Snibice Signals', Mafl989: v; y Kh&'7 TRIBAL COUNCIL MINUTES FISH AND WILDLIFE REPORT MARCH 22, 1989 The meeting was called to order at 6:35 p.m. by Vice Chairperson Candy Robertson and roll was taken. Council members present: Candy Robertson, Kathryn Harrison, Val Grout, Russ Leno, Ray McKnight, Marvin Kimsey, and Merle Holmes. Council members absent: Mark Mercier- ill (excused), and Henry Petite Others present: Jackie Colton, Riley Porter, Greg Archuleta, Cliff Adams, Mike Mason Mike explained the difference between the Corporation and the Tribal Council by stating that the Corporation is a State entity and the Tribal Council is a Federal entity. Kathryn moved to approve the previous March 15th and March 18th minutes with the following addition. That the location of the meetings be noted, the March 15th meeting was held at the Tribal office and the March 18th meeting was held at the Tribal office and the March 18th meeting was held at the Grand Ronde Grade School. Val seconded the motion. Motion carried by a vote of 4 for and 2 against. DRUG TESTING POLICY: Mike Mason submitted a draft agreement regarding the use of drugs and alcohol testing to Council. His opinion was that the agreement was not enforceable because it violates a person's civil rights. The portion of the agreement that does this is the part that says random drug testing will be done. Under the Indian Civil Rights Act people have the freedom from unreasonable search and seizure. Marvin noted that in Warm Springs random drug testing is being initiated so he doesn't see why we couldn't do the same. Mike said that Tribal employees there are working on the reservation and that might make a difference. He will check in this. He also suggested the portion concerning the use of random drug testing be omitted and state that drug testing will be dine upon reasonable suspicion of drug or alcohol use. He will draft another version of the agreement for Council review. Concern was voiced for the need to have some sort of policy in place when the new employees are hired. Kathryn moved to utilize a telephone poll to approve the new version of the agreement since many of the Council will be in travel status when it is unanimous vote of Council. SENATE BILL 841: Mike urged the Council to be very active in supporting Senate Bill 841. He noted that the changes suggested by NAPOLS. Doug Hutchinson, CIS would be a good resource to utilize to assist in keeping legislators informed. We could also okay NAPLOS to do the same. The Council requested that Mike be present at the hearing to answer questions and Jim will be asked to assist in preparing testimony. LINN COUNTY REMAINS: Ray moved to have Siletz be responsible for the remains in Linn County. Kathryn seconded the motion. Motion carried. COOPERS LAND MAP: Council will meet with Dale Hyle at 10:00 a.m. prior to the General meeting on April 2, 1989 to review the land map. MINOR WOOD PRODUCTS ORDINANCE: Cliff reviewed the latest draft of the Minor Wood Products Ordinance with Council. After discussion on additional changes, Cliff requested another meeting prior to finalizing the ordinance. A meeting will be held April 5, 1989 at 2:00 p.m. at the Tribal office. NAPOLS BILLING APPROVAL: The first quarter billing from NAPOLS was submitted to Council. Ray mdved to approve payment for the billing. Russ seconded the motion. Ray then rescinded his motion and Russ rescinded his second to the motion. Ray moved to adopt a resolution approving payment for the first quarter expenses for NAPOLS in the amount of $5,081.01. Russ seconded the motion. Motion carried by a vote of 6 yes, 0 no, and 0 abstentions. POSTAGE RATE - NEWSLETTER: Greg reported that Shelley has ordered a postage machine for the office and it should be here in about 2 weeks. He said he will begin mailing everything outside the Grand Ronde - Willamina area First Class. YPRT UPDATE: Jan Wyduch wishes to use the resume she has on file to interview for additional positions. If there are not enough applicants available, she will readvertize. April 17th id the target date for the center to open. OTHER BUSINESS: - Nominations for Tribal Council will take place at the May 7th General Council meeting. - The memorial Day Gathering will be held May 27th. - Don Keller has notified Candy and will sit on the Education Committee in an advisory capacity. - Yvonne Hajda wishes to be our scholar for the Oregon Committee for the Humanities project. She will be here tomorrow at 1:00 p.m. to discuss ideas for the project. The last meeting for the scholars is March 27th. A couple of ideas Greg has for Grand Ronde's portion is to have the scholar gather all existing resource material on Grand Ronde for the Tribe or assist in setting up a plan for the Chemawa Cultural Center effort. April 7th is the deadline for the proposal. Ray moved to designate Yvonne Hajda as our scholar for the project. Val seconded the motion. Motion carried. Bob Mercier, Diana Stogsdill, Donna Stronach and Mike Giffen will be contacted and requested to meet with Council to discuss the Tribal Development Corporation and their possible participation on the board, April 2nd prior to the General Council meet ing. - Candy andor Mark will contact Bill Soderberg regarding the Corporation's intent for the General Council meeting discussion on the Depot. - An informal meeting to discuss the Tribal Court is scheduled for April 10th at 6:30.. - Forms for the General Manager's evaluation will be brought to the April 2nd meeting. - Kathryn will attend the Honor Dinner for Tim Wapato on April 4th. - Kathryn announced that a caucus of the Oregon . Womens Caucus will be held April 1st at 9:00 a.m. at the Chumaree in Salem. She will be sitting on the caucus and has been also asked to serve as a member at large. Ray moved to adjourn the meeting at 10:00 p.m.. Marvin seconded the motion. Motion carried. SUBSISTENCE SALMON In JUNE 1989, the Tribe should receive some subsis tence Salmon to distribute to the membership. Please remember the following guidelines will be in effect. 1) Persons picking fish up for another tribal member must have a signed note from that person. 2) Two pounds of fish will be given for each tribal member in the family. 3) The fish will be distributed on first come, first serve basis. 1989 HUNTING TAGS In JULY, an issue of Smoke Signals will include the 1989 Hunting information. This will include the applica tions for applying for the General Season Bear tags and the Elk tags for Bow, First and Second Season and ControlDamage hunts. If you know of tribal members interested in the hunts, but who does not receive the tribal newsletter, please let them know. They can contact the Tribal Office (879 5211) and ask to be put on the mailing list. If you have any questions about any of these activities, Greg and Michael will be happy to assist you. PINOCHLE NIGHT The pow Wow committee will be hosting a pinochle night on Saturday may 13th at the Tribal Office. We will be charging $2.50 per person or $5.00 per couple.
