolu tions which will contain all terms and condi tions and any special circumstances regarding the funds.
