Smoke Signals Marchl9S9 'Page 2 BURIAL SERVICES HELD Tribal Council Minutes FOR SCOTT GALLIGHER illiilllillllii Mass of Christian Burial for Scott Galligher was heard -at St. Ceclia Roman Catholic Church.in Bcaverton January 20, 1989. Born July 3, 1964 he was a native and lifelong resident of Beaverton. He was a 1982 graduate of Jeseut High School. At the time of his death, Scott was a painter in the Portland Ship-yard. He was an enrolled member of the Confederated Tribes of Grand Ronde. He is survived by his parents Dick and Leonette Gal ligher of Beaverton, sisters Tammy of Boston Mass, and Courtney of Beaverton; brother, Patrick of Beaverton; Grandparents Leonard and Marge Vivette, both of White Swan, Washington. Also Erma Galligher of Salem; numerous aunts, uncles and cousins; great aunt Marie Logan of Grand Ronde; grandson of the late Lewis Galligher formerly of Valley Junction and God parents Dick and Violet Zimbrick of Grand Ronde. JANUARY 30, 1989 Meeting was called to order at 6:30 p.m. by Chairman Mark Mercier and it was noted that a full Council was present. Council members present: Mark Mercier, Candy Robertson, Kathryn Harrison, Val Grout,Ray McKnight, Russ Leno, Marv Kimsey, Merle Holmes, Henry Petite. Council members absent: None Others present: Greg Archuleta, Jackie Colton, Mary Ring, Jim Willis, Margo George, Merle Leno, Donni Curtis, Cliff Adams, Bill Soderberg, Jimmy Brandon. Ray moved to approve the 01-18-89 previous minutes with the following amendment.. A Council meeting was tentatively set for January 26, 1989. Russ seconded the motion. Motion carried. DOMESTIC VIOLENCE GRANT APPLICATION APPROVAL: Donni Curtis gave a presentation outlining the purpose of the grant including; training for a Grand Ronde community member on how to provide community education, on the nature and extent of family violence, coordinate services within the community, and to make shelter services available to survivors of domestic violence. Candy moved to adopt a resolution approving the Tribes' application for the grant in the amount of $7,891.00. Russ seconded the motion. Motion carried by a vote of 8 yes, 0 no, 0 abstentions. FORESTRY - (a) MINOR WOOD PRODUCTS ORDINANCE (b) SITE FOR FORESTRY PRO GRAM: (a) - Cliff submitted a draft Ordinance and price sheet for Council review. He will include a price for alder saplings (sweltering poles). Mark suggested the Council take the information home to review and that time be scheduled at each Council meeting to finalize the ordinance. Harvesting of the alder saplings may be happening on reservation land without the Tribes' consent. Mark will contact the BLM, the Forest Service and other appropriate law enforcement agencies and request that they watch for these type of activities on the reservation until the Tribe can complete the ordinance andor an inter-agency enforcement agree ment, (b) - Mark reviewed the previous Council decision to contact the Corporation regarding possible negotiations to acquire the Depot to house Tribal programs. A certified letter was sent to Bill Soderberg on January 19th and a response has not been received within the 10 day period specified in the letter. Bill Soderberg arrived later in the meeting and read a response letter to Council indicating the Corporation would be interested in meeting to discuss the matter. An informal meeting with members of the Tribal Council and the Corpora tion will be held Sunday, February 5th, prior to the General meeting at 10:00 a.m. at the Tribal office. Following discussion on where to house the Forestry program, Ray moved to begin negotiations to purchase the property identified on Hwy. 18 (Van Hyning) to house the Forestry program. Russ seconded the motion. Motion carried by a vote of 5 yes, 3 no. Henry re quested being on record as voting no because he feels all options have not been researched. ENROLLMENT RESOLUTIONS (4) APPROVAL: Margo submitted materials sustaining her requests for resolutions approving 1) New members 2405 - 2417; 2) Name change justifications; 3) Voluntary relinquish ments; 4) Support for blood quantum change. Candy moved to adopt a resolution approving new members 2405 - 2417. Ray seconded the motion. Motion carried by a vote of 8 yes, 0 no, o abstentions. Candy moved to adopt a resolution approving name changes for 25 Tribal members. Russ seconded the motion. Motion carried by a vote of 8 yes, 0 no, 0 abstentions. (Continued on page 10)
