Smoke Signals March 1989 Page JO Tribal Council Minutes (Tribal Council minutes continued from 2) Candy moved to adopt a resolution approving 2 volun tary relinquishments. Ray seconded the motion. Motion carried by a vote of 8 yes, 0 no, 0 abstentions. Kathryn moved to adopt a resolution approving Tribal support for a blood quantum change for Mrs. Francis Ring, to the BIA and other appropriate agencies. Candy seconded the motion. Motion carried by a vote of 6 yes, 0 no, 2 abstentions. BURIAL FUND ACTIVITIES UPDATERE QUESTS: Requests have been made for the Tribe to pay balance for funeral expenses for a Tribal member who passed away prior to time the Council began the Burial Fund and also for the Tribe to purchase a headstone for a Tribal member's spouse who passed away in 1987. Letters will be drafted and sent to the appropriate people stating that since the Burial Fund was initiated January 1, 1989, their requests cannot be honored. Merle gave information pertaining to the three cases the Tribe has assisted with to date, to Jackie and requested copies be made and sent to him and files be started on each as well as check requests completed and submitted for payment. Margo requested the Council to consider also giving her copies of the mate rial to assist her with the enrollment activities and said she could keep the information in fire proof file cabinets for protection. Council was in agreement to do so. TRIBAL DEVELOPMENT CORPORATION UPDATE: Questions will be developed by Council members for review at a future meeting, for potential board members. The need for consistency was noted when discussing board activities. Mark will call the interested people to keep them informed. OREGON TRIBES MEETING UPDATE: Mark updated Council on the Oregon Tribes meeting held January 20th at the Youth Treatment Center in Salem. The next Oregon Tribes meeting will be held February 24th at the center. Purpose will be to discuss ATNI Winter Conference results. OREGON COMMITTEE FOR THE HUMANITIES PROJECT CONTACTS DESIGNATED: Kathryn and Greg Archuleta were designated to be contacts for the Oregon Committee for the Humanities project headed by Dick Lewis. A letter will be sent to him stating same. Candy moved to go into Executive Session to discuss a travel policy problem. Ray seconded the motion. Motion carried. Council went into Executive Session at 8:07 p.m. Ray moved to return to Regular Session at 8:43 p.m.. Russ seconded the motion. Motion carried. The Tribal Chairman and Vice Chairperson will speak to the committee member in question and a memo outlining the outcome of that meeting will be sent to Council. COUNCILCONSULTANT RETREAT: An agenda will be prepared for the Council at the February 8th Council meeting. The agenda will outline planned activities for the retreat. GENERAL MEETING SCHEDULED: The next General Meeting will be held Sunday, February 5th. A bingo game will follow. Agenda items will include: - Burial Fund Update - Minor Wood Products Report Kennedy Space Center Trip Presentation Enrollment Report i Thank You all for grader use and gravel ARCHAEOLOGY COMMITTEE MEMBER APPROVALS: JoAnn McClary, Tammy Fry and CcCe Kneeland applied for membership on the Archaeology Committe. Ray moved to approve all three applications. Val seconded the motion. Motion carried. YOUTH TREATMENT CENTER POSITION RECOMMENDATIONS: Jim requested Council approval of the Interviewing Committee to hire Jan Widuch for the Director Coordinator position for the center and to waive advertizing for the Treatment Coordinator position and hire Sidney Brown as coordi nator. Kathryn moved to hire Jan Widuch as the Director for the Treatment Center. Val seconded the motion. Motion carried. Val moved to waive adver tizing for the Treatment Coordinator position to hire Sidney Brown to fill this position. Candy seconded the motion. Motion carried. AFTERCARE & REHABILITATION INTERVIEWS SCHEDULED: Interviews for the Aftercare & Reha-, bilitation position have been set for Wednesday, Febru ary 8th at 1:00 p.m.. Kathryn, Candy, Ray and Russ will assist in the interviews. OTHER BUSINESS: - Robin Butterfield will attend the next Council meeting on February 8th. - It was asked and noted that memos have been sent to the appropriate staff members as follow-up to the concerns Council had with some staff. - Kathryn reported that the NPAIHB Quarterly meeting went well and that she feels the attitudes have changed toward Grand Ronde probably due to the Tribe acquiring the Youth Treatment Center. Lincoln City has been selected for the October meeting. - Mark said the banquet honoring Henry Sijohn was really nice and big. He presented Mr. Sijohn with a coffee mug. - The Tribe has not adopted a Pow Wow Ordinance. Mike Mason will forward a copy of the latest draft for Reference. - Merle Leno urged the Council to begin working on the Tribal Court. He related a particular incidence in making his point. Ray moved to adjourn the meeting at 9:30 p.m.. Russ seconded the motion. Motion carried. FEBRUARY 8, 1989 Meeting was called to order at 6:30 p.m. by Chairman Mark Merrier and roll was taken. Council members present: Mark Mercier, Candy Robertson, Kathryn Harrison, Val Grout, Ray McKnight, Russ Leno, Marv Kimsey, Merle Holmes. Council members absent: Henry Petite - Excused Others Present: Jim Willis, Greg Archuleta, Riley Porter. Motion was made and seconded to approve the 01-30-89 previous minutes. Motion carried. ROBIN BUTTERFIELD SUPPORT REQUEST: Robin Butterfield gave a presentation and requested a resolution from the Tribe supporting her efforts in getting the Dept. of Education to recognize an obliga tion to assure maximum Indian participation in the field of Education for Indian Tribes and Indian Peoples so as to render services more responsive to their educational needs and desires. Ray moved to adopt the resolution of support. Kathryn seconded the motion. Motion carried by a vote of 7 yes, 0 no, 0 abstentions. Candy moved to provide a letter of support for a full time position for an Indian Education Specialist with the Oregon Dept. of Education. Russ seconded the motion. Motion carried. HIGHER EDUCATION DAY 1989 SCHEDULED: Higher Ed Day 1989 will be held at the Commission on Indian Services Thursday, February 23rd. Kathryn and Candy will attend. Mark, Candy and Dean went to the West Valley Acad emy school where Governor Goldschmidt was visiting to show support to the school for obtaining a school dropout demonstration grant. West Valley was one of three programs to obtain the grant. ANA GRANT APPLICATION APPROVAL: Merle moved to adopt a resolution approving application to the Administration for Native Americans for second year funding for our ANA grant in the amount of $150,000. Val seconded the motion. Motion carried by a vote of 7 yes, 0 no, 0 abstentions. AIDS AWARENESS: The Health Dept. wants to declare February as Fetal Alcohol Syndrome, Drug and Alcohol and AIDS Awareness Month. They h6pe to distribute material to organizations to provide education on these topics. Candy moved to adopt a resolution in support of the Health programs efforts. Ray seconded the motion. Motion carried by a vote of 7 yes, 0 no, 0 abstentions.
