TRIBAL COUNCIL MINUTES
NEXT COUNCIL MEETING SCHEDULED: Since
three Council members will be in travel status next
week, the next Council meeting will be March 15th.
Candy moved to adjourn the meeting at 9:02 p.m.. Russ
seconded the motion.
Meeting adjourned.
MARCH 5TH, 1989
Meeting was called to order at 9:15 a.m. by Chairman
Mark Mercier and roll was taken.
Council members present: Mark Mercier, Candy
Robertson, Kathryn Harrison, Val Grout, Ray
McKnight, Russ Leno, Henry Petite, Marv Kbnsey,
Merle Holmes
Others Present: Jim Willis, Jackie Colton, Ivanetta
Cook, Bob Mercier, Bill Soderberg, Ed Larsen, Davis
Franzen
DRUG TESTING APPROVAL: Marv moved to
initiate drug testing for all Tribal employees and
Council. Val seconded the motion. Motion carried.
NAPOLS will assist the Tribe in setting up the policy.
SEPARATION OF POWERSCOMP PLAN: Merle
noted that the Council should retain the authority to
hire the General Manager. Jim said that is the method
that is currently being used and that is would not
change.
Merle moved to begin drafting a policy that would set
guidelines for the administration to do the hiring for
Tribal positions without Council involvement (except for
the General Manager position) in the interviewing
process. Henry seconded the motion. Motion carried
with Candy abstaining until the policy is brought before
Council. Candy moved to continue working under the
current Comprehensive Plan. Marv seconded the
motion. Motion carried.
KATHRYN HARRISON PRESENTATION RE
QUEST: Donnie Curtis has requested that Kathryn
accompany her to the Willamina Middle School on
March 14th to give a presentation on the tribe. Consen
sus of Council to support and approve the request.
JOM WAIVER REQUEST: After being notified of
interview times, one of the three applicants did not show
up or contact the office. Dean Azule has requested a
waiver of the minimum interview of three applicants
and asked that the Council support the recommendation
of the committee to hire Camille Van Vleet to fill the
JOM position. Ray feels since we have the minimum
requirement, we should adhere to it. Merle moved to
accept the committee recommendation and hire Ms.
Van Vleet and waive the minimum three interview
requirement. Marv seconded the motion. Motion
carried.
CORPORATION DISCUSSION: Following a lengthy
discussion with Council and members of the Corpora
tion, since a purchase price for the depot could not be
set, the Corporation members were invited to attend the
next Council meeting on March 15th to discuss the
matter further. David Franzen is leasing the depot and
his feelings were that if the Tribe could afford to
purchase another building, it would help the town to
continue to grow by having an additional business here.
BURIAL REGULATION CHANGES: The following
changes to the Burial Regulations were made in the
form of motions.
Merle moved to delete 5 of the regulations- Upon
availability, headstones may be provided. Marv sec
onded the motion. Motion carried.
Ray moved to set a 30 day limit for notification of
deaths. Candy seconded the motion. Motion carried.
Candy moved (later rescinded the motion) to delete
portion on 2 "or who meet the criteria to be enrolled".
Discussed but not acted on was an inclusion be made to
2 to read: All tribal members on the roll are eligible k
for the tribal burial with roll number to be included in
appropriate documentation. Also discussed again was
the possible need for a form to be completed with a
signed statement by the person requesting assistance.
The Burial Rules and Regs, will be put on the March
15th agenda. Jim will check with Margo to see if
information is available to help determine the percent
age of non-Indian spouses.
OTHER BUSINESS:
Val asked members of Council to please come to her if
they have a problem with any decision she's made or
anything she's done. She also asked that it not be taken
to members of the staff or anyone else outside the
Council.
Jim updated the Council on the results of the meeting to
draft the 638 Rules and Regulations. He said they were
only able to get through fifty pages of the material.
They will reconvene March 20th in Albuquerque, New
Mexico. He asked Council approval to attend. Merle
moved to send Jim to the meeting. Kathryn seconded
the motion. Motion carried.
Margaret Provost requested use of the Council room for
a Corporation meeting at 6:30 p.m;. Council approved
the request.
Russ moved to adjourn the meeting at 11:10 a.m..
Candy seconded the motion. Motion carried.
Meeting adjourned.
FELLOWSHIPS AVAILABLE
American Indian Scholarships Inc. of Albuquerque,
N.M. has announced the availability of fellowship grants
for American Indian graduate students for the 1989-90
academic year. Indian students who plan on going to
graduate school for a master's or doctorate degree are
encouraged to apply.
Students in all fields of graduate study are eligible, but
applicants in business, education, engineering, health,
law and natural resources are givc;n priority.
To be considered for an AIS fellowship, applicants must
be enrolled members of federally recognized tribes or
Alaska Native groups and must apply for campus based
aid at their college financial aid offices.
The deadline to submit an AJ.S application is June 1.

INDIAN ART AUCTION
SET FOR PORTLAND
The work of American Indian artists from all over the
Northern hemospherc will be featured at the "Positively
Indian!" Art Auction which will take place May 23, 1989
in the Portland Hilton Hotel ballroom in Portland,
Oregon.
Sponsored by the Northwest Indian Child Welfare
Association (NWICWA) in conjunction wth the 7th
National American Indian Conference on Child Abuse
and Neglect, this event will be the first art show and
auction of its kind ever to be held in the Portland Area.
Proceeds from the auction will go to benefit NWICWA.
Entertainment, culture and fun will set the tone for this
artcharity (mutual) benefit.
Artists wishing to donate art work to the "Positively
Indian!" Art Auction may do so by writing to the
